Připravenost Zdravotnické záchranné služby hl. m. Prahy na zásah při chemické hrozbě v metru / Prague Emergency Medical Services Preparedness for Medical Intervention During Chemical Threat in Metro

The goal of this theses is to analyse the preparedness of Prague Emergency Medical Services (hereinafter Prague EMS) for chemical attack in subway (metro). The theoretical part states general information about chemical terrorism and the Integrated Rescue System's solution. The research part focuses on procedures following from Integrated Rescue System Common Type Activity during joint action - Reaction on chemical attack in subway (hereinafter STČ 13/IZS). This document was subjected to content analysis to meet the goals. The work then focuses on the evaluation of Prague EMS training Metro 2014 whose goal was to practice the procedures and joint deployment of Integrated Rescues System members and other subject according to STČ 13/IZS. For the evaluation complexity, the results were supplemented by SWOT analysis which pointed at another usable knowledge. All conclusions are clearly organized in charts and they are efficiently worked with to set new measures and recommendations which would increase the preparedness of Prague EMS for chemical attack in metro. The goal of this work to assess the level of preparedness and to submit final protocol to organisation's crisis management was fulfilled. The main benefit of this work is a recommendation for the reinforcement of crisis preparedness at Prague EMS. Furthermore the work brings new expert findings to solved problematics.

Ochrana obyvatelstva v případě úniku nebezpečných chemických látek / Inhabitants Protection in Case of Release of Dangerous Chemical Substances

In the consciousness of the inhabitans of the Czech Republic, first of all extraordinary natural events of catastrophic character as floods, fires and an important phenomenon today, windstorms, remain. However, in the last decades, as a result of the development of economy, we are surrounded more and more by chemical substances, becoming a part of our lives which can cause the occurrence of extraordinary situations, for example during the storage, transport or their usage. They can influence us first of all by the occurrence of possible accidents. For this reason, the goal of this thesis is to elaborate a comprehensive survey and a more detailed characteristic of the most frequently applied or through chemical terrorism misused dangerous chemical substances. The system of the protection of inhabitants in the Czech Republic, the tasks of citizens as well as bodies of the public administration, the way of protection financing, co-operation on the international level as well as of individual components of protection of inhabitants as e.g. warning and announcing, evacuation system, emergency survival, shelters, decontamination, individual as well as unpremediated protection are described here. The knowledge of the public in that issue as well as differences in knowledge between intentionally selected age categories were established by means of a questionnaire.

Nebezpečí chemického terorismu v podmínkách České republiky / Danger of Chemical Terrorism in the Czech Republic

Based on the literature review was mapped situation of chemical terrorism in the Czech Republic. In the introductory part of the thesis mentioned characteristics and the distribution to terrorism, is focused specifically on the chemical, which is carried out by chemical weapons. It is the setting between the so-called weapons of mass destruction. To address the proper and timely handling of emergencies such as use of the Integrated Rescue System software tools that help to model the vehicle in a situation where there is some way to leak chemicals. In this work were selected 2 software – ALOHA and TerEx. According to the resulting values were selected substance that could be considered dangerous, so most libely diverted to terrorist attack. In conclusion, it was pointed out the hazard assessment of industrial chemicals, and was advised to prepare the content and scope of the threat of chemical attack.
