This thesis aims to analyze the ideology of the new professional education within the context of restructuring production. The analysis begins with the structural crisis of capital from the 1970s, seeking to understand the offensive of capital against labor objectiving to overcome this crisis. The study prioritized the restructuring process, as a component of the offensive capitalist, aiming to understand how they processed the sliding of the notion of qualification for the skills and, as was the process of appropriation and adaptation of human capital theory to the global capitalism context, in the sphere of multilateral institutions. We seek to understand how the education reform in the 1990s in Brazil, assimilated and adapted these assumptions to professional education at technical level. We analyzed various documents and reports of multilateral institutions and the Basic Education Board (CEB) of the National Education Council (CNE). In addition, the study was based on literature about the subject. It follows that education, especially professional, proposed for the context of the restructuring process aimed at setting up a new social subject palatable and useful to capital that is the flexible worker and adaptable to organizational changes and techniques of global capitalism
