Porém, o campo é também singular, uma vez que em um período relativamente curto foram favorecidas medidas de construção de confiança mútua em um tema sensível, sendo que uma tônica forte de cooperação resultou e ficou expressa com a criação da Agência Brasileiro-Argentina de Contabilidade e Controle de Materiais Nucleares, uma iniciativa sui generis em termos de salvaguardas nucleares. A presente pesquisa visa analisar o papel que elementos identitários tiveram na construção de bases para a cooperação nuclear entre Argentina e Brasil entre 1985 e 1991. Para a realização da pesquisa, é apresentada uma revisão da literatura especializada para esclarecer o histórico da questão e trabalhar as principais explicações desse processo. Para o desenho desse quadro, são utilizadas fontes primárias e as explicações são tensionadas. Por fim, discute-se o papel que aspectos identitários desempenharam na constituição dos programas nucleares de Argentina e Brasil e no relacionamento bilateral. Propõe-se nesse sentido a importância das ideias de autonomia e desenvolvimento. Coloca-se assim a reflexão sobre elementos que possam promover a compreensão de uma dinâmica cooperativa. / Abstract: The relationship between Argentina and Brazil in the nuclear field, as well as the general bilateral relationship, is characterized by divergences and convergences. However, the area is also singular. In a relatively short period, the building of mutual confidence in a sensible theme was favored. Thus, a strong cooperation logic was generated and it was expressed with the creation of the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC), an original initiative for nuclear safeguards. The present research aims to analyze the role that identitary factors played in the building of the bases for the nuclear cooperation between Argentina and Brazil in the time frame given by the years of 1985 and 1991. For the realization of the proposal, a review of the specialized bibliography is presented in order to clarify the history of the issue and the explanations for the cooperation process. Primary sources are used and the argumentations are problematized. Finally, the role that identitaty factors played in the formation of Argentina's and Brazil's nuclear programs and in the bilateral relations between the two States is discussed. The importance of the ideas of autonomy and development in this sense is proposed. The reflection about aspects that may promote the comprehension of a cooperative dynamic is therefore presented. / Mestre
