nÃo hà / A avaliaÃÃo do ensino superior no Brasil se destaca, na atualidade, indicando mudanÃas nas relaÃÃes entre as InstituiÃÃes de Ensino Superior (IES) e a sociedade, convertendo-se em tema que interessa ao Governo e aos diversos segmentos sociais. A expansÃo do ensino superior no Brasil ampliou a preocupaÃÃo com a qualidade da educaÃÃo, pondo em relevo a avaliaÃÃo institucional, como importante instrumento para acompanhar a oferta de ensino e perseguir a qualidade preconizada pela lei n 9394/96, que estabeleceu diretrizes e bases da educaÃÃo nacional (LDB). Com a aprovaÃÃo da Lei n 10.861/2004, que instituiu o Sistema Nacional de AvaliaÃÃo da EducaÃÃo Superior â Sinaes, a avaliaÃÃo ganhou novos contornos, ao considerar o aspecto institucional, os cursos e o desempenho dos alunos. Para avaliar o aspecto institucional, o Sinaes prevà que as IES devem perscrutar o perfil e ambiÃncia de sua atuaÃÃo, mediante uma autoavaliaÃÃo conduzida por ComissÃo PrÃpria de AvaliaÃÃo (CPA). Este cenÃrio motiva esta pesquisa que pretende analisar como se efetivam as aÃÃes da CPA no Instituto Federal de EducaÃÃo, CiÃncia e Tecnologia do Cearà (IFCE) à luz do Sinaes e quais evidÃncias apontam para a construÃÃo da cultura de avaliaÃÃo e a consequente melhoria da qualidade dos cursos de graduaÃÃo do IFCE. Como percurso metodolÃgico, amparando-se na legislaÃÃo especÃfica e em referencial teÃrico atinente ao tema, situa-se a avaliaÃÃo institucional nas IES, em seu contexto polÃtico, atà à instituiÃÃo do Sinaes. Por meio de uma pesquisa predominantemente exploratÃria e descritiva, de carÃter documental, com abordagem qualitativa e quantitativa, tendo como procedimento tÃcnico o estudo de caso, evidencia-se o histÃrico, a composiÃÃo e a forma de atuaÃÃo da CPA no IFCE. Com base em questionÃrios aplicados, apresenta-se a visÃo de gestores e representantes da comunidade acadÃmica sobre a atuaÃÃo da CPA, alÃm das reflexÃes sobre as fragilidades e fortalezas dessas comissÃes, na Ãtica de seus membros. As anÃlises apontaram que a CPA tem relativa visibilidade entre os gestores, professores e tÃcnicos administrativos, sendo menos reconhecida entre alunos. Identifica-se, tambÃm, o enfrentamento de pontos fracos apontados pela CPA por meio de aÃÃes estratÃgicas do planejamento do IFCE, alÃm das principais dificuldades elencadas pelos membros da CPA, para a atuaÃÃo plena das comissÃes. Por fim, evidenciam-se alguns esforÃos rumo à disseminaÃÃo da autoavaliaÃÃo na instituiÃÃo, no entanto hà ainda muitas dificuldades a serem vencidas para que se consolide a cultura de avaliaÃÃo. / The evaluation of higher education in Brazil stands out nowadays, indicating changes in the relations between Higher Education Institutions (IES) and society, becoming an issue that interests the Government and the several social segments. The expansion of higher education in Brazil has increased concern about the quality of education, thus highlighting the institutional evaluation as an important tool to monitor the education offer, and to pursue the quality advocated by Law No. 9394/96, which established the Guidelines and Bases of National Education (LDB). With the approval of Law No. 10.861/2004, which created the National System of Higher Education Evaluation â SINAES, evaluation has gained new contours by considering the institutional aspect, programs, and studentsâ performance. To evaluate the institutional aspect, SINAES anticipates that IES should scrutinize the profile and ambience of its performance through a self-evaluation conducted by the Own Evaluation Committee (CPA). This scenario motivates this research, which intends to analyze how the CPA actions become effective at the Federal Institute of Education, Science and Technology of Cearà (IFCE) in the light of SINAES, and what evidence points to the construction of the evaluation culture, and the consequent quality improvement of IFCE under-graduation programs. As a methodological approach, supported by the specific legislation and the theoretical referential related to the subject, the institutional evaluation has been carried out in IES, in their political context, until the establishment of SINAES. Through a predominantly exploratory and descriptive research, with a documentary character, and qualitative and quantitative approach having the case study as a technical procedure, one evidences the history, composition, and how the CPA works at IFCE. Based on the questionnaires applied, the vision of managers and representatives from the academic community about the CPA performance are presented, in addition to the reflections on the weaknesses and strengths of those committees, under the view of their members. The analyses have shown that the CPA has relative visibility among managers, professors, and administrative staff, being less recognized among students. Coping with the weaknesses pointed out by the CPA through the strategic planning actions of IFCE is also identified, besides the main difficulties listed by the CPA members, for the full performance of the committees. Finally, some efforts towards the dissemination of self-evaluation in the institution are evidenced; however there are still many difficulties to be overcome in order to consolidate the evaluation culture.
