Ao analisar a história da Guerra do Pacífico, a história e a geografia dos países envolvidos, as sucessivas tentativas entre os envolvidos para solução da questão boliviana e discutir as teorias do poder continental e do poder marítimo, pretende-se levantar maiores subsídios para a compreensão do conflito histórico-geográfico entre Bolívia e Chile, que atualmente está sendo julgado pela Corte Internacional de Justiça. / Abstract: The aim of this work is to analyze the bolivian demand for a sovereign exit to the Pacific Ocean with the revision of the geopolitical theories of continental power and maritime power. In analyzing the history of the War of the Pacific, the history and geography of the countries involved, the successive attempts among those countries to solve the bolivian question and to discuss theories of continental power and maritime power, it is intended to raise greater support to understand the historicalgeographical conflict between Bolivia and Chile, which is currently a pending case at the International Court of Justice. / Mestre

Therefore, I propose to discuss the measures taken by the Democrat and his team of diplomats based on the analysis of the documentation released by the United States through the Chile Declassification Project, a collection poorly explored by the Latin American historiography. In examining the period from 1977 to 1981, there is a clear reorientation of American foreign policy, which leaves anticommunism to contemplate human rights. Unlike Argentina and Uruguay, Carter gave a vote of confidence to Augusto Pinochet after the closure of the Chilean secret police (DINA) and after heard the dictator’s proposal for a peaceful return to democracy. However, in the final half of the U. S President tenure, new acts of state sponsored terrorism orchestrated by the Chilean dictatorship were discovered and Carter opted for application of harsh economic sanctions for the Chilean government. We seek to understand whether these two different stages of the Chile-US relations have had some effect on the Chilean dictatorship. / Esta dissertação busca analisar como a política externa dos direitos humanos, liderada pelo presidente Jimmy Carter, interferiu na ditadura chilena de Augusto Pinochet. Para tanto, proponho discutir as medidas tomadas pelo democrata americano e sua equipe de diplomatas a partir da análise da documentação liberada pelos Estados Unidos através do Chile Declassification Project, coleção pouco explorada pela historiografia latino-americana. Ao analisar o período de 1977 até 1981, pode-se notar um claro redirecionamento da política externa dos Estados Unidos, que deixa de contemplar apenas o anticomunismo para dar espaço as questões referentes aos direitos humanos. Diferentemente da Argentina e do Uruguai, Carter deu um voto de confiança à Augusto Pinochet após conseguir garantir o fechamento da polícia de repressão (DINA) e ouvir do ditador uma proposta para retorno pacífico à democracia. No entanto, na metade final do mandato do presidente americano, novos indícios de terrorismo de Estado orquestrados pela ditadura chilena foram descobertos e Carter optou pela aplicação de sanções econômicas ao governo chileno. Busca-se entender se estas duas diferentes etapas das relações Chile-Estados Unidos surtiram algum efeito na diminuição da violência por parte da ditadura chilena.
