The main goal was to understand the relations between inhabitants of Unini river and external institutions, including local associations, IBAMA (Brazilian Environmental Control Agency), ICMBio (Brazilian Protected Areas Management Agency), the NGO Fundação Vitória Amazônica FVA and businessmen of the peacockbass fishing tourism. For this, during 2007 and 2008 we have been seven times in the field, totaling more than fifty days, using methodologies of participant observation, interviews, and analysis of social situations (Gluckman, 1958). The dissertation begins with an ethnography of the local population, since its historical origin until today, pointing out the presence of the Jaú National Park in the region, from the theoretical discussion that involves the presence of human populations in protected areas where people are not allowed to live in. It discourses on the process of political training lived by part of the inhabitants of Unini river that lead to the creation of the Association of the Inhabitants of Unini River - AMORU and the creation of the RESEX in 2006. It analyses how this process happened and which was the role playded by the different external agents in the area. It deals about the main local conflits envolving the use of common resources, pointing out the conflict involving the peacockbass fishing activities in the upper Unini river area, which is the border of RESEX and the Amanã State Reserve of Sustainable Development. This conflict was taken into the Federal Justice in 2007. Finally, it is presented the perspective of implementation of the RESEX through the creation of instruments of management and different interinstitutional projects for the improvement of the Unini's inhabitants quality of life. / Esta pesquisa trata do processo de criação da Reserva Extrativista do Rio Unini RESEX, localizada na margem direita do rio Negro, a cerca de 500 km de Manaus/AM, e dos conflitos socioambientais envolvidos durante este processo. O objetivo central foi compreender como se estabeleceram e se desenvolveram as relações entre os moradores do rio Unini e as instituições externas que ali atuam, incluindo as associações de moradores, o Instituto Brasileiro de Meio Ambiente e dos Recursos Naturais Renováveis IBAMA, o Instituto Chico Mendes de Conservação da Biodiversidade ICMBio, gestor da RESEX, a ONG Fundação Vitória Amazônica FVA e empresários do turismo de pesca esportiva. Foram realizadas sete viagens a campo, totalizando cerca de cinqüenta dias, onde foi praticada a observação participante, a análise situacional de Gluckman (1958) em eventos coletivos de negociação e entrevistas com os agentes locais. A dissertação parte de uma etnografia da população local, desde sua origem histórica até dados atuais sobre os modos de vida, salientando a presença do Parque Nacional do Jaú na região, a partir da discussão teórica que envolve a presença de populações humanas em unidades de conservação de proteção integral, que não permitem pessoas vivendo em seu interior. Discorre sobre o processo de formação política vivenciado por parte dos moradores do rio Unini, que levou a criação da Associação dos Moradores do Rio Unini AMORU e culminou com a criação da RESEX em 2006. Analisa de que forma se deu este processo e qual o papel dos diferentes agentes externos que atuam na área. Trata a seguir dos principais conflitos locais, relacionados com o uso de recursos comuns, com destaque para o conflito que envolve a realização da pesca esportiva nas cabeceiras do rio Unini, área de divisa com a Reserva de Desenvolvimento Sustentável Amanã, levado ao âmbito da Justiça Federal em meados de 2007. Por fim, apresenta-se a perspectiva de implementação da RESEX através da criação dos instrumentos de gestão e de diferentes projetos inter-institucionais voltados à melhoria da qualidade de vida dos moradores do rio Unini.
