Representing twentieth century Canadian colonial identity : the Imperial Order Daughters of the Empire (IODE)

Colonialism in twentieth century Canada has operated as a totalizing discourse, administered not by the force of a colonizing power, but by the mimicry of descendants from the constructed British imperial centre. These anglo-celtic descendants built a colonial identity that in its ideal manifestation asserted universal dominance and control, demanding that all difference assimilate or cease to exist. The Imperial Order Daughters of the Empire (IODE), a Canadian women's patriotic organization formed in 1900 and still in existence, is used to represent this colonial identity; a hegemonic process that was constantly changing, and produced in a recursive relationship to the threats and resistance that, at specific moments, challenged its composition. Tracing the historical/cultural geography of the IODE reveals the shifting focus of Canadian identity from imperial space to national space. This shift was produced in a multiplicity of geographic locations that offer a complicated challenge to theories of 'public' and 'private', of masculine and feminine and the 'everyday' and the 'theoretical'. Archival sources from across Canada, interviews with members of the IODE provide the primary sources.

Globalization and Canadian society : rhetoric or reality

Over the past decade, the topic of globalization has infiltrated both public and academic debates. The aim of this dissertation is to investigate whether the growth in the discussion of globalization is justified by an equivalent increase in the interaction of economies. The focus of this dissertation is on economic globalization and specifically how it affects Canada. Evidence of cross-border 'flows' is presented in three parts. One, the trade of goods is traced from Confederation (1867) to the present, showing that contemporary levels of trade are not unprecedented. Furthermore, the data reveal that the bulk of the increase in Canada's trade since the Second World War has been with the United States. There are also strong indications that as the economy is becoming more service oriented, it will also become less trade dependent. Two, statistics on foreign direct investment (FDI) reveal that foreign ownership in Canada is at an all-time historical low. Three, the stock of portfolio investments (stocks and bonds) owned across borders is also not, historically speaking, at particularly high levels. Overall, when foreign direct and portfolio investment are combined, the data show that only a small percentage of Canada's wealth is owned by foreign investors and, likewise, only a small portion of Canada's wealth is located outside of its borders. Another claim found in the globalization literature is that the nation state is weakening or disappearing altogether. However, once subjected to scrutiny, this claim, too, is difficult to sustain. Government expenditures have increased dramatically since the Second World War and show few signs of abating. For the fiscal year 1996/97, government expenditures amounted to approximately half of the Gross Domestic Product (GDP), indicating a general levelling of expenditures since the mid-1970s. More importantly, the globalization literature has unfailingly ignored the welfare-state side of government spending, arguably the most significant development in the political economy of the nation state in the 20th century. To bridge this gap, three sectors of the welfare state — education, health, and social services — are examined in detail. Lastly, an alternate explanation for globalization is put forward. Capital, it is argued, has made a concerted attack on the welfare state, utilizing high interest rates and high unemployment to discipline labour. Although having suffered a few scratches and dents as a consequence, the welfare-state has resolutely endured.

Restructuring the domestic sphere : prairie Indian women on reserves : image, ideology and state policy, 1880-1930

Note: / Images of Indian women shared by explorers and traders of the Northwest significantly infl uenced early Canadian government Indian policy. Under the policy of wardship, these images developed into stereotypical views. The government's goals of protection, civilization and assimilation, pertaining to Indian women residing on prairie reserves from 1880 to 1930, were to be accomplished by restructuring the domestic economy on reserve. Government and churches attempted to c hange this economy through formal instruction of Indian women in the domestic skills. Later, attempts were made to teach them to be better mothers. The state's view of Indians as inadequate housekeepers and inattentive mothers reinforced efforts to alter the way of life on reserves. Moreover, the stereotype of domestic slovenliness served to mask causes of endemic tuberculosis on the reserves . By 1930, the Canadian state had intervened in most areas of Indian womens' lives. Patterns of participation, modes of exclusion : undergraduate students’ experience of community at a research-intensive university

The purpose of this study was to come to an understanding of the meaning and experience of community for undergraduate students at a research-intensive university. It was assumed that exploring community bounded by disciplinary affiliation would be a valuable approach to understanding this phenomenon within the context of the researchintensive university. In-depth interviews were conducted with 23 third year Psychology students pursuing either a Bachelor of Arts or a Bachelor of Science degree, and a survey designed to explore key aspects of interviewees' experiences was administered to a larger cohort of such students. Students' experiences were examined through the lens of constitutive and individualistic community frameworks, and ideal and actual experiences were compared. The results of this study show that a focus on disciplinary affiliation was a useful approach to understanding the meaning of community. Results document the significant influences of disciplinary affiliation on community membership and belonging. This exploration revealed that issues of community membership, involvement, and belonging were longitudinal processes that entailed complex patterns of participation and modes of exclusion that were influenced by students' aspirations and obligations as well as structural characteristics of the Psychology department and of the research-intensive university.

Fostering the responsible citizen : citizenship and sexuality in the Girl Guides of Canada, 1979-1999

The Girl Guides of Canada is a youth service organization, serving almost 10% of the Canadian female population aged 5-17, that aims to teach girls and young women to become responsible citizens. In this thesis, I review the curriculum of the Pathfinder branch (for girls and young women aged 12-15) of the Girl Guides of Canada. Using feminist, anti-racist, and queer perspectives, I treat "responsible citizenship" as a discursive concept and conduct a discourse analysis of the Pathfinder programme to discover how it attempts to gain the consent of girls and young women to particular definitions of responsible citizenship. Drawing on feminist citizenship theory developed by Yuval-Davis, Anthias, Alexander, and Ross, I argue that the state implicates select female citizens in nation building practices as biological reproducers and transmitters of culture. I also draw on theories of moral regulation extended by Sangster, Strange, and Loo to illustrate ways in which the state and voluntary organizations attempt to gain the consent of citizens to particular ways of being. I argue that, because its texts authorize particular definitions of responsible citizenship, the Pathfinder curriculum implicates girls and young women in capitalist nation building in Canada. Specifically, I argue that the Pathfinder programme normalizes heterosexuality, whiteness, and ability, and privileges middle-class values. I also demonstrate that a responsible citizen, according to the Pathfinder curriculum, performs caregiving and environmental stewardship as volunteer service, prepares to join the labour force, and is healthy, hygienic, cheerful and obedient. I raise questions about the nature of the organization's efforts to teach about sexism, racism, classism, ableism, homophobia and heterosexism, and suggest some ways in which the curriculum can attend to these social relations to develop a more inclusive image of the ideal responsible citizen. I also suggest a number of directions for future research.

What is causing teenage girls to act out violently? : a qualitative perspective

The phenomenon of female teenage violence within the last decade has been receiving rapid social interest and concern. The present study is concerned with exploring causes for teenage girl violence. Specifically, this qualitative study seeks to explore and describe teenage girl violence from the experiences and perspectives of girls aged 16 to 19 years of age whom have been in the past arrested and/or incarcerated for violent crimes. Data was collected using a semi-structured interviewing format. Five teenaged girls having current or past involvement with the Child Welfare system were interviewed. Despite the study's limitations, findings indicated several variations on similar common themes. These themes are discussed using three main categories of findings: (1) entrance into the legal system, (2) social aspects and (3) cultural presence. The need for describing and understanding why teenage girls act out violently in the ways they do was evident from the perspective of the girls themselves.

Canadian Forces families : social impacts of accommodation policy

Since World War II the Canadian military community has evolved to meet the needs of a permanent military force and has changed from the preserve of the single male to include women and families. Thus the Department of National Defence (DND) has become concerned with the welfare of military families as an integral part of military preparedness. A variety of accommodation policies were formulated and programs established to satisfy the needs of these families who worked and lived in such a unique environment. These policies and programs have emphasised housing and related infrastructure, and included both physical and social services. They have, in part, enabled DND to relieve many family related problems despite the disruptive lifestyle. However, as a result of evolutionary changes in the Canadian Forces, the lifestyle of Canadians and the general economic situation, concern has arisen that current DND policies relating to housing and service provision may no longer be appropriate or effective. This thesis looks at the lifestyle and unique difficulties of military families in order to evaluate the social impacts on the families resulting from accommodation policy. Although the general question of whether DND should even be in the business of creating and maintaining its own communities is complex and requires the consideration of many factors, this thesis limits itself to the social impacts of accommodation policies. Since it is generally perceived that social concerns have received limited consideration in the past, this thesis develops a framework to consider and include such concerns. This is done through: secondary research of analogous civilian communities and other military communities; primary data from recent DND family studies; informal interviews with families and decision-makers in the military community; and, the personal experience of the author as a member of the military community. There are four main findings. First, a framework based on Lichfield's Planning Balance Sheet methodology is a suitable and appropriate tool for assisting decision-makers in making informed choices. Second, the creation of a Non-Public Housing Society responding to DND but operated at arms-length, is seen as a viable housing policy alternative which deserves further study. Third, the social impacts on military families resulting from the municipalization of physical services are not significant. And fourth,.; social services when provided internally appear more successful. The unique lifestyle of military families is linked to operational effectiveness and military preparedness through the work/family environment. The importance of social planning on this interface is emphasized to encourage decision-makers to explicitly incorporate social planning into the decision-making process.
