Constructing ambiguous identities negotiating race, respect and social change in 'Coloured' schools in Cape Town, South Africa

Spatial and social lived realities, the continued importance of belonging - to feel part of a community, mean that identifying as 'coloured' in South Africa continues to be contested, fluid and often ambiguous. This thesis considers the changing social location of 'coloured' teachers through the narratives of former and current teachers and students. Education is used as a site through which to explore the wider social impacts of social and spatial engineering during and subsequent to apartheid. Two key themes are examined in the space of education, those of racial identity and of respect. These are brought together in an interwoven narrative to consider whether or not 'coloured' teachers in the post-apartheid period are respected and the historical trajectories leading to the contemporary situation. Two main concerns are addressed. The first considers the question of racial identification to constructions of self-identity. Working with post-colonial theory and notions of mimicry and ambivalence, the relationship between teachers and the identifier 'coloured' is shown to be problematic and contested. Second, and connected to teachers' engagement with racialised identities, is the notion of respect. As with claims to identity and racial categorisation, the concept of respect is considered as mutable and dynamic and rendered with contextually subjective meanings that are often contested and ambivalent. Political and social changes affect the context within which relations to identities are constructed. In South Africa, this has shaped a shift away from the struggle ideology of non-racialism and the respect that could be accrued through this. This process also complicated the status recognition respect historically associated with teaching. As local, national and global contexts have shifted and processes of globalisations have impacted upon cultural and social capital, the prestige and respect of teaching have changed. Appraisal respect has become increasingly important, and is influencing contested concepts of respect and identity. As these teachers exert claims to identities which include assertions of belonging in relation to race and attempts to earn respect, these processes are shown to be elusive and ambiguous. As a trans-disciplinary thesis, this work is located at the intersection of, and between, geography, education, history, anthropology, politics and sociology. Utilising a wide range of materials, from documentary sources, archives, participant observation, interviews and life histories, a multilayered story is woven together. The work's originality stems from this trans-disciplinary grounding and its engagement with wide ranging theoretical approaches. This thesis argues that the lived experience of educators reflects the ambiguous and contentious experience of 'coloureds' in Cape Town. Drawing upon wider literature and debate, the contested location of education - its commodification - in South Africa reflects broader concerns of educationalists in the North and South, and is imbued within concerns over development and sustainability.

Socio-economic development of the Coloured community since the Theron Commission

In 1976 the Theron Commission reported on coloured poverty and recommended widespread reform to the apartheid system to incorporate coloureds into social and economic life on an equal footing with whites. The commission was of the opinion that the poorest 40% of coloureds lived in a state of chronic community poverty. This conclusion was based on the culture of poverty approach, which states that negative external factors and an internal process of self-perpetuation can sometimes combine to cause a povertysyndrome. The original culture of poverty approach was widely misinterpreted and criticised and consequently lost much of its support. However, if properly understood, the approach can still be used effectively. Since the Theron commission made a healthy reinterpretation of this approach it also provides a good theoretical framework to analyse coloured poverty. The socio-economic position of coloureds has improved markedly since the era of the Theron commission. Total fertility rates and infant mortality rates declined, while life expectancy increased. The educational status of coloureds increased considerably. There is, however, still a large disparity between rural and urban coloureds. The per capita income of coloureds almost doubled in this period. This rise in income can be attributed to an improvement in occupational status (which was in turn influenced by an improvement in educational status) as well as a decrease in wage discrimination. In spite of the overall improvement in the socio-economic position of coloureds, poverty rates did not decrease significantly since the era of the Theron Commission. Although poverty is still more widespread in rural areas, there has been a relative improvement in the socioeconomic position of rural coloureds and agricultural labourers. This has partly been caused by the urbanisation of the rural poor. Coloured poverty is, however, still at much lower levels than black poverty. Since the era of the Theron Commission the culture of poverty has been positively influenced by several factors: racial discrimination in public education and other social spending decreased, levels of education improved and contributed to the rise in per capita income, social work has become better focussed and is provided on a more equal basis and the socio-political emancipation of coloureds were achieved with the rise of a democratic society. However, it seems that the good economic growth rates during the 1960's and early 1970's provided the biggest thrust to the upward socio-economic mobility of coloureds and played a more important role than the Theron report or any other socio-political changes. It can be concluded that the culture of poverty as it existed at the time of the Theron report has weakened considerably and that the approach should therefore not be used as the basic model to describe the socio-economic position of poor coloureds any more. Current anti-poverty measures should be focussed on job creation, community building and education. / AFRIKAANSE OPSOMMING: Armoede is 'n wydverspreide probleem in die kleurlinggemeenskap van Suid- Afrika. In 1976 het die Theron Kommissie ondersoek ingestel na kleurling armoede en hulle het drastiese veranderinge aan die apartheidstelsel voorgestel om die sosio-ekonomiese vooruitgang van kleurlinge te verseker. Die kommissie het aangevoer dat die armste 40% van die kleurlingbevolking in 'n toestand van chroniese gemeenskapsarmoede verkeer. Tog lyk dit of die goeie ekonomiese groei van die sestigerjare en vroeë sewentqerjare 'n groter invloed op die opwaartse sosioekonomiese mobiliteit van kleurlinge gehad het as die Theron verslag en ander sosio-politieke veranderinge. Die gevolgtrekking kan gemaak word dat die kultuur van armoede soos dit gemanifesteer het in die tyd van die Theron verslag in so 'n mate verswak het dat die benadering nie meer gebruik moet word as die basiese model om die sosioekonomiese toestand van arm kleurlinge te beskryf nie. Dit beteken egter nie dat daar nie nog steeds akute armoedeprobleme in sekere dele van die kleurlinggemeenskap bestaan nie. Huidige armoede-verligtingsbeleid moet fokus op werkskepping, gemeenskapsbou en onderwys.

Segregated housing and contested identities: the case of the King William's Town coloured community, 1895 - 1946

This thesis is a case study of the dynamics of coloured housing in King William's Town between 1895 and 1946. The impact of spatial segregation on pre-apartheid coloured settlements in the Eastern Cape has largely been ignored up to the present. This needs to be rectified as the lack of in-depth enquiry can lead to misinterpretations that may influence contemporary politics and identity formation. Through research based on primary sources, it has become apparent that segregation in King William's Town was safeguarded and rationalized through the discourses of sanitation and civilization, and the practices of relocation and removal. The existing slum cond itions were used as a convenient excuse to implement municipal control. Segregation compounded the problem of poverty, inequitable access to housing and the provision of basic services. As a result, local coloured housing was increasingly characterised by a shortage of decent accommodation and basic services, decreasing home ownership and increasing municipal tenancy. In addition, through the implementation of the 1923 Natives (Urban Areas) Act and the 1934 Slums Act, high sanitation standards were set, but the Council itself provided inferior services. Ironically, conditions in the relocated municipal settlements were also not on par with the provisions stipulated in the Slums Act that were used to effect removal in the first place. The implementation of racially exclusive housing was, therefore, not driven by a single role player. It was pioneered by the local authorities, legalised by national government and supported by the coloured elite, when needed, in an attempt to access decent housing. This occurred mainly through the political manoeuvring of the coloured elite, and specifically the African Political (later People's) Organisation (APO), the Afrikaanse Nasionale Bond (AN B) and the locally constituted Coloured Welfare Association (CWA) in King William 's Town. These organisations attempted to procure access to housing within the narrow boundaries of a prescribed identity. Segregated housing therefore fostered and sustained coloured identity. It consolidated feelings of separateness and division and provided impetus for the construction of race and even racial tension. Coloured identity attempted to serve as a rallying point to overcome differences in religion, family and social networks and place of residence in order to procure access to housing. It was not, however, able to overcome the occasional division between settlements, caused by well-developed placeidentities, which still inform the contemporary housing milieu. The coloured elite initially did not question the legitimacy of coloured identity. Only in 1939, under threats of increased residential segregation, combined with the resulting opposition in coloured protest politics, was the legitimacy of coloured identity publicly contested . By 1943, with the creation of the Coloured Advisory Council (CAC), local coloured unity proved to be insufficient. A division within the ranks of the local coloured elite was evident. As a result, the expression of coloured identity still remains contested in contemporary King William's Town.
