This articulation defined the social protection services to adolescents in conflict with the law, in compliance with socio-educational measures of Assisted Freedom (LA) and Services to the Community (PSC), typified as Special Protection Services Medium Complexity, in this sense thesis concludes the debate / joint required between the social assistance process and the socio-educational process, aiming an essay on the delimitation of the issues with a view to completion of the debate to date. Means the Social Assistance as citizen’s right. It is a protection system non-contributory, decentralized and participatory, aimed at guaranteeing constitutional principles, reaffirmed in the reformulation of the Organic Law of Social Assistance in 1993, recognizing thus the Social Assistance Policy as right, excluding extension of contributions, dividing responsibilities between federal and sharing technical cooperation instruments, especially with regard to co-financing for the realization of the policy here - implementation of socio-educational measures in freedom. To this end, the thesis aims to analyze the methodologies used by the multidisciplinary team run educational measures service in an open environment, in reference to the guidelines of the special protection defined by the SUAS. Search check whether the information conducter because SUAS contribute to the effective monitoring of adolescents in conflict with the law and what the limits of action over another. The methodology chosen for the development of research included quantitative documentary research, with qualitative data processing as well as wheels conversations with socioeducadores responsible for monitoring the adolescents in compliance with socio-educational measures in freedom / A presente tese pretende contribuir para o debate atual sobre a política de Assistência Social quando da implementação do Sistema Nacional de Atendimento Socioeducativo (SINASE – Lei 12.594/12) na execução das medidas socioeducativas em meio aberto, em interface com o Sistema Único de Assistência Social (SUAS – Lei 12.435/11), definido o tema debatido como responsabilidade da Política Nacional de Assistência Social (PNAS 2004). Esta articulação definiu os Serviços de Proteção Social a adolescentes em conflito com a lei, em cumprimento de medidas socioeducativas de Liberdade Assistida (LA) e Prestação de Serviços à Comunidade (PSC), tipificados como Serviços de Proteção Especial de Média Complexidade, neste sentido a tese conclui-se no debate/articulação necessária entre o processo socioassistencial e o processo socioeducativo, objetivando um ensaio sobre a delimitação dos temas, na perspectiva de conclusão do debate até o presente. Entende–se a Assistência Social como direito do/a cidadão/ã. É um sistema de proteção não contributivo, descentralizado e participativo, que visa garantir princípios constitucionais, reafirmado na reformulação da Lei Orgânica de Assistência Social em 1993, reconhecendo–se assim a Política de Assistência Social enquanto direito do/a cidadão/ã, excluindo a extensão da contributividade, dividindo as responsabilidades entre os entes federados e compartilhando instrumentos de cooperação técnica, principalmente no que tange a cofinanciamentos, para a efetivação da política aqui referida –execução de medidas socioeducativas em meio aberto. Para tal, a tese pretendeu analisar metodologias utilizadas pela equipe multidisciplinar do Serviço de execução de medidas socioeducativas em meio aberto, em referência às diretrizes da proteção especial definidas pelo SUAS. Busca verificar se as indicações aportadas pelo SUAS de fato contribuem para a efetivação no acompanhamento dos adolescentes em conflito com a lei e quais os limites entre uma ação em detrimento da outra. A metodologia escolhida para o desenvolvimento da pesquisa incluiu a pesquisa documental quantitativa, com o tratamento qualitativo dos dados, bem como rodas de conversas com os socioeducadores responsáveis pelo acompanhamento dos adolescentes em cumprimento de medida socioeducativa em meio aberto
