Approved for public release, distribution is unlimited / This thesis was conducted in support of a larger research effort to improve US CENTCOM's joint targeting architecture. The ultimate goal of this research project is to develop a working Extend model, which accurately describes CENTCOM's targeting process, in order to assist the Joint Intelligence Interoperability Board (JIIB) in their JIIB Systems Baseline Assessment (JSBA) for fiscal year 2004, as well as for all subsequent JSBAs. This thesis explains the advantages of using a systems engineering approach to developing a process model, and ultimately an Extend model. It provides a brief description of the entire CENTCOM targeting cycle; however, it focuses on the "Develop Targets" activity. The two major products of this research effort are an accurate and detailed paper model using Microsoft Visio, and a baseline Extend model of the "Develop Targets" activity. The Extend model and its capabilities are described in full detail, and it will serve as the foundation from which the other activities in this targeting process will be modeled.
