A conceptual model for acceptance and use of e-government in rural South Africa.

M. Tech. Business Information Systems / The government's intention is to extend the provision of government services to citizens beyond the traditional boundaries of time and space. Additionally to the face-to-face provision of government services, this could also be achieved through utilization of the Internet and the evolving information and communication technologies. This concept is what has brought about what is called the electronic government or e-government as some would refer to it. E-government is meant to facilitate service provision to citizens and businesses that the government has a mission to serve - including those handicapped due to physical, social, economic, geographical or cultural factors - independent of time and space. Equity and fairness, which drive governments social inclusion, dictate that disadvantaged groups should not experience inferior access to public services compared to other groups. Therefore, no matter what channel is decided upon by government to use to provide these services, it remains government's responsibility to cater for all its citizens and residents. How e-government is accepted and utilized by South African residents, especially in rural areas, is not adequately and properly understood. This study utilized and applied Unified Theory of Acceptance and Use of Technology to explore the acceptance and use of e-government in rural South Africa.

Business Information Systems / The adoption of Information and Communication Technology (ICT) solutions offer several potentials for most organisations (private and public) such as enabling effectiveness, efficiency, competitive advantage among others. As a result, we have seen several IT solutions implemented not only by private sectors but also by the backbone of public entities in the drive for efficiencies in service delivery such as the South African (SA) government. The SA government adopted Open Source Software (OSS) with the aim to reduce IT services cost, less dependencies on imported technology, skills, and flexibility. The SA government was less successful in achieving this aim due to OSS implementation challenges. These challenges among other things include support, funding, training, awareness, and human factors. In the midst of the OSS challenges, a potential alternative to address the same objectives aimed by OSS is Cloud Computing adoption. Cloud Computing is the latest phenomena that promises better potentials especially IT cost reduction, effectiveness and efficiency of IT services. The purpose of this study is to explore the feasibility of Cloud Computing adoption in SA government as a cost effective approach for IT services.

A generic campus grid computing framework for tertiary institutions : the case of the University of Stellenbosch

However, with the advent of PCs and inter-networking thereof, the new tools (hardware and software) enabled the scientific community to tackle more complex research challenges and this led to a better understanding of our environment. The development of the Internet also enabled research communities to communicate and share information in real time. However, even the Internet has limitations of its own when it comes to the need of sharing not only information but also massive storage, processing power, huge databases and applications, expensive and delicate scientific instruments, knowledge and expertise. This led to the need for a networking system that includes these above-mentioned services, using the Internet infrastructure, semantic web technologies and pervasive computing devices, which is so called Grid Computing. This research study deals with a Generic Campus Grid Computing framework, which mobilizes the available idle/extra computing resources residing in the faculty-computing centres for use by the e-community on CPU-intensive or Data-intensive jobs. This unused computing capacity could be utilized for Grid computing services; hence, the already available resources could be more efficiently exploited. Besides, this could be a huge saving when compared to the cost of acquiring supercomputers by these institutions. Therefore, this research study intends to establish a simple and functional Generic Campus Grid Computing Framework at this stage, with the consent that subsequent research studies could deal with further assessment in a more detailed perspective and practical implementation thereof. / AFRIKAANSE OPSOMMING: Voor die uitvinding van die Persoonlike Rekenaar is die omvang van navorsingsaktiwiteite beperk deur die voorafbestaande vermoëns van probleemoplossingsmeganismes. Met die verskyning van PR's en die daaropvolgende internetwerking daarvan, het die nuwe gereedskap (hardeware en sagteware) die wetenskaplike gemeenskap in staat gestel om meer komplekse navorsingsuitdagings aan te pak. Dit het gelei tot groter begrip van ons omgewing. Die onwikkeling van die Internet het navorsingsgemeenskappe ook in staat gestel om in reële tyd te kommunikeer en inligting te deel. Nietemin, selfs die Internet het gebreke wanneer dit kom by die behoefte om nie slegs inligting te deel nie, maar ook massiewe stoorruimte, verwerkingskrag, baie groot databasisse en toepassings, duur en delikate wetenskaplike toerusting, kennis en kundigheid. Dit het gelei tot die behoefte aan 'n netwerksisteem wat bogenoemde dienste insluit, deur gebruik te maak van Internet-infrastruktuur, semantiese web tegnologieë, en alomteenwoordige rekenaartoestelle. Hierdie sisteem staan bekend as "Grid Computing" of te wel Rooster Komputasie. Hierdie navorsingstudie handel oor 'n Generiese Kampus Rooster Komputasie Raamwerk wat die ongebruikte, ekstra komputasiebronne, wat beskikbaar is in fakulteite se rekenaargebruikersareas, mobiliseer vir gebruik deur die e-gemeenskap op SVE-intensiewe of Dataintensiewe toepassings. Hierdie ongebruikte komputasie kapasiteit kan aangewend word vir Rooster komputasie dienste; gevolglik kan die beskikbare bronne dan meer effektief benut word. Verder kan dit lei tot groot besparings wanneer dit vergelyk word met die koste om superrekenaars aan te koop deur die betrokke instansies. Dus, op hierdie stadium stel hierdie navorsingstudie dit ten doel om 'n eenvoudige en funksionele Generiese Kampus Rooster Komputasie Raamwerk te skep met dien verstande dat daaropvolgende studies sou kon fokus op verdere assessering met 'n meer gedetaileerde perspektief en met praktiese implementasie.

Decision support systems adoption by emerging farmers in the wine industry : a case study of the Western Cape, South Africa

Even though various issues have been pointed out to be contributing to the slow uptake of ICT by emerging farmers (Cox, 1995), McCartney (2007) however pointed out that DSSs can enhance gains in economic, social and environmental benefits. This study investigates how wine farmers use ICTs to support decision making in order to assist emerging farmers adopt and use the ICTs for decision making. Decision making is crucial; it is one of the most important tasks of management in running a successful business (Dralega, 2007). Emerging farmers have to operate in a complex environment and ICT use can lead to the effective use of information to support decision making in the industry. Experienced farmers use ICT tools to support decision making and use information to make informed decisions in their operations. Emerging farmers are at a distinct disadvantage as they have no previous knowledge of farming and have to find their way on a day to day basis. This has the potential of reducing profitability and sustainability of the emerging farmers who have entered the industry. The main research question is: "how can emerging farmers utilise ICT for decision making in the wine industry in the Breede River Valley region in the Western Cape?" Interviews were done to gather primary data. In this case it is information about the technological and information needs of farmers which might help them in decision making. The literature is reviewed in this study to gather secondary data. The study took an inductive approach and the epistemological stance in this study is interpretivism. The case study was used as strategy for the study. The interviewees emphasised the importance of ICTs in their decision making; they mentioned that without the use of ICTs in decision their businesses will crumble. In order to prosper in their business, emerging farmers need to invest in ICTs as this will also assist in improving livelihoods of the farmers and their workers.

Determinants of cloud computing: adoption and application by high school learners

The current study investigated the determinants of Internet services’ adoption and use among high school learners in the East London Education District, in the Eastern Cape. Underpinned by the Unified Theory of Acceptance and Use of Technology, the research questions included: (1) What is the effect of performance expectancy on the learner’s intention to adopt and use Internet services? (2) What degree of variation exists for effort expectancy on the learner’s intention to adopt and use Internet services? (3) How much of the determinants explain the usage of Internet services? (4) Which is (are) the best predictor(s) of Internet service usage given a set of determinants? (5) What is the effect of confounding variables (if any) on Internet services’ adoption and usage? (6) Which model can be designed based on the best predictor(s) of Internet services’ adoption and usage for secondary school learners? A quantitative approach based on the positivist paradigm was used to quantify the relationships among various factors that contribute to Internet services’ adoption and use. The research design used was a survey. Data were collected through structured questionnaires. Out of 286 questionnaires issued, the response rate was 40.6%. The study sample size was 116 high school learners using simple random sampling. The data was analysed using the multiple regression analysis technique, and Pearson correlations. Out of the four determinants from the UTAUT, performance expectancy was the strongest predictor of intention to adopt Internet services. Large positive correlations ranging from r = 0.638 up to r = 0.989 were found among performance expectancy and effort expectancy variables towards the intention to use Internet services, significant at p < 0.05. To enhance the efficiency of the UTAUT model, this study has designed the Adoption and Application of Technology for Learning (AATL) model, which added the price of Internet, persistent use of Internet, and perceptions about Internet use.

A feasibility study of wireless network technologies for rural broadband connectivity

The adoption of wireless broadband technologies to provide network and Internet connectivity in rural communities has conveyed the possibility to overcome the challenges caused by marginalization and many other characteristics possessed by these rural communities. With their different capabilities, these technologies enable communication for rural communities internally within the community and externally on a global scale. Deployment of these technologies in rural areas requires consideration of different factors - these are in contrast, to those considered when deploying these technologies in non-rural, urban areas. Numerous research show consideration of facts for deployment of broadband technologies in urban/ non-rural environments and a little has been done in considering facts for deployment in rural environments. Hence this research aims to define guidelines for selection of broadband technologies and make recommendations on which technologies are suitable for deployment in rural communities, thereby considering facts that are true only within these rural communities. To achieve this, the research determines the metrics that are relevant and important to consider when deploying wireless broadband technology in rural communities of South Africa. It further undertakes a survey of wireless broadband technologies that are suitable for deployment in such areas. The study first profiles a list of wireless communication technologies, determines and documents characteristics of rural communities in Africa, determines metrics used to declare technologies feasible in rural areas. The metrics and rural characteristics are then used to identify technologies that are better suited than others. Informed by this initial profiling, one technology: mobile WiMAX is then selected for deployment and further evaluation. A technical review of mobile WiMAX is then carried out by deploying it at our research site in the rural, marginalized community of Dwesa (Eastern Cape, South Africa). The final section of this research provides recommendations that mobile WiMAX, LTE and Wi-Fi are the best suitable technologies for deployment in rural marginalized environments. This has been supported by extensive research and real life deployment of both Wi-Fi and mobile WiMAX. This research also recommends consideration of the following facts when seeking deployment of these technologies in rural communities: the geographical setting of the target terrain, the distances between sources and target customers and distances between target communities, weather conditions of the area, applications to be deployed over the network, social well-being of the community and their financial freedom as well.

The literature study includes a discussion of marketing management and e-commerce in South Africa. Customer profiling is discussed to indicate the need and importance of knowing the customer. The quantitative research was done amongst the customers of Kalahari.net by means of an online questionnaire in 2003. The findings concluded that the customers browse the Internet between one and five hours per week. The customers are aged between 21 and 25, mostly female, predominantly English-speaking, married, two to three people per household, have a monthly household income of more than R18 000, are well-educated and are residing predominantly in Gauteng. Improving the robustness and effectiveness of rural telecommunication infrastructures in Dwesa South Africa

In recent years, immense effort has been channelled towards the Information and Technological development of rural areas. To support this development, telecommunication networks have been deployed. The availability of these telecommunication networks is expected to improve the way people share ideas and communicate locally and globally, reducing limiting factors like distance through the use of the Internet. The major problem for these networks is that very few of them have managed to stay in operation over long periods of time. One of the major causes of this failure is the lack of proper monitoring and management as, in some cases, administrators are located far away from the network site. Other factors that contribute to the frequent failure of these networks are lack of proper infrastructure, lack of a constant power supply and other environmental issues. A telecommunication network was deployed for the people of Dwesa by the Siyakhula Living Lab project. During this research project, frequent visits were made to the site and network users were informally interviewed in order to gain insight into the network challenges. Based on the challenges, different network monitoring systems and other solutions were deployed on the network. This thesis analyses the problems encountered and presents possible and affordable solutions that were implemented on the network. This was done to improve the network‟s reliability, availability and manageability whilst exploring possible and practical ways in which the connectivity of the deployed telecommunication network can be maintained. The development and evaluation of a custom-built synchronous online learning environment for tertiary education in South Africa

The Departments of Computer Science and Information Systems at Rhodes University currently share certain honours-level (fourth year) course modules with students from the corresponding departments at the previously disadvantaged University of Fort Hare. These lectures are currently delivered using video-conferencing. This was found to present a number of problems including challenges in terms of implementing desired pedagogical approaches, inequitable learning experiences, student disengagement at the remote venue, and inflexibility of the video-conferencing system. In order to address these problems, various e-learning modes were investigated and synchronous e-learning were found to offer a number of advantages over asynchronous e-learning. Live Virtual Classrooms (LVCs) were identified as synchronous e-learning tools that support the pedagogical principles important to the two universities and to the broader context of South African tertiary education, and commercial LVC applications were investigated and evaluated. Informed by the results of this investigation a small, simple LVC was designed, developed and customised for use in a predominantly academic sphere and deployment in a South African tertiary educational context. Testing and evaluation of this solution was carried out and the results analysed in terms of the LVC’s technical merits and the pedagogical value of the solution as experienced by students and lecturers/facilitators. An evaluation of this solution indicated that the LVC solves a number of the identified problems with video-conferencing and also provides a flexible/customisable/extensible solution that supports highly interactive, collaborative, learner-centred education. The custom LVC solution could be easily adapted to the specific needs of any tertiary educational institute in the country, and results may benefit other tertiary educational institutions involved in or dependant on distance learning.
