Problematika zemědělských brownfields s expozicí azbestu / Issues of asbestos exposition in agricultural brownfield sites

This diploma thesis deals with issue of agriculture brownfields with exposure of asbestos. First part introduces asbestos, it's properties, history, health risks, important legal standards and rules for handling of asbestos waste. Next part includes introduction to brownfields issue. Topic of the agricultural brownfields is connected with asbestos issue. Reader will get the information about brownfields, its definition, categorization and impact on the site. Later on there will be information about financing of brownfields revitalization. Practical party of the thesis is oriented to problem with one concrete brownfield -- former poultry farm in Kotopeky. I describe the history, current status, potential future use and possibilities of financing the revitalization. Last part of this diploma thesis is filled with the manual for people who want to remove asbestos roof on their own.

Brownfield Remediation in Kingston and Hamilton, Ontario: A Virtuous Cycle of Civil Society Involvement

As the pressures of urban development progressively threaten the preservation of greenfields, it is increasingly understood that sustainable development and smart growth strategies must include the remediation and redevelopment of brownfields. As the support for brownfield redevelopment strengthens, and frameworks for brownfield planning become more prominent at municipal levels, it is important that municipalities not only ensure the proper remediation of old brownfield sites, but also identify a place for civil society within brownfield plans. The legal, financial, social, environmental, and health complexities of redevelopment, as well as the impact of brownfield sites on the community, make civil society involvement an essential component of a successful brownfield strategy. This case-based thesis research examines the role of civil society in brownfield remediation and redevelopment through themes of social capital, social learning and risk perceptions. The two cases studies are former landfill sites; the Rennie Street landfill in Hamilton, Ontario and the Belle Park landfill in Kingston, Ontario. Both cases involved civil society using legal action as a reactive approach to contamination leaching from the respective sites into nearby water bodies. The research was conducted through participant observation, interviews with key stakeholders in the Belle Park and Rennie Street landfill cases, and a comprehensive review of written information. The literature review informed the development of a conceptual framework, which was used to guide the research and the evaluation of results. The thesis reveals examples of civil society bringing awareness to brownfield issues through a reactive strategy, followed by proactive community involvement in brownfield programs. In both cases, civil society’s perceptions of the associated risks informed the reaction to the suspected contamination. The results of the study suggest that the establishment of networks and trust, as well as the reflective process that occurred throughout the legal action contributed to civil society’s ability to influence decision making. INVESTIGATING PUBLIC PARTICIPATION IN THE ENVIRONMENTAL DECISION MAKING PROCESS: A CASE STUDY OF NORTHEAST CARBONDALE, ILLINOIS

The objective of this study was to explore which community characteristics of northeast Carbondale residents' predicts the greatest resistance to the proposed solar panel installation project on the former Koppers wood- treating-site, an Environmental Protection Agency (EPA) designated brownfield site. Additionally, the data was used to examine if impediments to civic engagement, under Carbondale's current public participation strategy exist. Utilizing a mixed methods approach, a 21- question survey was developed and distributed, via door-to-door visits, to investigate residents' characteristics, civic involvement, and perceptions of their local government. A binary logistic regression (BLR) and Chi-Square test, via IBM SPSS 24TM statistics software, analyzed probable associations of multiple independent variables on resident’s attitudes towards the proposed solar panel array project. Written responses were analyzed using NVivo 11TM qualitative software to support quantitative findings. The findings suggest that there is a significant relationship between residents’ opposition to the proposed solar panel project and their proximity to the former Koppers wood-treating site. However, a further investigation into residents’ length of residency (L.o.R.) in northeast Carbondale, civic involvement, trust in the local government, and their knowledge of the former Koppers wood-treating site (K.o.K.), correcting for numerous constraints, is highly suggested.

Variability and Uncertainty in Risk Estimation for Brownfields Redevelopment

Various methods can be used to estimate the human health risk associated with exposure to contaminants at brownfields facilities. The deterministic method has been the standard practice, but the use of probabilistic methods is increasing. Contaminant data for non-carcinogens and carcinogens from 21 brownfields sites in Pennsylvania were collected and compiled. These were used to evaluate the performance of the deterministic and several probabilistic methods for assessing exposure and risk in relation to variability and uncertainty in the data set and input parameters. The probabilistic methods were based (a) entirely on Monte Carlo simulated input parameter distribution functions, (b) on a combination of some of these functions and fixed parameter values, or (c) on a parameter distribution function. These methods were used to generate contaminant intake doses, defined as the 90th, 95th, or 99.9th percentile of their estimated output distribution, for the principal human exposure routes. These values were then compared with the corresponding point values estimated by the deterministic method. For all exposure routes the probabilistic intake dose estimates, taken as the 90th and 95th percentiles of the output distribution, were not markedly different from the deterministic values or from each other. The opposite was generally the case for the estimates at the 99.9th cutoff percentile; especially for the Monte Carlo-based methods. Increasing standard deviation of the input contaminant concentration tended to produce higher intake dose estimates for all estimation methods. In pairwise comparisons with the deterministic estimates, this trend differed significantly only for the probabilistic intake doses estimated as the 99.9th percentile of the output distribution. Taken together, these results did not indicate clear and definitive advantages in using probabilistic methods over the deterministic method for exposure and risk assessment for brownfields redevelopment. The thesis deals with brownfields in the Podkletí micro municipalities cluster. In the theoretical part, the work focuses on the basic terminology associated with the topic of the thesis, describes the most significant obstacles to the brownfields revitalization and different approaches in addressing this issue in the Czech Republic and in the selected foreign countries. Additionally, an overview of financial instruments to support the revitalization of brownfields, or reconversion, and methods of work are included. The analytical part contains characteristics of all identified brownfield sites in the Podkletí micro municipalities cluster. Based on the brownfield analyses and the given microenvironment, the particular sites are assessed according to their chances of an easy and fast recovery and readiness for the revitalization carried out by the small businesses. All brownfields are also evaluated in terms of their potential for different types of small and medium enterprises.
