Reestruturação do setor eletrico brasileiro - A necessidade da componente social no modelo competitivo

A estratégia adotada para alcançar estes objetivos, contemplou a avaliação das reformas estruturais em 13 países, apresentada anexo a esta tese, servindo como referencial do que de importante está ocorrendo em todo o mundo, no que tange a reforma do setor energético e particularmente no setor elétrico. A análise de uma revisão das teorias de modelagem das reformas do setor elétrico, e das teorias de regulação, constituem o arcabouço teórico como ponto de partida para uma avaliação do setor elétrico brasileiro. A herança organizacional recebida pelas empresas recém privatizadas, complementa a estrutura deste trabalho, para que se possa avaliar a existência de limites ao funcionamento da modelagem, voltada simplesmente em práticas competitivas. É a partir desses pressupostos, que se complementao trabalho, com a proposição de variáveis sociais inseridas no modelo competitivo, de tal sorte que a adoção dessas, associadas a práticas de ordenação do funcionamento da indústria de energia elétrica e a adoção de uma topologia de planejamento baseada em uma conformação de bacias hidrográficas, permitem que o sistema seja mais equilibrado para com aqueles agentes hiposuficientes, ou ainda com aqueles que nem mesmo tiveram a oportunidadede fazer parte comousuários da energia elétrica / Abstract: The present doctorate thesis has two main objectives in its proposal for analysis. The first of these objectives is to identify limits in the operating effectiveness of a purely competitive model for the electric sector, as established in the present Brazilian restructuring. Secondly, bearing in mind the existence of such limits, this thesis proposes the need to includevariables, herein called social variables, to fill the short comings found in the operating limits of the competitive model. The strategy adopted to pursue these objectives contemplated the evaluation of the restructuring carried out in 13 countries, included in an appendix to the thesis, to serve as a reference to the important issues throughout the world, as regards the energy sector reform, particularly within the electric sector. The analysis of the modelingtheories of the electric sector restructuring as well as those of its regulation constitute the main theoretical cornerstone as a starting point to evaluate the Brazilian electric sector. The organizational background of the recently privatized companies supplies the other necessary elements to evaluate the existence of limits in the operating model based on purely competitive practices. Based on these assumptions, the thesis proposes the insertion of social variables in this competitive model. The adoption of these variables, together with the operational organization of the electric energy industry as well as the use of planning structure based on the geographical configuration of the hydro basins, would allow the system to include those consumers presently excluded from participating in the electric market / Doutorado / Doutor em Planejamento de Sistemas Energéticos
