An investigation of changing socio-economic conditions, opportunities and development interventions in small Eastern Cape towns in South Africa

Small towns internationally and in South Africa are becoming increasingly marginalised, and they are often experiencing economic downturn, demographic shifts and a rearticulation of their role in the urban hierarchy. In the case of South Africa many of these small towns are also faced with low levels of social development. The urgent need to address such conditions is evident by the fact that a large proportion of the South African population resides in small towns, and their surrounding hinterlands. This said, there are examples of small towns, internationally and in South Africa which, through the use of various Local Economic Development actions, have managed to remain sustainable, and in some cases become economically viable localities once again. In light of the above, the research conducted for this thesis seeks first to establish the socio-economic changes occurring over time in three small towns in the Eastern Cape Province of South Africa, namely Stutterheim, Bedford and Hamburg. Secondly, the research aims to identify the nature of LED activities in the three small towns, highlighting those factors contributing to the success of LED initiatives as well as those factors inhibiting LED in small towns. This is done with the intention of developing future lessons for LED in small towns. The research was conducted using a mix of qualitative and quantitative data generated through the interviews with key role players in each town, as well as secondary data sources. Findings from the research suggest that the small towns investigated are characterised by low levels of socio-economic development. In addition, it appears that the development opportunities for the towns are limited. Current initiatives are being driven by private role players with local government being largely uninvolved. Such initiatives are limited in nature, with benefits only felt by small groups of the local community. However, examples do exist of where LED has successfully benefited the broader spheres of the local community, thus suggesting that if implemented properly such an approach does have potential to assist in the socio-economic development of small towns. In light of this, a number of lessons are identified for LED in small towns, including the need for strong leadership, community involvement, partnerships between role players, and planning for project sustainability.

Community participation in integrated development planning of the Lepelle-Nkumpi Local Municipality

The Constitution of the Republic of South Africa (Act 108 of 1996), section 152(1)(e) encourages the involvement of communities and community organisations in local government matters. The Municipal Systems Act (Act 32 of 2000) requires the municipality to develop a culture of municipal governance that complements formal representative government with a system of participatory democracy. The communities play a vital role in the preparation, implementation and review of the Integrated Development Plan (IDP). The aim of this study was to determine the role of community participation in the IDP process of Lepelle-Nkumpi Local Municipality. This study also assessed participation in integrated development planning in the Lepelle-Nkumpi Local Municipality. The conclusion of the study focused on the process, procedures, legislations and guidelines on community participation in the Integrated Development Plan (IDP) of Lepelle-Nkumpi Local Municipality. It was recommended that Lepelle-Nkumpi Local Municipality must establish appropriate mechanisms, processes and procedures to enable the local community to participate in the affairs of the municipality. / Public Administration and Management / M.A. (Public Administration)

Natural resource management and local knowledge in transition : an anthropological perspective from the Laka of Mapela

This study sets out to analyse the relevance of cultural values and perceptions, which form the basis of the "local knowledge" of grassroots people, in the natural resource management of the Laka of Mapela who live in the former Lebowa homeland in the Northern Province of South Africa. Due to the fact that political transitions affect the traditional authority system, it further explores the role of traditional leaders regarding control and decision-making over natural resources as well as the activities of oppositional groups at local level, and their attitudes towards land tenure issues. Natural resource management is approached holistically because, in grassroots perceptions, the natural world does not "stand on its own" and is not dissected into manageable units but forms part of a wider cosmos which is made up of human beings, nature and the supernatural. A happy life of people, fertile soils and rich botanical resources are inseparable from harmony in the cosmos. Misfortune, natural resource degradation and scarcity are consequently explained with a state of flux, or imbalance, in these cosmic relationships which have to be restored by people in order to survive. The general conclusions suggest that these local perceptions of natural resource management cannot be ignored from the development arena as well as by outside scientists and practitioners. Rather, in order to develop more progressive approaches for sustainable management in the former homelands, policies and plans have to be compatible with the worldview of local people to enhance their acceptance and implementation. / Anthropology and Archaeology / D. Language policy and planning in the Tshwane Metropolitan Municipality: the challenges of implementation

This study explores the challenges related to language policy and planning in the City of Tshwane Metropolitan municipality. The study sets to look at the at the challenges affecting successful implementation by the City of Tshwane Metropolitan Municipality as a state organ charged with local development and service delivery for the communities. In terms of the Municipal Systems Act of 2000 municipalities are expected to respond to the language use and preferences of their local communities by making sure that their language policies are fully implemented. The researcher highlights that in instances where municipalities communicate information they are required to make special provision for the speakers of African languages in the communities that they serve in the languages they best understand. This work looks at various statutory language policy documents in South Africa in particular, that give the task of language policy implementation to municipalities as they are the local extension of the national government. This study also argues that municipalities are critical to implementation of language policy. It further notes that in order for the full social, economic and political transformation to take place in municipalities they have to be transformed linguistically in a radical way whereby all the official languages play a major role in all these spheres than before. This view is held by many scholars and researchers in the areas of language policy and planning. This study highlights that the challenges to successful language planning and policy in the government sectors are due to lack of commitment by the government, language practitioners and planners and increased monolingualism in the municipality. The study further explores the language policy and plan of the City of Tshwane Metropolitan Municipality and the the strategies that can contribute to successful optimization of language resources of the Tshwane Metropolitan Municipality in order to give effect to the use of local languages as contained in policy documents and also establish how the city of Tshwane can better reinforce its strategies to implement this language plan and policy. The main focus area of this research is on the language policy and plan of the City of Tshwane Metropolitan Municipality and assesses whether the language practices in these institutions are reflective of their policy and plan. It is hoped that the study will be able to give policy makers and those tasked with implementation, especially at government municipalities’ strategies for improvement in the functionality and the implementation of their language policies and plans. It is also hoped that recommendations and challenges highlighted by this research will be of a better assistance on how to better reinforce strategies to implement the language plan and policy in the government sectors.

However, teachers in poor schools in the rural areas generally find it difficult to conduct practical work. An outreach project ‘Science for Rural Communities’ was launched to address this problem. The purpose of this study was to investigate the nature and coherence of the project and its influence on science teachers’ content knowledge, skills and classroom practice. The research is situated within a qualitative interpretive paradigm and has adopted an evaluative research design, underpinned by grounded theory as a method of analysis. The use of an evaluative framework normally used for curriculum innovation was adapted for the exploration of impact of the teachers’ professional development project. Teachers reported that they benefitted from participation in the project in various ways, such as increased conceptual understanding of science knowledge, improved practical skills and enhanced confidence. However, there were some inconsistencies identified in terms of project intentions and project outcomes. Pre-conditions, challenges and opportunities for community-based tourism in Mpondoland in the Eastern Cape Province of South Africa

Thesis (MTech (Tourism and Hospitality Management))--Cape Peninsula University of Technology, 2015. / Research indicates that community-based tourism (CBT) has economic relevance and is often viewed as an alternative source of income for rural communities that are endowed with rich cultural and natural tourism resources, yet the success of CBT projects is negligible. This research was designed to explore the importance of considering pre-conditions for CBT before proceeding with the actual implementation of the project with a sample of CBT project members directly involved in CBT. Ignoring this fundamental step often led to failure of CBT projects. The research sought to establish whether the CBT projects in Mpondoland were either faced with challenges or presented with opportunities and to propose a CBT Pre-condition Management and Evaluation Model (PEM). The participants were selected because of their relevant knowledge and experience in relation to the case. All seventeen members who were operating a CBT business at the time of the study in the village of Noqhekwane and all five members from the village of Ndengane were approached to participate in the study. This study employed a mixed-methods approach for data collection, more specifically, the qualitative approach was used to gather more in-depth information from respondents, based on their CBT project in the context of their specific socio-economic status, their local environment, education levels, management and background of their project, and infrastructures of the area. Interpretive analysis was used to analyse the qualitative data using thematic categories from the analysis as sub-headings. Other data collected from the responses was analysed using the Statistical Package for the Social Sciences (SPSS) version 21.0.

Woodstock small business development initiatives : an impact study

The Woodstock Salt-River Revitalisation Framework (WSRRF, 2002) served to guide these initiatives in order to achieve their various objectives, which included, inter alia, the development of small business. Often, official initiatives cannot adequately meet the needs of all stakeholders. The benefits that are derived from these initiatives may differ amongst stakeholders owing to their varying expectations and perceptions. The main research problem that was identified relates to reasons why the impact of this framework initiative is currently not appropriately understood and, as a result, not effectively and efficiently implemented. Hence, this research study evaluates the extent to which the Revitalisation Framework has affected the development of small businesses within the study area.

Community garden projects have been used as poverty alleviation many years ago and as it are today. Community garden projects provide food like, fresh vegetables, fruits, grain, and other natural products such as wood, flowers and herbs for poor communities. The unemployment rate in South Africa is an ongoing issue; however this has made the South African government to an emphasis on community garden projects. Although there has been a commitment by South African government to promote use of community garden projects to address food insecurity, however food security still remain a major developing problem in this country. The objectives of this study were to identify aspects that may contribute to failure of critical Food Security Community Gardens as poverty alleviation projects. To identify critical success factors related to community garden projects. To address the issue of food insecurity cape flats residents in Cape Town. To find a solution to failure of critical Food Security Community Gardens as poverty alleviation. A questionnaire was developed and used as a tool to acquire inputs to satisfy the research questions. This study was based on material that was collected from school, churches, clinics, and community residents. The findings were: identification of the project risk, horticultural skills, project leadership, and land tenure and water accessibility is critical for project success. Households sometimes spend a day without eating any vegetable. The households are not always got their vegetable from community garden projects. There is a lack of project leadership skills and effective communication. Community members are educated on garden skills, Opportunity are given to children to apply gardening skills, Community parks and gardens are used to share knowledge. The analysed data has led to recommendations that it is most important to identify critical success factors that are specifically to community garden projects in order to succeed. The results from the study could enable community members, professionals and assist government officials who are involved in addressing food insecurity in order to alleviate poverty.

The implementation of a RDP public works programme in the Greater Johannesburg TMC

M.A. / The South African development context is characterized by high levels of unemployment and poverty. It is therefore imperative to address these two aspects if any advancement in regard to development is to be achieved. Several options are available to development agents and government structures alike. The pre-requisite, however, for the selection of an option is sustainability. A Public Works Programme (PWP) holds the potential of impacting on South Africa's high levels of unemployment and poverty. Although this programme needs to be implemented alongside similar economic upliftment initiatives, a PWP can contribute significantly to the improvement of the SA development situation. The nature of a PWP has changed from purely creating jobs, to including training and education as essential components of a PWP. Only by including the latter components, can a PWP be deemed sustainable and impact directly on the lives of the participants. With the transformation to a new political dispensation in April 1994, SA also embarked on formulating a holistic and comprehensive development approach and vision. The final product was the Reconstruction and Development Programme. This Programme established the broad framework in which development policy and implementation take place. The RDP consists of various development aspects, all aimed at improving the SA development context. One of these aspects is focused at the upliftment and stimulation of the economy. The PWP forms part of the overall economic strategy. From this theoretical point of departure, the National PWP was formulated. One of the main factors that contributed to the slow development and implementation of the NPWP was the absence of local government structures. Local government structures underwent similar changes to those experienced at national level. In addition to the structural and geographical changes, the responsibilities of local government increased due to decentralisation of powers and functions from national government. Now local government holds the position of "development facilitator" instead of being a mere supplier of municipal services. Local economic development within the specified area has been emphasised as an urgent matter that needs to be developed and supported by local government. The NPWP fits perfectly into this mould. This study investigates the nature of the NPWP and the role of local government in its implementation with specific reference to a Gauteng local authority, the Greater Johannesburg Transitional Metropolitan Council.
