'Lodge-ical' thinking and development communication : !Xaus Lodge as a public-private community partnership in tourism.

This thesis explores the interface between community development via tourism and the field of development communication vis-à-vis a case study of the community-owned and privatelyoperated !Xaus Lodge in the Kgalagadi Transfrontier Park. The research is informed by Critical Indigenous Qualitative Research that employs interpretive research practices that aim to be ethical, transformative, participatory and committed to dialogue. The study valorises the voices of all lodge stakeholders analysing their expectations and how they negotiate the processes involved in the establishment and operations of the lodge. As a longitudinal study from 2006 until 2011 it focuses on the processes involved in transforming a failed poverty alleviation-built tourism asset into a commercial product with a range of benefits for the community partners. The processes involved are studied and shaped via participatory action research. This thesis generates a generalised public-private-community lodge partnership development communication model based on the findings of the !Xaus Lodge case study. The analysis of !Xaus Lodge is guided by development communication principles and practice such as the Communication for Participatory Development (CFPD) model, as well as the notion of pro-poor tourism (PPT). The applicability of these policies, approaches and models is problematised highlighting the complexity of development on the ground, particularly with indigenous and local communities. This study sets out the importance of cultural relativity in development projects whereby possible differences in the stakeholders‟ history, epistemology and ontology should be taken into consideration if a project is to negotiate both the demands of commercial viability as well as the symbolic and spiritual needs of the community partners. / Thesis (Ph.D.)-University of KwaZulu-Natal, Durban, 2011.

An organisation development intervention in a previously disadvantaged school in the Eastern Cape

“We often spend too much time coping with problems along our path that we forget why we are on that path” Peter Senge This study describes and analyses the implementation of Organisation Development (OD) to a previously disadvantaged school. OD is a relatively new method of planned change in South Africa. Unlike more traditional change initiatives, OD promotes collaboration; it tries to involve all members of an organisation in problem solving and decision-making. It is an applied behavioural science discipline dedicated to improving organisations and the people in them. Previously disadvantaged schools in South Africa continue to be disadvantaged. Ten years after the introduction of democracy there have been few changes in some of these schools and some seem to be getting worse. This study was an attempt to introduce a process of planned change to one such school. Since 1994 many changes have been imposed on our schools with new curricula, increased class sizes, changes in systems of assessment and teaching methods and the abolishment of past procedures such as corporal punishment. Teachers have had little say in any of these changes and this has resulted in resistance, resignation, frustration and in many cases a lack of ability to cope. OD was introduced to Acacia High School in the form of a Survey Data Feedback (SDF). An action research process followed and a diagnosis was made followed by action planning and then the execution of a plan. My study follows this process and the implementation of the plan describing its successes. Sadly change was not sustained and I highlight some of the challenges that face the school in order to bring about real long-term improvement in the culture of learning and teaching.

The impact of job redesign on employee job outcomes: the case of the implementation of a private-public partnership model at a hospital

It has been widely reported that despite high health expenditure and a myriad of policies in place, South Africa’s health outcomes are worse than those in many lower income countries. The adverse health outcomes are even more pronounced in a rural province such as the Eastern Cape Province. Consequently, the Eastern Cape Department of Health (ECDOH) had turned to Private Public Partnerships (PPP) with the hope of mitigating some of the challenges beleaguering the health system in the province. This study evaluated the impact of the implementation of one of the PPP models at an Eastern Cape Hospital on key employee job outcomes. This is crucial as there had not yet, been this type of scientific assessment of the impact of the PPP model since the inception of the PPP about half a decade ago. Theoretical guidance of the study was provided by the Job Characteristics Theory (JCT) of Oldham and Hackman (1975), which predicted that changes in five core characteristics of a job will affect three critical psychological states which will in turn impact on key employee job outcomes. Uniquely, this study veered away from the traditional quantitative approach to the application of the JCT but rather adopted a qualitative case study approach. There is historical evidence that cross cultural validation of a theory in a new setting (a South African PPP hospital in this instance) benefits from an initial qualitative study. Data collection and analysis were guided by the JCT. Primary data collection was by semi-structured, face to face, one on one interviews. The analyses of the data specifically employed pattern matching and explanation building techniques, all underpinned by the JCT. Validity of interview data was strongly contributed to by available relevant case study documents. This study found that indeed, the implementation of this PPP model brought about changes in all five (JCT) core job characteristics of clinical staff, but to varying degrees in the three unique shared service areas. Interestingly, the three psychological states were found to have been impacted upon by changes in the JCT core job characteristics but also by factors related to the context of the job, such as quality of supervision and co-worker relationship. In contrast to the predictions of the JCT, this study also found that the key job outcomes were impacted directly by such contextual factors as the recent availability of specialists and staff shortages, among others. It also emerged that the PPP implementation has directly evoked a perception of inequity and breach of psychological contract among clinical staff working at the shared service areas. Among the three shared areas, the accident and emergency unit was discovered to have had the worst overall impact. Due to the importance of contextual factors at this PPP setting, key recommendations were directed towards improved management of the jobs. It is also recommended that a follow-up quantitative study be commissioned to further explore the main themes that emerged from this study. This research report is presented in three sections. Section 1 is the evaluative report itself, structured as an academic paper. Section 2 expands on the literature that was briefly reviewed in Section 1 while Section 3 outlines, in greater details, the research methods followed during the conduct of the research and the justifications thereof.

An investigation into the implementation of the life orientation curriculum in selected Fort Beaufort district high schools

The challenges of implementing the curriculum for the Life Orientation learning areas in the National Curriculum Statement have been a matter of concern for South African schools. This study sheds light on the implementation of the LO curriculum in selected high schools in the Fort Beaufort District, in the Eastern Cape Province in South Africa. The study adopted a qualitative approach and used face-to-face interviews, focus group interviews, classroom observation and document analysis to collect the data. The purpose of the study was to investigate the implementation of the Life Orientation curriculum in high schools in the Fort Beaufort District. Six high schools from the six clusters in the Fort Beaufort District were purposively selected to form the focus of the study. The participants were six principals, six LO teachers and thirty-six learners. The study revealed that lack of adequate teaching and learning materials in schools affected the implementation of the curriculum. Inadequacy of teaching and learning materials affected both the teachers and learners as they sought to make up for the shortages of teaching and learning materials by sourcing for local materials like news paper and magazine. In some of the schools, teachers made photocopies of textbooks for learners which could be time consuming and added to the teachers‘ workload. The study found that some of the teachers were frustrated because of the lack of adequate teaching and learning materials in LO. The results also revealed that the majority of the teachers had the Advanced Certificate in Education (ACE LO) qualification and/or an undergraduate qualification in Psychology, which are basic requirement for teaching LO, while the others had general teaching qualifications in other subjects. It was found that many learners were positive about LO, but it could not be proven that learners meant all their positive responses as it seemed that learners‘ responses were too good to be true. However, the results showed that learners had at least been taught and were aware of the consequences of the social problems like teenage pregnancy, drug abuse and HIV/AIDS that affect them. Some of the challenges that teachers encountered in the implementation of the Life Orientation curriculum were also highlighted in this study. These include; lack of adequate training which some of the teachers complained did not allow them to handle some topics like career choice and religious education as they should. Some of the teachers also stated that their culture and belief did not permit them to share some LO topics with their learners. There was also the challenge of learners turning against things taught in LO class. The study found that the support and monitoring put in place for LO teachers are in the form of documents such as subject guides, textbooks and sometimes funds to take learners out on outdoor activities, extra teachers to lessen the teachers‘ burdens, advice, workshops and training. There is course moderation where teachers‘ and learners‘ files are marked. In some of the schools where monitoring is carried out, it starts with the Heads of Departments (HODs) and ends with the principal. Many of the schools do not monitor the teaching of LO because of the trust the principals have in the teachers and challenge of school size. Class visits is prohibited by South African Democratic Teachers‘ Union. The subject is not being handled properly despite its importance in helping learners to be adequately guided towards positive self-concept formation, the realisation of their potential, and enabling them to protect themselves from various forms of social violence and abuse, and this in turn would make the society safer.

The role of the sandprawn, Callichirus kraussi, as an ecosystem engineer in a temporarily open/closed Eastern Cape estuary, South Africa

The role of the sandprawn, Callichirus (=Callianassa) kraussi (Stebbing), as an ecosystem engineer was assessed in the lower reach of the temporarily open/closed Kasouga Estuary situated along the Eastern Cape coastline of southern Africa over the period April 2010 to June 2011. The study comprised two distinct components, a field study and a caging experiment. The field study assessed the correlation between sand prawn densities and selected physico-chemical (organic content of the sediment and bioturbation) and biological (microphytobenthic algal concentrations and macrobenthic abundance and biomass) variables in 50 quadrants in the lower reach of the estuary. Densities of the sand prawn within the quadrants ranged from 0 to 156 ind m⁻² (mean = 37 ind m⁻²). There were no significant correlations between the densities of the sandprawn and the estimates of the organic content of the sediment and the abundance and biomass of the macrofauna (P > 0.05 in all cases). Numerical analyses failed to identify any effect of the sandprawn density on the macrofaunal community structure. The rate of bioturbation was, however, strongly correlated to the sand prawn density. Similarly, the microphytobenthic alga concentrations were significantly negatively correlated to the sand prawn densities ((P < 0.05). The absence of any distinct impact of the sandprawn on the macrobenthic community structure appeared to be related to their low densities in the lower reach of the estuary during the study. To better understand the role of the sandprawn as an ecosystem engineer, a caging experiment was conducted using inclusion and exclusion treatments (n= 5 for each treatment). Densities of the sandprawn in the inclusion treatments (80 ind m⁻²) were in the range of the natural densities within the estuary. The experiment was conducted over a period of 18 weeks in the lower reach of the estuary during summer. The presence of the sandprawn, C kraussi, contributed to a significant decrease in the microphytobenthic algal concentrations and the abundance and biomass of the macrofauna (P < 0.05 in all cases). The decrease in the microphytobenthic algal concentrations in the presence of the sandprawn appeared to be related to the res-suspension of the sediments (bioturbation) generated by the burrowing and feeding activities of the sandprawn. The observed decrease in macrofaunal abundances and biomass in the inclusion treatments appeared to be mediated by both the decreased food availability (mainly the microphytobenthic algae) and the burial of organisms within the sediments. Numerical analysis indicated that the sandprawn did, however, not contribute to a change in the species composition of the macrofauna. Results of the current study indicate that C.kraussi plays an important role in structuring the invertebrate community and energy flow within temporarily/open closed Kasouga Estuary.

Application of the sustainable livelihoods framework to the analysis of the Provincial Growth and Development Plan of the Eastern Cape: a case study of the Massive Food Production Programme in Nkonkobe Municipality and Buffalo City Municipality

The Government of the Eastern Cape Province introduced the Massive Food Production programme, which is a cornerstone within the agrarian reform initiative of the Provincial Growth and Development Plan (PGDP). The programme has been going on for more than seven years, however little has been documented on its impact. The main objective of the study was to investigate the impact of the Massive Food Production Programme on the livelihoods in Nkonkobe Municipality. This study did not only investigate its impact on the participants but also assessed its impact on the recipient communities. Accordingly, the specific objectives of the study were to investigate the impact of the Massive Food Programme on the asset base of participants, the general livelihood activities, and the livelihood outcomes. Among other livelihood activities, the study made an in-depth investigation on the impact of the Massive Food Production Programme on maize crop production. This is because the Massive Food Production was aimed at maize crop production. Previous studies investigated on the indicators of success that can be used to measure the impact of this programme. After the wide-ranging evaluation of views, arguments and research findings, a model to measure impact of the programme was designed. The asset base improvement was used as the proxy of impact. Nine factors were selected from the principal component analysis of the many factors that were taken to affect participation. Three other dummy variables to proximate location, participation and group turnover were added to the regression model that was developed to measure impact. The DFID Sustainable Livelihood Framework was used to investigate the impact of the Massive Food Production Programme. This approach was used in both conceptualizing the study and the selection of variables. The DFID Sustainable Livelihood Approach was selected because unlike the CARE or UNDP Sustainable Livelihood models, it was designed for such purposes. Data collection was accomplished through observation, interviewing, and focus group discussions. The researcher also made use of project annual reports on change of livelihoods, baseline survey reports, project log frame, internal reports, work plans, budgets and mid-term evaluation reports as sources of secondary data. v The research findings were analysed using several analytical procedures, including the conventional descriptive statistics, principal components analysis, and linear regression analysis. The use of the different types of analysis was driven by the research questions under investigation and the theories on which they are based, and by the available data. The study revealed that to some extent the Massive Food Production Programme has managed to improve the asset base of the farmers. However, its impact on ensuring food security is still debatable. Findings of the study revealed that most of the participants and the non-participants communities experienced food shortages in the last season 2007/8 for at most three months. The study revealed that the highest agricultural income is from livestock sales. The varying locations showed the potential of livestock production. It is recommended that development agencies consider livestock production as an agricultural strategy with immense potential for enhancing sustaining rural livelihoods

Improving the robustness and effectiveness of rural telecommunication infrastructures in Dwesa South Africa

In recent years, immense effort has been channelled towards the Information and Technological development of rural areas. To support this development, telecommunication networks have been deployed. The availability of these telecommunication networks is expected to improve the way people share ideas and communicate locally and globally, reducing limiting factors like distance through the use of the Internet. The major problem for these networks is that very few of them have managed to stay in operation over long periods of time. One of the major causes of this failure is the lack of proper monitoring and management as, in some cases, administrators are located far away from the network site. Other factors that contribute to the frequent failure of these networks are lack of proper infrastructure, lack of a constant power supply and other environmental issues. A telecommunication network was deployed for the people of Dwesa by the Siyakhula Living Lab project. During this research project, frequent visits were made to the site and network users were informally interviewed in order to gain insight into the network challenges. Based on the challenges, different network monitoring systems and other solutions were deployed on the network. This thesis analyses the problems encountered and presents possible and affordable solutions that were implemented on the network. This was done to improve the network‟s reliability, availability and manageability whilst exploring possible and practical ways in which the connectivity of the deployed telecommunication network can be maintained. As part of these solutions, a GPRS redundant link, Nagios and Cacti monitoring systems as well as Simple backup systems were deployed. v Acronyms AC Access Concentrators AMANDA Automatic Marylyn Network Disk Archiver CDMA Code Divison Multiple Access CGI Common Gateway Interface.

The effects of elephants at low densities and after short occupation time on the ecosystems of the Eastern Cape Province, South Africa

Elephants (Loxodonta africana, Blumenbach) are recognised as keystone herbivores and ecosystem engineers in African ecosystems due to the noticeable impact they have on plant communities. This impact can influence other animal taxa and ecosystem processes, especially within enclosed systems. I investigated the effects of elephants in four vegetation types and the cascade effect on three associated taxa and two ecosystem processes at five sites with elephants and five paired sites without elephants in the Eastern Cape Province, South Africa, between April 2005 and July 2007. In grassland habitats, the physical structure of the vegetation was neither enhanced nor degraded in the presence of elephants. Within the locally important Thicket Biome, elephant browsing transformed relatively homogeneous stands of vegetation into more heterogeneous units. However, although seeds from thicket plant species were recorded in elephant dung, elephants did not promote the viability and germination success of these plants. In addition, elephant foraging on aloes caused declines in their populations. By contrast, the size of bushclumps was not reduced in the presence of elephants in bushclump savanna. The associated insect, bird and mammal communities appeared to benefit from elephant foraging in all vegetation types assessed, whereas vegetation patch dynamics and soil surface processes were neither enhanced nor degraded in the presence of elephants. I conclude that, at current densities, elephants do not (in most cases) negatively affect plant and animal communities or ecosystem processes in enclosed reserves. However, elephants have only been present at each site for a relatively short period and it is likely that their impact will be cumulative, increasing over time in these closed systems. Thus, future research along a continuum of elephant density and time since re-introduction is recommended.

Subsistence fishing is impacting on freshwater and marine biodiversity to the extent of extinction of some fish species. These illegal subsistence fishermen have created a huge impact on marine biodiversity, irrespective of marine and riverine laws that are put in place and practiced. There have been attempt to provide subsistence fishing extension officer services to facilitate in bringing subsistence fishermen fully into the management system, in an orderly and equitable manner, by facilitating the granting of formal subsistence fishing right, providing permits via policy management and effective rules via permit applications. However the follow up process as to whether these policies and rules administered is effective or not has not been measured. This investigation attempts to identify potential fishing that should be considered as suitable for subsistence fisheries in selected highly exploitable areas. Though it cannot be confirmed from previous studies that some relevant organizations are not fully taking their responsibilities, the study will further enable exploration of options and challenges associated with future management of subsistence fisheries and provide recommendations to enable proper implementation of the policies and legislations. / Environmental Sciences / M.
