Not only 'the younger daughter of Dr Abdurahman': a feminist exploration of early influences on the political development of Cissie Gool

Cissie Gool was an extraordinary presence on Cape Town's political and social scene in the first half of the twentieth century. She was the first black woman to preside over a national liberatory organisation, the National Liberation League (1935), and the Non-European United Front (1938). She was the only black woman to be elected to the Cape Town City Council before 1994, where she served for 25 years. She was the first black woman to obtain a Master's Degree in Psychology at the University of Cape Town, where she studied on and off from 1918 to the year of her death, 1963. In 1962 she graduated with a BA (LLB), and was the first black woman to be invited to the Cape Bar. This thesis explores the childhood and early life of Cissie Gool. I examine influences on her political development before she became the leader of the National Liberation League in 1935. This period of her life has left few material traces. Methodologically, this thesis confronts a challenge facing those who wish to discover hidden lives in the South African past. I argue that it is possible to trace influences on such a life if one shifts the lens through which one conducts historical research. Working with a paucity of sources, where most of the people who knew Cissie Gool as a young person are deceased, this thesis searches for and highlights key influences on Gool's early personal-political development. The thesis rests on a number of premises rooted in feminist theory. I begin from the position that 'the personal is political' and take seriously the argument that the family is a key engine of historical process. I take issue with the statement in much of the secondary literature that Cissie Gool was (merely) 'the younger daughter of Dr Abdurahman', which obscures the fact that this relationship was embedded in a family, in which Cissie's mother was at least as important as her father, and where being a younger daughter with an older sister was significant too. While recognising the significance of the fact that Cissie Gool was fathered by Dr Abdurahman, I underline the centrality of women in a patriarchal society where early socialisation is the specific task of women, and where women and girls experience some degree of social segregation from men and boys. In addition to focusing the lens on family dynamics, I trace sometimes tenuous but nevertheless, real threads linking Cissie Gool to particular political circles on the left in Cape Town in the 1920s and 1930s. I suggest that the leftist heterodoxy which characterised the mature Cissie Gool may be linked to a kindred political spirit among some of her early acquaintances, specifically those at the University of Cape Town, counterposed with the more rigid orthodoxies of friends of the Communist Party on the one hand, and on the other, the so-called Trotskyite purists with whom she was linked by marriage. Cissie Gool, may have been unique in her involvement in all three circles, which intersected at socials hosted by herself and her husband, Dr A H Gool. The androcentricity of both the secondary literature and contemporary documentary sources obscures the specifics of Cissie Gool's political development in this period. Nevertheless, this thesis is based on the premise that, in the absence of more concrete sources, an exploration of the various political circles with which Cissie Gool was associated, in the wider political and socio-economic context of 1920s and 1930s Cape Town, permits one to gain insight into key influences on the political development of Cissie Gool.

Determining training needs in the registry/messengers' division of the Cape Town City council: The application of a negotiated model

Masters in Public Administration - MPA / This study is about the application of a negotiated model of training needs analysis in the Registry/Messengers" Division of the Cape Town City Council. The negotiated model of training needs analysis is predicated on the formation of the performance evaluation committees. These committees comprise the assessees, the line managers, the peers and the trainers. Their primary responsibility is to address issues of performance ratings, causes of performance discrepancies, training solutions and/or non-training solutions in the key performance areas of individual employees who belong to the various job families. The study argues that the current application of the traditional model of training needs analysis in the RegistryfMessengers' Division which is both "menu-driven" and "line management-driven", is not scientific and participatory in form and nature. The study has four objectives. The first was to give some background to the RegistryfMessengers' Division. This painted a picture of the organisation, management and functions of the RegistryfMessengers' Division. The second objective was to provide a conceptual framework of the study by examining the existing literature on the contending models of training needs analyses, namely, the traditional model of training needs analysis and the negotiated model of training needs analysis, in public organisations. The third objective was to adopt and apply the negotiated model of training needs analysis in the RegistryfMessengers' Division. The fourth objective was to recommend the institutionalisation of the negotiated model of training needs analysis in the RegistryfMessengers' Division in “particular and the Cape Town City Council in general- given the fact that its strengths far outweigh its weaknesses. The study concludes inter alia, that th~ current application of the traditional model of training needs analysis in the Registry/ Messengers' Division should be replaced by the negotiated model of training needs analysis considering the fact that the latter allowed the collective and scientific determination of the training needs of the employees. The study then recommends the adoption of the negotiated model of training needs analysis in the Registry/ Messengers' Division in particular and the Cape Town City Council in general. However, the following factors and issues need to be taken into account to ensure the effective implementation of the negotiated model of training needs analysis in the organization, for example, educating the employees about the new approach to training needs analysis; identification of key performance areas; conducting an organization wide training needs analysis; development of performance standards for the key performance areas; formation of performance evaluation committees in the various job families; and agreement upon the performance rating scale

Locating 'home': Strategies of settlement, identity-formation and social change among African women in Cape Town, 1948-2000

Philosophiae Doctor - PhD / This dissertation constructs a social history of African women in Cape Town from the vantage point of their varied attempts over the last five decades to map 'home' in the urban setting: in the physical structures of their homes; the character of their social and kinship networks; and in the ways a notion of 'place' was re-worked. An historiographical examination of existing research has shown that, especially in the South African context, much scope remains for a regionally specific historical analysis of the urbanisation process, and African women's unique role in it. The use of oral histories and the adoption of a trans-generational interviewing strategy have helped fashion a textured account of African women's settlement strategies, and the underlying social and personal transformations that their design and use suggested. 'First-generational' women, who entered Cape Town at mid-century, led an uncertain and highly regulated urban existence, by virtue of their enforced marginalisation under apartheid. Until the late-1980s, Cape Town retained a distinctive demographic composition, and an historical association as the 'home' of the Coloured population. This made state and local efforts to control the entry and residence of the minority African populace more coercive and successful, at least in the first two decades of apartheid rule. Despite these restrictions, African women constructed and managed a dense set of strategies which affirmed their material livelihoods in the city and increasingly enmeshed their identities in the workings of a modern and commoditised world. However, first-generational women also actively contested these developments to some extent, evident particularly in their efforts to regulate the movement of and compel financial support from their increasingly mobile daughters and granddaughters. Evidence from second and third-generational respondents show a growing reluctance to utilise first-generational women's settlement strategies and the conceptual frameworks which underpinned them. For instance, associational links were increasingly organised along non-racialised lines. Third-generational women's desire to establish residence in other areas of the city, or in other cities entirely, was indicative of a similar dynamic. This was also reflective of their embrace of mobility as an expression of greater economic and social freedoms possible in a post-apartheid world. This dissertation constructs a social history of African women in Cape Town from the vantage point of their varied attempts over the last five decades to locate 'home' in the urban setting. It charts the experiences of a group of women who first moved to Cape Town in the 1940s and 50s, and their children and grandchildren. My focus is on the way in which succeeding generations of women developed differing strategies of settlement, in the context of sometimes dramatic social and political change. The social as well as the physical elements of locating home are key elements in the analysis, including the redefinition of kinship and associational networks, as well as the re-casting of identities and a sense of place. Until the late 1980s, Cape Town retained a distinctive demographic composition, and an historical association as the 'home' of the Coloured- population. This made state and local efforts to control the entry and residence of the minority African populace more coercive and successful, at least in the first two decades of apartheid rule. Rather than painting a comprehensive portrait of urban African life in the apartheid era (1948- 1994), this dissertation hopes to map a few significant dynamics which were manifest in the encounters between a select group of African women and the distinctive terrain of this city during the apartheid years.
