Se propõe a examinar se as propostas de mudança estão em conformidade com a expectativa social, bem como seus objetivos e contextos, perquirindo o que falta para as metas se concretizarem. / This work intends to analise the challenges of celerity of the National Conseil of Justice in the work of the brasilian Federal Judiciary, studing the development of the bureaucracy, and researching the caracterists of the actual society.
