AnÃlise da AplicaÃÃo dos Requisitos do Selo Casa Azul em Empreendimentos de HabitaÃÃo de Interesse Social. / Analysis of Application Requirements Seal Blue House in Social Housing Enterprises .

nÃo hà / The spread of projects based on the principles of sustainable construction began setting up systems to assess the sustainability performance of these enterprises. Many countries make use of its own environmental certification, and in Brazil, although recent, there are also certification systems for measuring the degree of sustainable construction. The first Brazilian certification to contemplate the context of buildings in Brazil was the AQUA (High Environmental Quality) which is an adaptation of the French environmental certification system to the specific of the Brazilian construction market. The other Brazilian certification is the Blue House Seal released by CAIXA. This seal also seeks to cover the construction of social housing which are financed by CAIXA. In this context the present study aims to analyze the necessary improvements to the Blue House Seal for deployment in housing developments (Social Housing). To achieve the goal, it was initially performed a comparative study of environmental certifications, with subsequent analysis of social housing projects in order to check the level of compliance with the requirements of the Blue House seal. Finally, an interview with the builders of this type of enterprise and the CAIXA managers who tried to investigate the facilities and stamp deployment difficulties was held. In conclusion it was seen that the requirements of the blue house has a small seal failure related to the other labels already used in the country. There was also the low attendance of housing developments to seal the requirements in question, as well as identified the lack of knowledge both of the builders as the residents and the low amount paid by Caixa to finance social housing projects, making it difficult to implementation of the requirements. As proposed improvement is the inclusion of new requirements to seal. It is also suggested a review of the amounts paid by CAIXA to housing developments as well as a greater incentive for construction companies are interested in joining the seal. It points up even as a proposal for improving a working post-occupation of the villagers awareness. / A difusÃo de empreendimentos baseados nos princÃpios da construÃÃo sustentÃvel deu inÃcio a criaÃÃo de sistemas para avaliaÃÃo do desempenho da sustentabilidade destes empreendimentos. Muitos paÃses fazem uso de uma certificaÃÃo ambiental prÃpria e, no Brasil, apesar de recente, tambÃm existem sistemas de certificaÃÃes para medir o grau de construÃÃo sustentÃvel. A primeira certificaÃÃo brasileira a contemplar o contexto das construÃÃes do Brasil foi o AQUA (Alta Qualidade Ambiental) que à uma adaptaÃÃo do sistema de certificaÃÃo ambiental francÃs Ãs especificidades do mercado de construÃÃo civil brasileiro. A outra certificaÃÃo brasileira à o Selo Casa Azul lanÃado pela CAIXA. Esse selo busca abranger tambÃm a construÃÃo de habitaÃÃes de interesse social as quais sÃo financiadas pela CAIXA. Nesse contexto o presente trabalho busca analisar as melhorias necessÃrias ao Selo Casa Azul para a implantaÃÃo em empreendimentos de HIS (HabitaÃÃo de Interesse Social). Para alcanÃar o objetivo, foi realizado inicialmente um estudo comparativo de certificaÃÃes ambientais, com posterior anÃlise de projetos de HIS com o intuito de verificar o nÃvel de atendimento aos requisitos do selo casa azul. Por fim, foi realizada uma entrevista com os construtores desse tipo de empreendimento e com os gerentes da CAIXA que buscou levantar as facilidades e dificuldades de implantaÃÃo do selo. Como conclusÃo viu-se que, os requisitos do selo casa azul tÃm uma pequena deficiÃncia em relaÃÃo aos outros selos jà utilizados no paÃs. Verificou-se ainda o baixo atendimento dos empreendimentos de HIS aos requisitos do selo em questÃo, assim como foram identificados a falta de conhecimento tanto dos construtores quanto dos moradores e o valor baixo pago pela Caixa para financiamento de projetos de HIS, o que dificulta a implantaÃÃo dos requisitos exigidos. Como melhoria propÃs-se a inserÃÃo de novos requisitos ao selo. Sugere-se ainda uma revisÃo dos valores pagos pela CAIXA para empreendimentos de HIS assim como um maior incentivo para que as Construtoras tenham interesse em aderir ao selo. Aponta-se ainda como proposta de melhoria um trabalho de conscientizaÃÃo pÃs-ocupaÃÃo dos moradores.
