The aim of this study is to examine the extent of women representation in the Councils of the Local Municipalities in the Ngaka Modiri Molema District Municipality in the North West, Province of South Africa. The specific objectives of the study are to investigate the ratio of women representation at both the political and administrative structures of the Ngaka Modiri Molema District Municipality; and examine the factors which inhibit the realization of the women quotas at the District Municipality level. This is an empirical study which utilized both the qualitative and quantitative approaches in the collection and analysis of data. The study identifies the extent of women representation and establishes that there is insufficient women representation in general within local governance in South Africa and in the Ngaka Modiri Molema District Municipality in particular. With the rapid growth of American metropolitan areas, it is essential to plan for the preservation of open space before development occurs on lands which would better be left undeveloped. Although there is a long tradition of parks and open space planning in American cities, planning efforts over the past twenty-five years (since 1960) have not been systematically reviewed and there remains no set standard to guide the planning of regional-scale open space. Two foundations of open space planning are examined: its roles in guiding urban form, and in preserving natural processes in the city. Six case studies of contemporary open space plans and systems elicit the fundamental criteria and decision processes for open space planning.

A qualitative investigation into the sources of job satisfaction among black middle level managers

This research aimed to qualititavely identify any new dimensions of job satsfaction , gender differences among black middle level managers as well as the impact of afrocentric values. Content and process theories provided the theoretical framework in the identification of determinants of job satsfaction. Semi-structured interviews were administered to eight employees in the educational and finacial sector. Interpretative phenomenological analysis was used to analyse the data. The results indicated that no 'new' dimensions of job satisfaction were identified in the selected sample. Behaviour, perceptions and actions, however, manifested against the background of the South African political and socio-economic history, as well as highlighting the process of acculturation. Findings referred to the importance of social needs against the background of ubuntu. The role of the supervisor and the necessity of open communication in the workplace were emphasised. Language issues were highlighted as significant in the perception of exclusion in the workplace. The need for recognition of qualifications and skills against the background of affirmitive action policies was clear. Participants suggested the significance of personal development as manifested in their need for self-actualisation and self-efficacy. Gender differences were prevalent in all determinants of job satisfaction bar recognition of qualifications in the work environment. / Psychology / D.Litt. (Psy)

A conceptualisation and analysis of the community investment programme with reference to South African cast studies : towards a new model

This thesis describes the Community Investment Programme (CIP) and investigates its practicability in three pilot projects in South Africa where it was implemented. CIP is a community development programme that was conceptualised by Dr Norman Reynolds, a development economist. From 1994 onwards, he became disillusioned with the fact that the new democratic government did not address the structural problems in the South African economy, which left the majority of the poor trapped in the so-called second economy of South Africa. He conceptualised a programme, CIP, which aims to develop this second economy so as to ensure that all South Africans may participate meaningfully in the economy. CIP is advocating a people-centred development approach, where communities themselves take the lead in their development. Communities make their own decisions and decide how to use community development budgets, called ‘rights programmes’ in CIP, which are spent to stimulate the emergence of working local economies. The implementation of CIP should be a learning process, where the community gets the space to learn, make mistakes and rectify them. In addition, CIP aims to address all aspects of human development, not only economic development. Hence, if CIP is implemented by communities, it will contribute to the self-esteem and dignity of individuals and communities. The three pilot projects encountered a number of issues in the implementation of CIP, as described in theory by Reynolds. After analysing those, this research reaches a number of conclusions that should be taken into account when implementing CIP in a community. CIP is seriously needed in South Africa and if the recommendations of this research are taken into account, it could be very powerful in addressing the underdevelopment characterising so many areas in South Africa. / Development Studies / D. The role of the school governing bodies in creating an educative climate in schools : a case study of a school in Soweto South Africa

This study is about the School Governing Bodies (SGBs) which currently run schools in the country and it was done in a school in Soweto as a case study. The participants were the vice-chairperson, principal, deputy, secretary and treasurer because these are the core of the executive membership of the SGBs. The role of each is fully described in the policy documents of the Department of Basic Education. The focus of the study was to find out whether the SGBs do indeed create an educative atmosphere in schools as laid down in the government policies or have the discretion and leeway to deviate from such without incurring the wrought of the Department. The research was conducted through the qualitative approach because it involved a series of in-depth interviews. The study used a purposive sampling method to identify a few participants who are actually involved in the management of the selected school. Hence, the research findings are such that the interviewees claim that they knew very little of their new responsibilities, duties and functions when they took office but gradually they acquired the necessary information, knowledge and skills to discharge their exacting mandate. They point out that the South Africa School’s Act 84 of 1996 is the most informative policy document that guided and also assisted them in carrying out their responsibilities with confidence. In the final analysis, the study revealed that workshops on skills development are very much important because they are empowering. From the research findings various themes emerged which formed the basis upon which the following proposal was made, i.e. that: a methodological theoretical framework that has at its core the SGB with other important stakeholders in the periphery contributing towards creating an educative climate in the school be established. / Educational Leadership and Management / D. A community-based approach to rural water supply and sanitation : three case studies

Community-based approaches are of fundamental importance in the development of rural water supply and sanitation. Three case studies demonstrate that, by means of negotiation, need assessment, community participation, community-based management and appropriate technology, a reasonable degree of success can be achieved in providing an adequate and safe drinking water supply to most unserved communities. The research also shows that necessary negotiations with the government are often more complex and time-consuming than those with the community itself. Either the weight of bureaucratic processes or the lack of capacity and willingness on the part of the government to implement small-scale water projects using community-based approaches, were the reasons for the complexity of negotiations in one case study. It was also found that self-initiated projects with strong back-up support from development agencies are more successful than are projects initiated from outside. It was also noticed that community-based management is feasible and that it can lead to sustainable development. / Sociology / M.A (Social Science)

Afrikaans text / The purpose of this study was to retrospectively analyze a group of observation cases referred to a psychiatric institution through the criminal justice system by means of certain measuring instruments in order to determine on which grounds some of the cases were classified as criminals and others as state patients. The sample for the purposes of this investigation consisted of one hundred and forty-two cases referred to the Weskoppies hospital for psychiatric observation during 1988 to 1994. The measuring instruments were the South African Wechsler intelligence scale, the Rorschach projective technique and an information schedule which was used for the purpose of gathering biographical information and personal details of each particular case. The data collected through these instruments was statistically analyzed utilising frequencies and crosstabulations, chi-square tests, t-tests, correspondence analyses, factor analyses and regression analyses. The findings of this investigation revealed that crimes concerning personal relations and property crimes were more committed by criminals than state patients while crimes concerning communal life were encountered more amongst state patients than criminals. Non-person-directed crimes of violence were encountered proportionally more amongst state patients who had a history of substance abuse than in criminals with a similar history. State patients who had a history of substance abuse were proportionally more prosecuted on account of person-directed-crimes of violence than criminals with a similar history. The predictive measuring instrument developed by means of regression analysis indicated as important predictors three subtests of the South African Wechsler intelligence scale namely general information, digit-symbol substitution and picture arrangement as well as the variable "previous psychiatric treatment". The following recommendations were also made: The current endeavour to adapt the South African Wechsler intelligence scale for all population groups needs to be maintained and this adaptation should also be pursued in each country where the scale is used or was used in the past. It is advisable to draw up certain profiles of specific offenders by means of the Rorschach projective technique while the testing procedure should preferably be undertaken by the same researcher. Provision should be made that the accused be declared as state patients only on account of serious and violent crimes while the courts should have the right in appropriate cases to charge the accused with detention in accordance with chapter three of the Mental Health Act. The testimony of criminologists and psychologists should be added to the testimony of psychiatrists especially in cases of accountability or diminished accountability. The proposed predictive model may be further refined and adapted through the use of a larger, nation-wide sample resulting in the inclusion of a greater number of observation cases and variables. Due to the accelerating rate of revision associated with The DSM­ IV manual and the fact that its validity is questioned, ethically responsible psychiatrists, psychologists and criminologists are obligated to identify practices and procedures which threaten to misinform the legal system. / Die doel van hierdie studie was om aan die hand van bepaalde meetinstrumente retrospektief 'n groep observasiegevalle wat deur die regstelsel na 'n psigiatriese inrigting verwys is, te ontleed, sodat daar vasgestel kon word op watter gronde sekere van die gevalle as misdadigers en ander as staatspasiente geklassifiseer is. Die steekproef vir die doeleindes van hierdie ondersoek het bestaan uit honderd twee-en-veertig gevalle wat vanaf 1988 tot 1994 na Weskoppieshospitaal vir psigiatriese waarneming verwys is. Die meetinstrumente wat gebruik is, was die Suid-Afrikaanse Wechsler-intelligensieskaal, die Rorschach-projeksietegniek en 'n inligtingskedule wat biografiese inligting en persoonlike besonderhede van elke besondere geval ingewin het. Die gegewens wat uit hierdie meetinstrumente versamel is, is statisties verwerk met behulp van frekwensies en kruistabellerings, chi­ kwadraattoetse, t-toetse, korrespondensie-analises, faktoranalises en regressie-ontledings. Die bevindinge van die ondersoek het aan die lig gebring dat persoonverhoudings- en eiendomsmisdrywe meer deur misdadigers as staatspasiente gepleeg word, terwyl gemeenskapslewe misdrywe meer by staatspasiente as misdadigers voorgekom het. Nie-persoonsgerigte geweldsmisdrywe het verhoudingsgewys meer onder staatspasiente met 'n geskiedenis van substansmisbruik as by misdadigers met 'n soortgelyke geskiedenis voorgekom. Staatspasiente met 'n geskiedenis van substansmisbruik is ook verhoudingsgewys meer as misdadigers met 'n soortgelyke geskiedenis weens persoonsgerigte geweldsmisdrywe aangekla. Die voorspellingsmeetinstrument wat met behulp van die regressie ontledings ontwikkel is, het drie subtoetse van die Suid­ Afrikaanse Wechsler-intelligensieskaal naamlik algemene inligting, syfersimboolvervanging en prentrangskikking asook die veranderlike "vorige psigiatriese behandeling" as die belangrikste voorspellers uitgewys. Die volgende aanbevelings word ook hiermee gemaak: Daar moet volgehou word met die huidige poging om die Suid­ Afrikaanse Wechsler-intelligensieskaal vir alle bevolkingsgroepe in Suid-Afrika aan te pas asook met die aanpassing van die meetskaal vir elke land wat dit tans gebruik of in die verlede gebruik het. Dit is raadsaam om met behulp van die Rorschach projektiewe tegniek bepaalde profiele ten opsigte van spesifieke oortreders op te stel terwyl die toetsingsproses verkieslik deur dieselfde ondersoeker waargeneem word. Daar moet seker gemaak word dat beskuldigdes slegs in die geval van ernstige en gewelddadige misdade tot staatspasiente verklaar word, terwyl die howe die bevoegdheid kry om in geskikte gevalle te beveel dat beskuldigdes ingevolge Hoofstuk 3 van die Wet op Geestesgesondheid aangehou moet word. Die getuienis van kriminoloe en sielkundiges behoort bygevoeg te word by die van psigiaters en wel in gevalle waar toerekeningsvatbaarheid of verminderde toerekeningsvatbaarheid ter sprake is. Die voorgestelde voorspellingsmodel kan verder verfyn en aangepas word deurdat 'n groter, landwye steekproef van alle observasiegevalle getrek word wat uiteraard 'n groter aantal veranderlikes sal insluit. Weens die versnellingstempo van hersiening met betrekking tot die DSM-IV handleiding en die feit dat sy betroubaarheid bevraagteken word, word aanbeveel dat eties verantwoordelike gedrag aan die kant van psigiaters, sielkundiges en kriminoloe gevolg word sodat praktyke en prosedures wat die regstelsel kan benadeel, geidentifiseer kan word. / Criminology and Security Studies / D.Litt. et Phil.
