Para atender essa prioridade, o governo federal fixou a mistura obrigatória do biodiesel ao diesel mineral e reservou pelo menos 80%desse mercado às empresas que compram oleaginosas de agricultores familiares e lhes prestam assistência técnica nas lavouras. Além da reserva de mercado, as empresas têm incentivos tributários na venda do biocombustível fabricado com oleaginosas adquiridas desses pequenos produtores. Nos seis primeiros anos de vigência desse Programa (2008-2013), os resultados ficaram aquém dos esperados.Utilizando metodologia apoiada na regra de Tinbergen, na relação benefício/custo e em abordagens da Nova Economia Institucional, esta Dissertação analisa as razões do fraco desempenho sociorregional do PNPB e apresenta sugestões para ampliar a inserção da agricultura familiar nordestina na cadeia produtiva do biodiesel e reduzir disparidades regionais – prioridades desse Programa. / The National Program of Production and Use of Biodiesel (PNPB) was launched under the assumption that the drive for castor demand cultivated by family farmers in the Northeast would promote its insertion in the production network of biodiesel and reduce regional disparities. To achieve this priority, the federal government established the mandatory blending of biodiesel with mineral diesel and reserved at least 80% of this market to companies that buy raw materials from family farmers and provide them with technical assistance in the crops. In addition to the market reserve, companies have tax incentives on the sale of biodiesel made from raw materials purchased of these small producers. In the first six years of operation of this program(2008-2013), the results were lower than expected. Using methodology supported in the Tinbergen rule, in the benefit-cost analysis and in approaches of the New Institutional Economics, this Dissertation discusses the reasons for the weak social and regional performance of the PNPB and indicates suggestions for strengthening the integration of the northeastern family farmers on the biodiesel productive chain and reduce regional disparities - priorities of this program.
