Magíster en Estrategia Internacional y Política Comercial / No autorizada por el autor para ser publicada a texto completo / En este estudio de caso se aborda la formulación de la política comercial chilena para dos productos cubiertos por el Sistema de Bandas de Precio: el trigo y la harina de trigo. Se examina su evolución después del resultado adverso para Chile de la controversia en la OMC en la que fue parte demandada, siendo Argentina la parte reclamante. Se plantea que, tras los resultados de esta controversia, no se ha producido en Chile una liberalización de la política comercial relativa al trigo y la harina de trigo, estudiando los mecanismos de la regulación multilateral, bilateral y nacional bajo los cuales se ha dado aquello. Se muestra, en particular, que los progresos en materia de liberalización ocurridos en el marco de los acuerdos comerciales bilaterales firmados por Chile coexisten con un sesgo proteccionista en la aplicación de medidas de contingencia. / This case study addresses the development of Chilean trade policy for two products covered by the Price Band System: wheat and wheat flour. It examines its evolution after the adverse result for Chile of the dispute before the Dispute Settlement Body of the WTO, in which Chile was defendant, being Argentina the complaining party. The hypothesis guiding this work is that, following the outcome of this dispute, there has not been in Chile a liberalization of trade policy on wheat and wheat flour. The regulation mechanismsat the multilateral, bilateral and national level, under which the former takes place, are studied. It shows in particular that progress in liberalization occurred in the context of bilateral trade agreements signed by Chile coexists with a protectionist bias in the implementation of contingency measures.
