Such a policy is fomented by actions of the Open Book Program and the More Culture for Public Libraries Program coordinated by the Book, Reading and Literature Management of the Ministry of Culture and by the National Library Foundation/the National System of Public Libraries. These actions have the purpose of decreasing to zero the number of Brazilian cities without Public Libraries and they were theoretically featured as information public policies, initiated in 1932 with the creation of the National Book Institute (INL). The research visited eight cities in the four mesoregions of the state covered by the programs. It interviewed the Municipal Education and Culture Secretaries by means of a following Content Analysis technique so as to explore the gathered material in search of the hypotheses' validation, arisen a priori, concerning the inclusion of librarian professionals in Municipal Public Libraries. The study had three among five hypotheses confirmed. It concludes that Paraíba's Public Libraries yet do not possess, in their major part, the librarian professional. Further, this scarceness is due to the lack of managers' fulfillment of the law 4.084/62, as well as to the lack of professionals in the state's countryside and of financial incentive offered by the cities. / Analisa a inclusão de profissionais bibliotecários nas Bibliotecas Públicas Municipais da Paraíba como conseqüência da política nacional de implantação e revitalização deste equipamento. Tal política é fomentada por ações do Programa Livro Aberto e do Programa Mais Cultura para Bibliotecas Públicas coordenado pela Diretoria do Livro, Leitura e Literatura do Ministério da Cultura e pela Fundação Biblioteca Nacional/Sistema Nacional de Bibliotecas Públicas. Estas ações têm o objetivo de zerar o número de municípios brasileiros sem Bibliotecas Públicas e foram teoricamente caracterizadas como políticas públicas de informação tendo se iniciado em 1932 com a criação do INL. A pesquisa visitou oito municípios nas quatro mesorregiões do estado contemplados com os programas. Entrevistou os Secretários Municipais de Educação e Cultura utilizando posteriormente a técnica da Análise de Conteúdo para explorar o material coletado buscando a confirmação de hipóteses, levantadas a priori, sobre a inclusão dos profissionais bibliotecários nas Bibliotecas Públicas Municipais. O estudo teve três de suas cinco hipóteses confirmadas. Conclui que as bibliotecas Públicas da Paraíba ainda não possuem em sua maioria o profissional bibliotecário e que esta exclusão se verifica pela falta de cumprimento dos gestores a respeito da lei 4.084/62, pela escassez dos profissionais no interior do estado e pela falta de atrativo financeiro oferecido pelos municípios.
