The purpose of this article is to highlight the importance of the Proportionality Principle as a valid legal criterion to determine when a given industry must be ex ante regulated by the Government through a specific sectorial regulatory framework or whether the application of the general antitrust and competition laws to such industry must be considered as a valid alternative. To this ends, this article analyzes the case of the Argentinean Law of Audiovisual Communications Services as it was treated by the Supreme Court of Argentina in the Grupo Clarín case. / En este trabajo se pretende señalar la importancia del principio de proporcionalidad como un criterio jurídico válido para determinar cuándo una determinada industria debe ser regulada de modo sectorial y ex ante o cuando resulta preferible hacerlo mediante modalidades menos intrusivas como, por ejemplo, el régimen de defensa de la competencia. A estos efectos, se utilizará como ejemplo lo ocurrido en la República Argentina con la Ley de Servicios de Comunicación Audiovisual y su tratamiento por la Corte Suprema de Justicia en el caso del Grupo Clarín.

These Spacecraft Onboard Interface (SOIF) standards will be directed towards a spacecraft architecture, as a distributed system of processors and busses. This paper will review the services that are being proposed for SOIF. These services include a Command and Data Acquisition Service, a Time Distribution Service, a Message Transfer Service, a File Transfer Service, and a CCSDS Packet Service. An Instrument & Subsystem “Plug & Play Service is currently under study, but is included in this paper for completeness.

This study presents detailed analyses of public relations practices of the Communications Services Department, Dallas (Texas) Power & Light Company. Information sources included interviews with company personnel, company publications, and other publications. Four chapters deal with unique problems with which the electric utility industry in the United States is confronted; history and development of the electric power industry in Dallas; history and development of Dallas Power & Light Company, and organizations, functions, and operations of Communications Services Department of Dallas Power & Light Company. The study finds much strength in the department, but recommends several minor writing and clerical changes in the department's practices. It recommends further scholarly examination of public relations activities in other electric utilities.

Title Consumer in Contracts Concluded on the Electronic Communications Market. Abstract This diploma thesis Consumer in Contracts Concluded on the Electronic Communications Market deals with issues that every consumer might be interested in. Its aim is to make the reader familiar with the de lege lata status focusing on the protection of the rights of the distance contracts participants being consumers. Further, the dissertation deals with its intended amendment having been initiated by the Czech government and the de lege ferenda status. There is also a consideration whether the current level of regulation in place resulted from the act, the regulator and the EU has not exceeded a certain rational limit - in which case it would mean that the regulation itself has become non-efficient and could be regarded as a large further development barrier. The dissertation also involves and mentions the most characteristic institutes which can be found in concluded contracts, e.g. contractual penalty, unilateral changes made by contract provider or withdrawal from the agreement. Such institutes - which cannot be construed as consumer friendly - are sometimes overused by the service providers and thus make the consumers unsatisfied and indignant.
