A planning study for the William G. Scott House in Richmond, Indiana

The William G. Scott House in Richmond, Indiana was built c. 1885 for William G. Scott and his wife, Clara A. Robie McCoy. Mr. Scott, who was a successful executive at the prosperous steam engine manufacturing company Gaar, Scott & Co., was hailed as having one of the most prominent and beautiful homes within the city. The Scott family occupied the house until Mr. Scott's death in 1897, and the property was passed down to several Scott family descendants. In 1921, Richmond's local chapter of the Knights of Columbus purchased the Scott House and converted the building into their clubhouse. The Knights of Columbus continue to own and occupy the property today.The Knights of Columbus made several significant changes to house over the past eighty-two years, including installing a ceramic tile floor on the first floor, creating a Lodge Room on the third floor, remodeling the basement and the kitchen, and building a modern 5,000 sq. ft. meeting hall on the west side of the house. After the new meeting hall was constructed, the Knights of Columbus utilized the new addition most often, rather than the old clubhouse, and the historic Scott House was left vacant and allowed to slip into disrepair.Today, the Knights of Columbus use the Scott House to host "Tea Room Luncheons" featuring traditional Victorian menu items and local entertainment to revitalize public interest in historic architecture and generate funds for the future rehabilitation of the Scott House. The organization is also exploring future uses for the property and identifying additional fundraising opportunities, in hopes of rehabilitating the Scott House and restoring the property to its original elegance and grandeur.The Planning Study for the Scott House contains a history of the property, illustrations, elevation and floor plan drawings, building condition assessments, recommended treatment methods, and suggested maintenance practices. For further reference, the author's building assessment forms and annotated assessment drawings, and the Secretary of the Interior Standards for the Treatment of Historic Properties are included as appendices.This project was primarily an academic exercise and intended to help the author learn the process of evaluating the condition of a building, proposing treatment methods and maintenance practices, and writing a preservation planning study. In addition, the report is intended to serve as an outline and reference guide for Knights of Columbus to help direct the organization with the future rehabilitation, preservation, and maintenance of the William G. Succession of the built environment : a regenerative approach to the revitalization of historic communities

Ecological succession is the process of how natural communities change over time. Succession of the built environment occurs through the transition of neighborhoods. Early examples of parallel transitions include the conversion of wilderness land to agriculture and of agricultural land to urban centers. Energy development or the lack thereof, remains the biggest factor driving succession of the built environment. The following document creates a parallel symbiotic dialogue for applying scientific laws of the natural world to the built environment. This is achieved by examining factors driving primary and secondary succession, in the natural world and the built environment. By analyzing means of succession, it is possible to negate adverse effects through effective planning. Case studies are provided as evidence of possible implications. Lockefield Gardens : perservation of New Deal public housing in Indianapolis

Lockefield Gardens was a 1936 Public Works Administration housing project for Indianapolis blacks. This study analyzes the Lockefield Gardens historic preservation debate in the period of 1975 – 1985. The historical and descriptive overview of Lockefield Gardens provides a sense of this unique place. The practical politics of historic preservation and the theory of § 106 review are considered as they impacted the preservation/development controversy. Lastly, the lessons learned from the Lockefield Gardens deliberations are offered to help improve historic preservation efforts in the future. These include consideration of such factors as time, diversity and political leadership. This thesis will present information on the economic feasibility of rehabilitating an older building into office and living space. Data will show that the outlined rehabilitation project can be carried out at a lower dollar cost than new construction for a comparable amount of useable floor space.The rehabilitation project outlined in this thesis had to meet the following criteria. The current owners proposed future use of the building. All proposed modifications to the structure had to meet the Secretary of the Interior's Standards for Rehabilitation to take fullest advantage of the Tax Reform Act of 1976, and local building and zoning regulations. Rehabilitation of the building must provide the owner with enough income to completely off-set the total cost of the project within a ten year period. All of the proposed work on the building would have to meet the current owner's desire to retain as much of the building's original "character" while creating contemporary work/living space. / Department of Architecture

The painted barns of southeastern Indiana : decorative painting and commercial advertisement

Many barns in the United States were painted at one time, most of them a solid color, usually red or white. A small proportion of barns were further embellished with decorative painting or commercial advertisements.This creative project studies such decoratively painted barns. It examines the reasons barns were painted, the materials and methods used in painting, and color preferences. It describes the four major types of decorative barn painting, and it traces the history of advertisements painted on barns, with special focus on the advertising campaign for Mail Pouch Tobacco.The project also includes a survey of the decoratively painted barns within a seven county region in southeastern Indiana and a preservation strategy for those barns. The region, which encompasses Dearborn, Franklin, Jefferson, Jennings, Ohio, Ripley, and Switzerland counties, was chosen because it has a relatively high concentration of Mail Pouch Tobacco advertisements and because it remains very agricultural in nature. The barns in the survey area remain in their rural historic context.A list of Mail Pouch Tobacco signs in the survey area was available as a result of prior research by others. The survey was conducted by driving the roads on which Mail Pouch signs had been recorded previously, looking also for other barn advertisements and decorative painting along the route. For each example noted, information was recorded on a survey form about the location, condition, and function of the barn as well as the type of painting, and photographs were taken in both black and white and color.As part of the preservation strategy, three driving tours were devised, and a full-color brochure describing the driving tours was designed. Application was made for a grant to fund production of the brochure for distribution to county visitor's bureaus and historic preservation agencies in the seven surveyed counties. The preservation of historic, single-lane, metal truss bridges in Hunterdon County, New Jersey : issues, concerns, and techniques

This study investigates the complex issues surrounding the preservation of historic, single-lane, metal truss bridges. Essentially functionally obsolete, these structures are targeted for replacement due to current government transportation policies, funding requirements, and safety concerns. After these issues are discussed, a series of case studies from Hunterdon County, New Jersey, will highlight multiple bridge rehabilitation projects in which designs and plans were modified to suit the unique situations and conditions of each of these structures, without compromising historic integrity and improving safety. These bridges have important cultural value, and although in some cases the original structure may be lost or wholly reconstructed, the historic character of the bridge and area is retained. This thesis illuminates the difficulties that need to be overcome in attempting to successfully preserve historic, single-lane bridges and their rural context (while maintaining transportation functionality), and illustrates the important role of community involvement in the preservation process. / Department of Architecture

In order to find a plausible adaptive reuse solution for the former Federal Building and Post Office In Muncie, Indiana, which has been vacant and deteriorating since 1979 despite its significance, the characteristics of the building are analyzed in regards to the concept of historic preservation. A substantial graphical presentation is employed to assist the analysis.Five alternatives are identified as appropriate forms of adaptive reuse for the building. Conserving the corps : a conditions assessment of civilian conservation corps resources in Salamonie River State Forest Wabash County, Indiana

New Deal programs, like the Civilian Conservation Corps (CCC), were developed by President Roosevelt during the 1930's to soften the economic and unemployment problems of the Great Depression. Indiana based CCC Company 589 created and sculpted the land now known as Salamonie River State Forest in Wabash County. This study evaluated the conditions of the historic and existing landscape of Salamonie River State Forest, with the intent of educating forest personnel about the role of the CCC in manipulating the property. Through identification and preservation, the CCC resources can then be interpreted to the public.Years of work transformed the abandoned farmland into a lush recreational area for hunters, fishermen, and other visitors. Today much of the vegetation has grown into a dense forest as intended, but other CCC resources have fallen into disrepair, been demolished, or forgotten. The condition assessments of the landscape, architecture,archaeology, and historic documents are the first steps in evaluating the landscape for a preservation treatment plan. The overall condition of Salamonie River State Forest and its Civilian Conservation Corps resources is good; however these resources need to be protected and preserved to insure their longevity for future generations. / Department of Architecture
