Establishing Criteria for Implementing and Evaluating Community Agency Involvement in Service-Learning

Indiana University-Purdue University Indianapolis (IUPUI) / Many academicians, business people, and government officials are calling for college students to not only earn a degree but to leave college ready to be active and engaged citizens in their communities. One of the fastest-growing responses to this call within higher education has been the introduction of service-learning courses across disciplines. This study was designed to attempt to bring some focus to community agency needs and desires in service-learning relationships, both in domestic and international programs. Factors and criteria frequently cited in the literature as important to community agencies and when creating partnerships were compiled into a list of 10 criteria. Community agencies and faculty/staff involved in service-learning at Indiana University-Purdue University Indianapolis (IUPUI) were then asked to respond to each factor, indicating how important each was to them and how satisfied they were with how each factor was carried out in their current relationship(s). Overall, the 62 respondents found having interaction based on mutual respect and relationships built on trust as most important and the factors with which they are most satisfied. Faculty/staff respondents tended rate each factor as more important than community agency respondents, though there were no significant differences between the two groups’ satisfaction ratings. International respondents, including both faculty/staff and community agency respondents, in general, rated each item more important and reported greater satisfaction than domestic respondents. Aspects of the relationships under study, including frequency of interaction, type of interaction, and frequency of supervising service-learning students, were also related to respondents’ ratings of each factor. Even with limitations, the study helps move toward a greater understanding of working with community agencies, establishing criteria to aid in evaluating and implementing service-learning relationships, and providing a base for future studies.

Planning from the fringes: women’s organized action and community planning: a case study of the Nicola Valley Women in Action, Merritt, B.C.

Women's community organizing for change has the potential to improve many aspects of women's lives, the lives of their families, and community members at large. Yet the role of women's organized action in shaping the social environment is not well understood and is rarely supported by the mainstream institutions of planning. In rural areas, women's contributions to community planning may be even less apparent given the voluntary nature of their work and the lack of sensitivity paid to women's particular needs. The purpose of this study is to contribute to contemporary planning thought by providing some insight in to why, to what extent, and how women successfully organize to meet their social needs in rural communities. Two themes are examined: (1) the motivating factors that led to the development of a women's planning rganization, the Nicola Valley Women in Action, (NVWIA) in Merritt, B.C., and; (2) the dynamic forces in this community that support and/or limit women's abilities to engage in gender-informed community planning. A literature review outlines the need for gender-sensitive approaches to planning and the potential of women's community organizing for change (feminist activism) to serve as a catalyst for gendersensitive planning praxis. To explore the experiences of a particular group of women engaged in community organizing from a feminist perspective, a case study of the NVWIA is described through a review of organizational material and interviews with members. The principal findings are: (1) there was a definite need for gender-sensitive planning to meet the social needs of women in Merritt; (2) factors such as the lack of gender-sensitivity in institutional planning, the existence of barriers to women's involvement, and the dearth of opportunities for women in Merritt to influence decision-making motivated the development of the NVWIA; (3) opportunities, including government incentive, municipal support, inter-agency co-operation, organizing skills and member initiative, enabled the NVWIA to successfully respond to women's needs; and (4) constraints, including the absence of funding, philosophical differences, anti-feminist sentiment, and limits to voluntary time, hinder the ability of the NVWIA to continue its efforts. The study highlights the value of supporting women's community organizing as a means of encouraging planning approaches in rural areas that are gender-sensitive. It concludes by identifying the implications for self-help and professional planners wishing to support women's organized action.

PROCESSES OF VILLAGE COMMUNITY FORMATION IN AN AGRICULTURAL SETTLEMENT SCHEME: THE INDIRA GANDHI NAHAR PROJECT, INDIA.

Anthropological research conducted in the Indira Gandhi Nahar Project area of the western Indian state of Rajasthan during 1984-1985 assessed the impact of agricultural land settlement planning on village community formation. The large-scale project, begun in 1957, has brought irrigation water to the extremely arid Thar desert and has brought irrigation water to the extremely arid Thar desert and has dramatically altered the social and physical landscape. Significant efforts have been made by the Government of Rajasthan to select settlers from the poor and landless population, as part of a social welfare policy, allocate agricultural land to them and create new settler communities. A single village, one of the earliest established by the project, was selected for the study of community formation. Historical and contemporary data were collected on five themes: (1) the settler household, (2) kinship, (3) patronage, (4) institution building, and (5) socieconomic stratification. For each theme area, a series of questions were asked regarding the impact of settlement planning. Although settlement planning has been a major influence on the study village, research revealed that settlers arrived under highly diverse circumstances and played diverse roles in the process of community growth. Research also revealed that the village community has maintained some traditional features of Indian social organization in the face of great upheaval associated with settlement. Both the indigenous families and some of the earliest unplanned settlers have developed large local kinship networks, assumed positions of wealth in a hierarchical caste system, and have been involved in building political institutions based on a stratified system. They have also been responsible for attracting later settlers, including both landless agriculturalists and, to a limited extent, service workers. The settlers selected according to settlement policies have not developed extensive kin networks and have been less active in institution building and developing patronage relationships.
