Evaluation of the incidence of enteric viruses, Vibrio species and Escherichia coli pathotypes in effluents of two wastewater treatment plants located in Keiskammahoek and Stutterheim in the Eastern Cape Province of South Africa

South Africa is currently experiencing water shortage crisis, a challenge that has been attributed not only to the scarcity of freshwater, but also to fast degrading water quality. Factors such as rapid urbanisation, population and economic growth, climate change as well as poor operational and maintenance of many of the exisiting water/wastewater treatment facilities have been acknowledged as important contributors to degrading water quality in the country. Untreated or inadequately treated discharged wastewater effluents constitute point source pollution to many freshwater environments in South Africa. Hence, it becomes imperative to evaluate wastewater discharges in other to protect the scarce freshwater resource, the environment and public health. Over a twelve-month sampling period (September 2012 to August 2013), we assessed the bacteriological, virological and physicochemical qualities of the discharged final effluents of two wastewater treatment facilities in the Eastern Cape Province of South Africa. For the physicochemical assessment, a total of 144 final effluent samples were collected from both the final effluent tanks (FE) and the discharge points (DP) of the treatment facilities. Physicochemical parameters including pH, temperature, turbidity, total dissolved solids (TDS), dissolved oxygen (DO), electrical conductivity (EC) and free chlorine concentration were determined on site while biological oxygen demand (BOD), nitrate (NO3-), nitrite (NO2-), phosphate (PO4-) and chemical oxygen demand (COD) were determined in the laboratory. The bacteriological analysis of the samples was done using standard membrane filtration (MF) technique. Bacterial group assessed included: faecal indicator bacteria (faecal coliforms and E. coli) and Vibrio species, while the antibiotic susceptibility profiles of selected E. coli and Vibrio species isolates against some selected antibiotics commonly used in human therapy and veterinary medicine were determind using the standard agar-disc diffusion method. The occurrence and concentrations of human enteric viruses including: human adenovirus (HAdV), hepatitis A virus (HAV) and rotavirus (RoV) in the samples were determined by TaqMan-based real-time polymerase chain reaction (qPCR) following concentration by adsorption-elution method. The physicochemical characteristics of the samples ranged as follows: pH (6.5 – 7.6), TDS (95 – 171 mg/L), EC (134 – 267 μS/cm), temperature (12 – 27 °C), turbidity (1.5 – 65.7 mg/L), free chlorine (0.08 – 0.72 mg/L), DO (2.06 – 9.81 mg/L), BOD (0.13 – 9.81 mg/L), NO3- (0 – 21.5 mg/L), NO2- (0 – 0.72 mg/L), PO4- (0 – 18.3 mg/L) and COD (27 – 680 mg/L). Some of the characteristic such as pH, TDS, EC, temperature, nitrite and DO (on most instances) complied with recommended guidelines. Other characteristics, however, including turbidity, BOD, nitrate, phosphate and COD fell short of the recommended guidelines. All the 48 samples analysed for bacteriological qualities tested positive for the presence of the bacterial groups with significant (P≤0.05) seasonal variation in their densities. Faecal coliforms were detected in counts ranging from 1 CFU/100ml to 2.7 × 104 CFU/100ml. Presumptive E. coli counts ranged generally between 1 CFU/100ml – 1.4 × 105 CFU/100ml while counts of presumptive Vibrio species ranged between 4 CFU/100ml – 1.4 × 104 CFU/100ml. Molecular identification of the presumptive isolates by polymerase chain reactions PCR gave positive reaction rates of 76.2 percent (381/500) and 69.8 percent (279/400) for E.coli and Vibrio species respectively. The antibiotic susceptibility profiling of 205 PCR-confirmed Vibiro isolates against 18 commomly used antibiotics showed resistance frequencies ranging from 0.5 percent (imipenem) to 96.1 percent (penicillin G) at recommended breakpoint concentrations. Eighty-one percent (166/205) of the Vibrio isolates showed multidrug resistance (resistance to 3 or more antibiotics) with the most common multiple antibiotic resistance phenotype (MARP) being AP-T-TM-SMX-PG-NI-PB, occurring in 8 isolates.

Determinants of participation in beekeeping and its contribution to rural household income: the case of O. R. Tambo Municipality, Eastern Cape Province, South Africa

This dissertation explores determinants and perceptions to participation in beekeeping by households’ as well as its contribution to household income. This is in a context that smallholder farmers’ participation is reported to be very low, despite several claimed benefits of beekeeping. Moreover, despite receiving substantial endorsements as a resilient climate-smart rural livelihood, off-farm, forest, non-timber diversification strategy; the uptake of beekeeping by smallholder farmers in the Eastern Cape Province of South Africa still remains very low. Against this background, this study used cross-sectional survey data to gauge smallholder farmers’ perceptions and factors that influence their participation in beekeeping using a binary regression model; further, it measured the contribution of beekeeping to rural household income using a linear regression model. Descriptive statistics revealed that majority of the people from the study area have positive perceptions regarding beekeeping. Regression estimates further indicate that beekeeping is mostly conditioned by shared perceptions, institutional and socio-economic factors that are worth targeting to promote the uptake of beekeeping as a livelihood. Public policies that influence the institutional framework (extension, credit and market) in favour of beekeeping are more likely to promote participation in beekeeping activities. Also, more research on the documentation and benefits of beekeeping supported by investments targeting educational campaigns towards promoting positive attitudes and dispelling fears and myths surrounding beekeeping as an enterprise, will also promote the participation of smallholder farmers in beekeeping. Regression estimates for determinants of household income revealed a significant positive contribution of beekeeping to household income, education, gender and age. Promotion of beekeeping may therefore address household income that is worth targeting to address rural poverty. The study therefore concludes that to fully unlock the income potential of beekeeping for smallholder farmers, development agencies need to address several negative perceptions and institutional factors that affect beekeeping participation, while more research is required to quantify the claimed benefits of beekeeping, given their positive potential to promote farmers’ interests in beekeeping.

An analysis of the efficacy of placing ailing municipalities under administration: a case of Mnquma Municipality in the Eastern Cape

This research conducts an examination of the efficacy of placing municipalities under administration with the overriding objective of determining the appropriate strategies that can be recommended for improving governance in municipalities. In a bid to achieve this overriding objective, the entire research process was guided by the research objectives and questions that examined; tools used to evaluate the success of provincial interventions, governance of Mnquma Municipality pre and post the intervention strategies which are used for improving municipal governance. Although the secondary research was accomplished through the review and analysis of the relevant literatures and theories, the qualitative research approach was used in the primary research process. The findings of the study indicate that achieving effective municipal governance in South Africa is far from being attained. In terms of the principles for effective governance, the study reveals that the effective implementations of good governance principles in municipalities is marred by factors that include; poor definitions of terms of reference of intervention processes, poor definition of what poor governance in municipalities, lack of evaluation tools for intervention and a process that is highly dependent on subjectivity which subjects it to undue external influence. In thediscussions, it was argued that this subsequently contribute poor working environment, non-improving municipal governance, lack of commitment and non-improving quality of service delivery. However, it was noted that there is still ineffective applications strategies which can be used for improving municipal governance in South Africa. While considering the primary and secondary findings of the study, it was recommended that despite all the contrasting views on the intervention, there was a lot of common ground on the strategies that could be used to improve municipal governance which should be implemented in municipalities.

Socio- educational experiences of black accounting III students who dropped out of the University of Fort Hare in 2009

In South Africa there is an increasing concern regarding retention among Black students (who constitute the majority of the population) in general and in particular regarding the costs of student failure to both the students and for the institution. This thesis endeavours to obtain an understanding of the socio-educational experiences which led to Black Bachelor of Commerce in Accounting Students in 2009 dropping out of Accounting III at the University of Fort Hare. In a field in which much of the literature is quantitatively orientated, a phenomenological investigation offered a unique way of understanding the experiences of the students as it allowed their voices to be heard. Insights contained in the data were synthesised and integrated into a consistent description of the essential nature of the experience, the primary endeavour of the phenomenologist being to transform naïve experience into more explicitly detailed conceptual knowledge. The use of in-depth interviews with three students, all of whom had dropped out of Accounting III at UFH, allowed the researcher interaction on a personal level with people not viewed as experimental objects but as human subjects. The findings revealed that the students‘ social and educational background, together with the language of teaching and learning not being their mother tongue, caused students great difficulty. Interaction between lecturers and students and the subject content proved very challenging due to the language barrier. The introduction of General Accounting III in the same class as Accounting III in 2009 compounded the students‘ confusion and this ultimately led to students feeling demotivated. These findings contributed significantly to an understanding of why these three students dropped out of Accounting III in 2009, and at the same time provided an answer to the research question relating to how Black students who dropped out of the Accounting III programme in 2009, experienced the course.

Monitoring changes in vegetation distribution to ascertain the extent of degradation in the savannas of Nkonkobe Local Municipality, Eastern Cape, South Africa

Savanna degradation is an environmental problem occurring in most countries around the world and it poses threats to biodiversity conservation, the food industry, and other economic sectors. According to FAO, South Africa’s rangelands exhibit the highest rate of fragmentation in comparison to range ecosystems in neighbouring countries including Lesotho and Swaziland, and consensus among researchers is that communal rangelands are more degraded than commercial rangelands. Although researchers and communities have identified the occurrence of land degradation in communal savannas at a local scale, land degradation has been poorly estimated because little has been done to quantify the extent and dynamics of perceived and observed changes associated with land degradation. The main goal of this study is to provide empirical insights on the direction of changes in the communal savannas of Nkonkobe Local Municipality in order to inform policy formulation and implementation. Additional to the communal sites is a private farm included for comparative analysis of trends in communal and commercial savannas. Landsat imagery was used to map, assess, and quantify the extent of land degradation in Nkonkobe Local Municipality, over a period of 30 years between 1984 and 2014. Field investigations were undertaken in June 2015 to acquire reference data to guide supervised classification of Landsat images. Three algorithms (Mahalanobis-distance, Minimum-distance, and Maximum likelihood classification) were compared to identify a classifier that produced the best results. The maximum likelihood classifier produced the best results with classification accuracy levels of 95.24 percent, 89.66 percent, and 95.65 percent for Honeydale Farm, Thyume, and Sheshegu respectively. Regression analysis revealed that both communal and private lands have experienced statistically significant increases in bush encroachment and decreases in surface water. Communal savannas have been confronted more by expansion of built-up area, decrease in open grassland, abandonment of arable land, soil erosion, and a steady invasion by Acacia Karroo compared to the privately owned commercial farm. The land cover changes measured through this investigation suggest an environmental shift that threatens biodiversity and agricultural activity. The study provides empirically informed insights about the direction to which these savannas are changing with the hope that the findings will prompt formulation and implementation of effective policies.

Assessment of government spending austerity measures in on-site school support for curriculum delivery: a case of Idutywa Education District

The view of on-site school support for curriculum delivery is shared by most countries and its effects have been felt by schools. There is fear that the Austerity Measures will negate the outcomes of the action taken by the teams that visit the schools. The reviewed literature is more biased towards the Austerity Measures in the whole government sector rather than in a department or an institution like the Education District in Idutywa. Even though the effects of Austerity Measures have been researched all over the world based on a specific country, there is deficiency of such literature done in the institution like the department of Education Districts. The researcher intends contributing to the filling of this gap by this study. The researcher therefore carried out a focused study of the effect of Department’s Austerity Measures on on-site school curriculum support in Idutywa Education District. It is also imperative to know how the teachers are affected by these departmental Austerity Measures, hence the interviews were carried out with the school personnel in addition to the District Professional staff. The District is characterised by poor performance in both Annual National Assessment (ANA) and the final National Senior Certificate results. The findings revealed that the implementation of AM have contributed to, amongst other things, the following issues: The inadequate on-site school support for curriculum delivery; The shortage of resources that includes teachers and vehicles; and ultimately the learner underperformance The researcher expect that the recommendation made will be embraced and be factored through, during the planning process of the Eastern Cape Department of Basic Education in order to improve learner performance.

Examining the nature and extent to which learners with special educational needs are included in regular schools: the case of four primary schools in Cape Town, South Africa

The study is premised on the assumptions that learners with special educational needs are not fully included in regular schools and that perceptions of teachers influence their behaviour toward and acceptance of learners with special educational needs in regular classes. In light of this, the aim of the current study was to examine the nature and extent to which learners with special educational needs are included in regular schools with the ultimate aim of assisting learners with special educational needs to be fully catered for by schools and teachers. The researcher opted for the mixed method approach which is embedded in the post positivist research paradigm. The mixed method approach makes use of quantitative and qualitative methods of data collection, presentation and analysis. Data were generated from a sample of 60 teachers and 4 principals from 4 regular primary schools mainly through questionnaires. Data were also generated from interviews, observation and documents. These data from interviews, observation and documents were used to buttress results from the questionnaires. The findings of this present study showed that many schools are now moving towards inclusivity. There is a relative prevalence of learners with disability in schools. The study also established that the inclusion of learners with special educational needs in regular schools was faced with a number of problems. There were inadequate professionally-trained teachers in schools. Shortage of classrooms, large class sizes, equipment and materials affected the quality of access to education for learners with special educational needs. Although there was significant support at school level, it emerged that there was inadequate quality in-service training programmes for teachers conducted by district officials. Overall, the findings of the study have confirmed the assumptions of the study. For learners with special educational needs to be fully included in regular schools, the study would recommend that the government improve the quality of teachers through in-service training programmes. Moreover, schools must be adequately resourced and government should commit itself to the alleviation of large class sizes. The study further revealed that, gaps still exist in the inclusion of learners with special educational needs between the intended and the actual practice. The study, therefore, recommends that research be conducted with the possibility of establishing strategies for the inclusion of learners with special educational needs in regular schools. This might improve the actual practice of including learners with special educational needs in regular schools. In turn, learners with special educational needs can be said to have equal access to education.

A situational survey of Siyazondla homestead food production proogramme and food security, poverty alleviation in selected communities of Nkonkobe Local Municipality of the Eastern Cape

People living in rural areas are continually losing their value, dignity, ubuntu and rural nature of livelihood. Agriculture in these areas characterises the nature of rural livelihood. Traditionally, people living in rural areas were highly dependent on their production from gardens for food, income (barter exchange), and other social activities. Nowadays, that motive and interest is no longer operating at its full potential, so to revive that history and nature, household (homestead) production, certain programmes were introduced to greatly improved the standard of living of the poor, and it has proved to have an impact as it has generated income, and created food stability and employment through the project. Home gardens are there and can be used as the method and the strategy toward improvement and development of the people around the world, more especial to developing countries. Certain programmes that are initiated for acting against the challenges faced by rural people have failed to materialise and operate on their fully potential. The Siyazondla homestead food production programme is the one of the programmes practiced by the government of South Africa to act against such challenges, affecting especially poor people. This study was aimed at assessing the role of Siyazondla homestead food production programme in food security and poverty alleviation in selected communities of Nkonkobe local municipality of the Eastern Cape. It took the form of a case study in Msobomvu, Ngcothoyi and Binfield locations. The Nkonkobe local municipality is demarcated into five major areas: Middledrift, Alice, Seymour, Fort Beaufort and Balfour. The study sample was collected from beneficiaries and non-beneficiaries of the Siyazondla programme. The sample size was 90 respondents, from which in one area, a 15 beneficiaries and anticipated non- beneficiaries were targeted. The target sample from each village was collected from 15 beneficiaries and non-beneficiaries. Many farmers from the study area benefited from the programme, though a limited number was targeted. Therefore, a probability sampling was applied and employed, where there were more than required number of beneficiaries of the programme and anticipated beneficiaries of the programme. The study was effectively and efficiently carried out and achieved with the use of personal interviewing of the recipients by use of questionnaires. The study was analysed by a computerised programme of analyses called SPSS v.2.1 and excel. The objectives of the study based on food security, poverty alleviation and reduction, and also improving nutritious status. The finding of the research clearly indicates the outcome of the programme on livelihood basis of the beneficiaries. Some of the objectives of the programme were achieved, such as food security and nutritious levels, whilst other objectives had shortcomings. The finding of the study also shows that programme, though had original benefits but also there are the anticipated and probable benefits of the programme Siyazondla, such as income, skill of farming, improving social status, and there are some possibilities when the programme is properly implemented. Though the majority of people are concentrated in rural areas, the programme on its own had shortcoming to meet needs of the whole population, as food insecurity, unemployment and poverty are taking its course. The programme on its own had shortcoming such as lack of adequate resource and as results, very few people benefited from the programme. Another shortcoming of the programme is the effectiveness of agricultural extension personnel to certain aspect such as marketing of farmers produce and proper monitoring and evaluation of the programme. Therefore, in the long run programmes of this nature are promising, there will be some development and improvement toward growth and better standards of livelihood. It is through this study that had to assess the structure, procedure, strategies implemented of the programme and impact of the programme to both beneficiaries and anticipated beneficiaries of the programme.

Perceptions of indigenous people regarding mental illness at Cacadu District in the Eastern Cape Province of South Africa

Indigenous people tend to consult traditional healers when a family member manifests change in behaviour, whilst conventional treatment disregards spirituality when preserving mental health. The aim of the study was to explore the perceptions of indigenous people and the role of traditional healers in the management of mentally ill persons within the Cacadu District in the Eastern Cape Province of South Africa. The study has adopted a qualitative approach which was exploratory and descriptive in nature. The sample consisted of nine relatives of mental health care users (MHCUs) and six traditional healers. Ethical principles were also taken into consideration by the researcher during the process of conducting the study. Data were collected from two strata, namely, relatives of the MHCUs and the traditional healers and an interview guide was used to conduct in-depth face-to-face interviews. Data were analysed using Tesch’s method of data analysis. Four themes emerged from the data categories and sub categories were identified. According to the themes participants indicated the negative impact of mental illness; as a result they portrayed great desperation regarding the means of accessing a cure for mental illness. Some participants showed insufficient knowledge regarding mental illness and had different perceptions and beliefs regarding the origin of mental illness. Available literature was used to emphasise and support the views that were expressed by both traditional healers and relatives of MHCUs. It has been highlighted from this study that indigenous people of Cacadu District view mental illness as spiritual in origin but they include Western medication for the benefit of the mentally ill. In addition, the relatives of the MHCUs highlighted the economic burden as the major problem that results from mental illness.

Implication of tillage, texture and mineralogy on the sieving efficiency, physical-based soil organic matter and aggregate stability of some soils in the Eastern Cape

Soil structure and its associated physical properties are essential soil components. Soil texture and mineralogy are inherent soil properties that influence soil management. This study assessed the implication of tillage, texture and mineralogy on soil sieving, aggregate stability indices and physical fractions of organic matter in soils of Eastern Cape Province of South Africa. An Iris FTLVH – 0200 digital electromagnetic sieve shaker (Filtra Vibraciόn SL Spain), was used to determine settings for sieving efficiency. Mean weight diameter (MWD), water stable aggregate (WSA), state of aggregation (SA), dispersion ratio (DR), water dispersible clay (WDC), clay dispersion ratio (CDR), clay flocculation index (CFI), and potential structural deformation index (PSDI) were aggregate stability indices evaluated to check for sensitivity in evaluating aggregate stability of soils under two tillage systems and physical fractions of carbon and nitrogen in soils of Eastern Cape Province. The T4I3P2 and T4I4P3 settings were sensitive under tillage and T4I1P4, T3I4P3 and T4I4P3 were sensitive under mineralogical considerations for sieving efficiency. The total carbon in soils under conventional tillage (CT) was 17.7 g/kg and in soils under no tillage (NT) it was 15.8 g/kg. The total carbon content in the clay fraction of soils under CT was 24.1 percent higher than the total carbon content in the clay fraction of soils under NT. The total nitrogen content in the clay fraction of soils under CT was 5.4 percent higher than the total nitrogen content in the soils under NT. The total carbon in the sandy loam (SL) textured soils was 17.4 g/kg and in the sandy clay loam (SCL) textured soils it was 17.1 g/kg. The total nitrogen in SL soils was 3.7 g/kg and in SCL soils it was 3.7 g/kg. The clay fraction had higher total carbon than other fractions in Sl and SCL soils. The higher values of nitrogen were observed in the silt fraction for SL soils and clay fraction for SCL soils. The total carbon in the soils dominated with kaolinite was 17.3 g/kg and in quartz dominated soils the value was 16.9 g/kg. The total nitrogen in the soils dominated with kaolinite was 3.7 g/kg and in the soils dominated with quartz the value was 3.7 g/kg. For soils under NT the WDC was 135.8 g/kg and for soils under CT it was 139.7 g/kg. The ASC was 72.5 for soils under NT and 92.0for soils under CT. The DR was 0.9 for soils under NT and 0.8 for soils under CT. The CFI was 0.5 for soils under NT and 0.5 for soils under CT. The CDR was 0.5 for soils under NT and 0.5 for soils under CT. The MWDw was 1.6 mm for soils under NT and 1.4 mm for soils under CT. The MWDd was 4.0 mm for soils under NT and 4.0 for soils under CT. The percent WSA > 0.25 mm was 61.7 percent for soils under NT and 56.2 percent for soils under CT. The PSDI was 55.2 percent for soils under NT and 61.15 percent for soils under CT. The SA was 43.2 percent for soils under NT and 37.89 percent for soils under CT. The WDC was 125.7 g/kg for SCL soils and 151.4 g/kg for SL soils. The CDR was 0.5 for both SCL and SL soils. The DR was 0.9 for SCL soils and 0.8 for SL soils. The CFI was 0.5 for both SCL and SL soils. The ASC was 56.2 g/kg for SCL soils and 115 g/kg for SL soils. The MWDw was 1.5 mm for SCL soils and 1.4 mm for SL soils. The MWDd was 3.6 mm for SCL soils and 3.6 mm for SL soils. The percent WSA > 0.25 mm was 53.0 percent for SCL soils and 62.5 percent for SL soils. The PSDI was 59.2 percent for SCL soils and 59.7 percent for SL soils. The SA was 33.6 percent for SCL soils and 45.2 percent for SL soils. The WDC was 313.3 g/kg for kaolinitic soils and 120.7 g/kg for quartz dominated soils. The CDR was 0.5 for kaolinitic soils and 0.5 for quartz dominated soils. The DR was 0.9 for kaolinitic soils and 0.8 for quartz dominated soils. The CFI was 0.5 for kaolinitic soils and 0.5 for quartz dominated soils. The ASC was 110.0 g/kg for kaolinitic soils and 101.7 g/kg for quartz dominated soils. The WSA > 0.25 mm was 57.3 percent for quartz dominated soils and 68.4 percent for kaolinitic soils. The MWDw was 1.6 mm for quartz dominated soils and 0.8 mm for kaolinitic soils. The MWDd was 3.6 mm for quartz dominated soils and 3.4 mm for kaolinitic soils. The PSDI was 56.3 for quartz dominated soils and 76.0 for kaolinitic soils.
