Business information systems design for Uganda's economic development: the case of SMES in northern Uganda

This study was conducted on the premise that if quality business information is provided to business enterprises, socio-economic transformation could be achieved. The study emanated from the documented problem where business enterprises in northern Uganda were found to depend on "word of mouth" rather than any meaningful formal mechanism for accessing information efficiently. The aim of the study was, therefore, to design an information system for northern Uganda business enterprises. The study makes use of document analysis, questionnaires and interviews. The Small and Medium scale Enterprises (SMEs), information providers and business policy-makers in northern Uganda constituted the population of the study. The data which was collected was edited and analysed to produce graphs, charts and percentages. The main findings indicate that business activities in northern Uganda are diverse - covering almost the entire sector of the economy. The SMEs need information on finance/capital/loans, local markets, business management skills, appropriate technologies, business competitors and security. They are lagging behind in using Information and Communication Technologies (ICTs). There is a lack of familiarity with changing technology - especially the Internet. Although the SMEs are making a fundamental contribution to Uganda's economy, they face serious challenges, such as insecurity, inadequate electricity, lack of trained information professionals and appropriate technology to access electronic information. The findings further indicate that respondents want business information to be selective to address their needs. The study concludes that the SMEs need an efficient, effective mechanism to provide the required business information. Hence, it is recommended that a business information system (BIS) design be implemented to address their needs. The BIS should provide business information in terms of legal, technical and economic information as well as contact information and management skills. Information should be processed by means of radio broadcasts, the telephone, short text messages, posters, online and CD-ROM formats - as required by the SMEs managers. To facilitate access, BIS should have telephone services; Internet-based services; online small business workshops; business start up assistant; and Talk to BIS services. Developing countries’ Small and Medium Enterprises (SMEs) are faced with challenges of accessing intelligent information for decision making at different operational sites. Developing countries' SMEs could have benefited from the use of Mobile Business Intelligence (MBI) system. However, there is a lack of a framework that is contextualized to inform the deployment of Mobile Business Intelligence in developing countries' SMEs. This thesis therefore is envisioned to design a framework for the deployment of Mobile Business Intelligence in developing countries' SMEs. This study identified the factors that are needed in the development of a deployment framework for MBI within SMEs in developing countries.

Strategic information systems planning and environmental uncertainty : the case of South African small, micro and medium enterprises.

Thesis (MTech. degree in Business Information Systems.)--Tshwane University of Technology, 2010. / The purpose of this study was to investigate the relationship between strategic information system planning (SISP) and environmental uncertainty in the South African small, micro and medium enterprises (SMME) sector. The independent variable was strategic information systems planning process (SISPP) with five phases, namely: strategic awareness, situation analysis, strategy conception, strategy formulation and strategy implementation. The results suggested that some SISPP phases are more effective in different environments, and these phases can lead to SISPS. For example, strategy implementation was fully supported in the context of this study, which means that more strategy implementation leads to SISPS in SMMEs. The South African SMME sector is not immune to the influence of environmental uncertainty.

An exploratory study of the information needs and behavior of graduate students of management sciences at the Centre for Operations Excellence, Faculty of Commerce, University of British Columbia

The purpose of the study was to provide insights into the information seeking behaviors and needs of graduate students of Management Sciences at the Centre for Operations Excellence, University of British Columbia. The study describes major aspects of the information seeking patterns taking into account the whole phenomena: from the nature of the original situation where and when the need was recognized, to the characteristics of the information seeker, to the providers which were consulted and degrees of success. Using the case-study method and the sense-making approach, data were gathered through logs, interviews, and a questionnaire. Verbal protocols helped to delve and probe into the qualitative aspects of the search behavior resulting in a model for the search process. Findings revealed that the students went through six stages during their research: [1] Task defining, [2] Focus forming, [3] Monitoring and reviewing, [4] Selecting and sieving, [5] Interpreting, and [6] Presenting. Typically, information seeking occurred in context of task achievement which was affected by various factors such as time, cost, prior knowledge, feedback, motivation and experience and perception of students. A user survey demonstrated that [1] informal channels were used more avidly in information seeking than formal channels, [2] information service providers were not consulted on a regular basis, [3] UBC libraries were very rarely used, [4] factors such as time, location, motivation, cost, perception, feedback played an integral role in information seeking and task completion, [5] satisfaction with services of service provider were based on the relevance, currency, timeliness and accuracy of information provided, and [6] usage of information was weighed against the benefit to analysts. Recommendations for action and further study and a service model were the outcomes of the findings.

This study was designed to identify correlates of success in Supported Employment(SE) programs for persons with psychiatric disabilities. Indiana policy-makers are seriously considering a managed care, or "capitated," system of payment to make SE provider programs more efficient economically. However, many agencies are concerned about providing services to more severely impaired individuals because of the potentially higher costs of serving these individuals. Two studies are included in this project. The goals of the first study were to identify SE consumer (clinical) characteristics that predict (1) successful outcomes, defined as whether the consumer achieves gainful work, and (2) program costs, defined as the amounts of SE service hours utilized by consumers who obtain work. In two large samples of SE consumers with serious mental illness, no clinical characteristics (e.g., diagnosis, rated functioning, hospitalization history) were associated with vocational outcome or service costs. The goal of the second study was to describe the types and amounts of services utilized by SE consumers who obtain work. Specific service categories associated with obtaining work were travel, training, and advocacy that was unrelated to the consumer's job. The implications of these findings are discussed in the framework of the debate over clinical versus empirical prediction. The need for a theoretical model of SE services that allows the use of predictive clinical and consumer driven services is also discussed. / Department of Journalism

The role of public libraries in the development of small-scale business enterprises in Meru County, Kenya

Small-scale Business Enterprises (SBEs) lack proper mechanisms for supporting the provision and access to business information that can nurture their development in Kenya. This study investigated the role that public libraries could play in supporting the development of SBEs in Meru County with a view to developing a model that would enable public libraries to effectively support the development of SBEs. The study used the pragmatic paradigm to explore the identified phenomena. It applied the mixed methods approach and survey research design; collected data from 355 SBEs, 21 staff from three public libraries and two staff from the enterprise development unit of Meru County. Data was collected using questionnaires, interviews and document analysis. The response rate was 83.4% and 95% for SBEs and public library staff respectively. The descriptive and inferential statistics were used with the help of SPSS and Excel. Thematic analysis was applied on qualitative data. The study found that the factors that influence the development of SBEs are anchored in the environmental, cultural and personality factors of SBEs. SBEs have a myriad of business information needs which are sector-specific and cut across all the stages of business development. To fulfil these needs, most SBEs consult informal information sources and places. Technology-related tools were a popular means of accessing business information. Public libraries were poorly stocked with business information sources while business information services were in a desolate state. The study concludes that public libraries have facilitative and functional roles of providing business information solutions to SBEs by collaborating with like- minded stakeholders. The availability and accessibility of business information sources and services at public libraries is critical in addressing the information needs of SBEs. The study recommends repositioning of public libraries as business community development centres by providing value-based information sources and services. Public libraries need to revise their collection development policy, increase budget allocation, establish business information centres, seek partnerships, improve ICT facilities, ensure adequate staffing, engage business services librarians, open more libraries and widen their business outreach activities for effective support of SBEs. Policy framework and support systems for symmetrical access to business information, and entrepreneurial training for SBEs and for public library staff are needed.
