A trajetória do Movimento LGBT: a luta por reconhecimento e cidadania no contexto brasileiro e baiano

O contexto brasileiro, entretanto, compõe-se, também, de movimentos que reivindicam “novos direitos”, concernentes a uma “nova cidadania”. Dentre esses, o Movimento de Lésbicas, Gays, Bissexuais, Travestis e Transexuais (LGBT) que, apenas recentemente, alcançou visibilidade e passou a compor o cenário das lutas políticas. Considerando a trajetória do movimento e o lançamento, em âmbito federal, do Programa Brasil Sem Homofobia no ano de 2004, o presente trabalho analisa as relações estabelecidas entre o Estado e o movimento LGBT. O objeto empírico é a atuação do movimento baiano, no período compreendido entre 2004 e 2008, tendo como pano de fundo os cenários sociopolíticos nacional e internacional. Considerou-se, para a análise, as transformações na relação entre Estado e sociedade civil e a consolidação dos movimentos que demandam por reconhecimento, a partir do paradigma dos Novos Movimentos Sociais, da teoria crítica do Reconhecimento, e das novas noções de direitos e cidadania. A pesquisa é um estudo de caso que privilegiou dados produzidos por meio da comunicação informal e formal. A partir dos dois eixos de análise estabelecidos – internacionalização / interiorização e sociedade civil / Estado – identificou-se quatro tipos de repertórios de ação: de visibilidade; de denúncia; de presença no campo político formal; e de articulação. Os dados evidenciaram dois processos distintos: de estagnação, no que se refere à aprovação de leis federais; e de ganhos parciais, no que se refere à implementação de políticas públicas. Apesar da “disposição favorável” do Estado para programar tais políticas, os dados sugerem que foi somente em 2006 que os objetivos do Programa tornaram-se mais palpáveis, sobretudo nos campos da educação, cultura e direito humanos. A despeito das dificuldades encontradas pelo movimento, pode-se dizer que tem havido uma maior legitimação de suas demandas, e que a idéia de reconhecimento tem, progressivamente, adentrado a esfera pública estatal. As estratégias adotadas têm representado um avanço, e buscam, simultaneamente, a afirmação (em curto prazo), e a transformação (em longo prazo). Conclui-se, entretanto, que há, ainda, um longo caminho a ser percorrido para a efetivação do Programa Brasil Sem Homofobia, tanto em nível federal quanto estadual. Ever since the reopening up of politics in Brazil in the 1980‟s, a number of social movements have been campaigning in their majority for a realignment of income distribution. Within the Brazilian context, however, there are also movements claiming "new rights", relating to a "new citizenship". Among them is the Lesbian, Gay, Bisexual, Transvestite and Transgender (LGBT) Movement, which only recently has come to the fore and become part of the setting of political struggle in Brazil. Considering the path this movement has taken, and the launch within the federal ambit of the Brazil Without Homophobia Program in 2004, this work examines the relationship between the State and the LGBT movement. The object of study is the performance of the movement in Bahia, in the period between 2004 and 2008, against the backdrop of the national and international sociopolitical scenarios. Changes in the relationship between state and civil society and the consolidation of movements that demand recognition are analyzed for, from the standpoint of the paradigm of the New Social Movements, the critical theory of Recognition, and new notions of rights and citizenship. The research is a case study that focuses on data generated through formal and informal communication. From the focal points of two established forms of analysis - internationalization / internalization and civil society / State - four types of action repertoires are identified: visibility, denunciation, presence in the field of formal policy, and articulation. The data show two distinct processes: stagnation in regard to the approval of federal laws, and partial gains regarding the implementation of public policies. Despite the State looking on favorably to the setting up of such policies, the data suggest that only in 2006 did the objectives of the Program become more evident, especially in the fields of education, culture and human rights. In the face of the difficulties encountered by the movement, it can be said that there has been a greater legitimization of their demands, and that the idea of recognition has gradually gained ground in the sphere of the public state. The strategies adopted have represented a step forward and aim at, simultaneously, an assertion (in the short term) and a transformation (in the long term). It can be concluded, however, that there is still a long way to go to the putting into effect of the Brazil Without Homophobia Program, both at the federal and state levels.
