O estudo parte da questão problema: Como se configuram as biopolíicas públicas da EJA no município de Belém no período de 2010 a 2013? As questões norteadoras foram: Como se desenvolveu historicamente a constituição da EJA enquanto política pública no Brasil, no estado do Pará e na cidade de Belém? Como se configura a biopolítica do jogo de forças modelador do atual quadro de juvenilização e presença de grupos intergeracionais na EJA? De que maneira os biopoderes e dispositivos disciplinares se apresentam no espaço das turmas de EJA de uma escola municipal da cidade de Belém? Trata-se de um estudo de caráter bibliográfico, empírico e documental. Além da literatura referente a EJA, utilizamos pesquisas acerca da juvenilização e as produções do GT 18 “Educação de Pessoas Jovens e Adultas” da Associação Nacional de Pós-Graduação e Pesquisa em Educação (Anped), desde sua constituição até a Reunião Anual de 2013. Foram utilizados os textos das Leis de Diretrizes e Bases da Educação 5.692 de 1971 e 9.394 de 1996, bem como os Pareceres do Conselho Nacional de Educação/CEB 15/1998, 11/2000, 36/2004, 29/2006, 23/2008 e 06/2010, Resoluções 01/2000 e 03/2010 das mesmas instituições e Resolução 48/2002 do Conselho Deliberativo do Fundo Nacional de Desenvolvimento da Educação (FNDE). Fizeram parte da análise, também, a fala de representantes das instâncias responsáveis pela EJA nas três esferas (federal, estadual e municipal) do poder público, bem como a fala de alunos das turmas de 3ª e 4ª totalidade de EJA de uma escola municipal de Belém-PA. O trabalho focaliza o tempo histórico de 1940 até o presente, concentrando as análises no período de 1996 ao atual, em que se observa o fenômeno da juvenilização e, mais especificamente, na amostragem dos anos de 2010 a 2013, em que a pesquisa se concentra. A fundamentação teórica vem dos estudos do filósofo Michel Foucault, dos quais se utilizou as ferramentas analíticas e os conceitos de biopolítica e genealogia do poder. A partir das análises, percebemos uma descontinuidade das políticas públicas de EJA, marcadas pela ruptura e descontinuidade, com especial ênfase nas lacunas de produção acerca do estado do Pará e da cidade de Belém. Uma complexa teia de dispositivos disciplinares, processos de normalização e regulamentação configura a juvenilização da EJA em Belém. Na legislação educacional salienta-se e busca-se soluções para o problema proporcionado pela interpretação do próprio texto legislativo acerca das idades da EJA. Essa biopolítica se materializa no espaço escolar, evidenciando processos de subjetivação dos alunos, conforme expressam a analítica dos discursos produzidos. Os sujeitos, entretanto, não são simplesmente vítimas de ações do poder oficial e sim parte ativa de uma sofisticada rede em constante reconfiguração, dentro da qual embaralham conceitos e tradições, resignificando até mesmo a noção das idades em si. / This study aims to undertake an analysis of the constitution of the Youth and Adult Education as a public policy in Brazil in the state of Pará and the city of Belém; understand how to set up the game modeler forces the current juvenization above and the presence of intergenerational groups in adult education; analyze the way in which the biopower and disciplinary measures are presented in the spaces of adult education in a municipal school in Belém. The main question: How to configure public biopolitics the EJA in the city of Belém in the period 2010 to 2013? The guiding questions were: How historically developed the establishment of adult education as a public policy in Brazil in the state of Pará and the city of Belém? How to setup the biopolitics of the game modeler forces the current juvenization above and the presence of intergenerational groups in adult education? How the biopower and disciplinary measures are presented in the space of adult education classes in a municipal school in Belém? This is a bibliographical study, empirical and documentary. In addition to referring to adult education literature, we use research on the younger players and the productions of the GT 18 "Education Youth and Adult" at the National Association of Graduate Studies and Research in Education (Anped), from its incorporation until the Annual Meeting 2013. We used the texts of the Laws of Education Guidelines and Bases 5692 1971 and 9394 1996 and the Reports of the National Council of Education / CEB 15/1998, 11/2000, 36/2004, 29/2006, 23 / 2008 and 06/2010, 01/2000 and 03/2010 Resolutions of the same institutions and Resolution 48/2002 of the Board of the National Education Development Fund (ENDF). Were part of the analysis, too, speaks of representatives of bodies responsible for adult education at the three levels (federal, state and local) public power, as well as the speech of students in the classes of 3rd and 4th EJA grade of a municipal school Belém-PA. The work focuses on the historical time from 1940 to the present, focusing the analysis from 1996 to the present, where there is the phenomenon of younger players and, more specifically, in sampling the years 2010-2013, in which the research focuses. The theoretical basis comes from the philosopher Michel Foucault studies, which used the analytical tools and concepts of biopolitics and genealogy of power. From the analysis, we see a discontinuity of public policies on adult education, marked by the rupture, with special emphasis on production gaps about the state of Pará and the city of Belém. A complex web of disciplinary measures, standardization processes and regulations sets the juvenization of AYE in Bethlehem. in the educational legislation stresses up and we seek solutions to the problem provided by the interpretation of the very legislation about the ages of EJA. This biopolitics materializes at school, showing subjective processes of students, as reflected in the analytical of talks. The subjects, however, are not simply victims of actions of official power but an active part of a sophisticated network in constant reconfiguration within which shuffle concepts and traditions, even redefining the notion of age itself.
