The implications of the 2014 construction regulations for the Department of Public Works procurement system

The Organisation of Economic Co-operation and Development (OECD) notes that regulations seek to make improvements by changing individual or organisational behaviour in ways that generate positive impacts in terms of solving societal and economic problems. At its most basic level, regulations are designed to work according to implementation, leading to changes in behaviours that, in turn, lead to changes in outcomes. Such outcomes can be satisfaction in terms of an underlying problem or other (hopefully positive) changes in conditions in the world. Following this premise, this research project investigates the implications of the 2014 Construction Regulations for the Department of Public Works’ procurement system. The study also examines the contents of the construction Regulations; the impact of the Construction Regulations 2014 – permit-to-work; client / contractor procurement issues; the enforcement of compliance to permit-to-work requirements, and education and training demands in relation to health and safety (H&S) competency. The study shows that even though industry role players are relatively familiar with the Construction Regulations 2014, there is a common concern regarding competency (education and training) levels required for the implementation of the permit-to-work requirement of the regulations. The concerns focus on the ability of the Department of Labour (DoL) to process the permits. Based on the study’s findings, the research concludes that there would be cost implications for project actors when implementing the permit-to-work requirement and this cost factor could delay project initiation and planning, as well as service delivery.

Assessing the health and safety management of SMME's in the South African construction industry

The prosperity of small micro and medium enterprises (SMME’s) in the construction industry is vital for the improvement of the South African economy. Unfortunately, the poor safety record of this industry negatively affects the sustainability of SMME’s and augments the loss of human lives. Owners and managers of SMME’s in the construction industry are usually financially fragile and unaware of the direct and an indirect cost associated with injuries that may result in potential profit loss and ultimately, bankruptcy. The construction industry continues to lead with high levels of fatalities and injuries compared to other industrial sectors. High levels of non-compliance with health and safety legislation in the construction industry necessitate creative interventions to improve health and safety standards. The objective of the research was to establish to what extent SMME’s comply with health and safety in the construction industry. Research was done by means of a survey questionnaire and the findings concluded that government laws are appropriate however the enforcing of such law needs attention. Furthermore, most owners are aware of the required legislation but the competitive nature allude that “that shortcuts are taken”.

Architectural design interventions toward improvement of construction health, safety, and ergonomics in South Africa

The construction industry produces a high rate of accident statistics. Constructors are exposed to a range of construction hazards and risks which manifest themselves in accidents and lead to a high incidence of illnesses, injuries and fatalities. Despite evidence that up to 50 percent of construction accidents can be avoided through mitigation of hazards and risks in the design phase of construction projects, architectural designers do not adequately engage in designing for construction health, safety, and ergonomics. The research localises the problem in the context of South Africa and sets out to develop an architectural design oriented model toward a reduction of construction hazards and risks, which can be engendered through optimisation of tertiary architectural education and through continuing professional development (CPD) programmes. The ultimate aim is to realise a paradigm shift in architectural design relative to construction health, safety, and ergonomics as architectural designers in South Africa still view it as the constructor’s responsibility. The research intertwined a range of secondary data with four provisional studies undertaken in the Eastern Cape Province considered representative of South Africa. This involved both quantitative and qualitative methodologies and were directed at architectural designers registered with the South African Council for the Architectural Profession (SACAP). The provisional studies were published in international conference proceedings and served to gradually provide local insight, and ultimately provided a line of structured questions for use in the main study. The main study was positioned in the action research (AR) paradigm and used focus group (FG) methodology to solicit a vast richness of qualitative data from SACAP registered architectural designers who participated in the FG proceedings. Synthesis of data with literature and the provisional studies gave rise to a provisional model comprising six main model components and a range of sub-components. The provisional model was validated and refined while simultaneously testing the research hypotheses by means of questionnaires directed at the SACAP registered FG participants. The evolved model includes a core model embedded in a greater process model, and implementation and use of the core model relies on appropriate knowledge of architectural designers. It is ultimately recommended that tertiary architectural education institutions and those involved in architectural CPD programmes take ‘upstream design ownership’ and use the model as a basis for designing and implementing appropriate tertiary architectural programmes and architectural CPD offerings. Ultimately the model is not considered as a complete means to an end, and further investigation is needed in order to design and implement the recommended programmes. Only then can we begin to realise a paradigm shift in architectural thinking and practice.

Designers' perspectives on early contractor involvement as a means to improve the safety performance on construction sites

Johannesburg 2015 / The construction industry is one of the major industries in the world and has one of the poorest records in Occupation Health and Safety. In developing countries with improved political and economic stability in recent years, infrastructure developments have significantly increased which has implications for the industry to deliver projects safely. Many designers’ in the construction industry in developed countries believe that contractors have knowledge to offer concerning safety as they have the experiences from different projects and can pin point potentially hazardous risks in the design phase of the project and consequently improve on the Health and Safety and Safety Performance of a project. This research aimed to discover what designers’ in the South African construction industry perceived about the use of ECI in the industry and its effect on the safety performance on construction sites. A review of the literature showed that the designers in the construction industry had various perceptions towards trust and commitment of the contractor towards safety and liability issues among other concerns. Twenty-nine questions were identified, which formed the basis of the quantitative analysis that was undertaken. Five hundred architects, engineers and project managers were identified from the Gauteng Province of South Africa and a questionnaire survey emailed to them. A census sample was used in this research and despite the low response rate (9%) from the participants; the data collected was seen as representative of the population. Analysis of the data collected from this survey revealed that designers believe that the use of ECI in the construction industry may improve the safety performance of the project as well as including contractors earlier in the design phase may be beneficial in enhancing safety during construction. The research also revealed that the designers believe that contractors have knowledge to offer in designing for safety as well as identifying potentially hazardous risks that may elude the designers during the design phase. From the data collected, a number of recommendations were developed to promote the use of ECI in developing countries including a review of policies and guidelines in the construction regulations so as to boost the use of ECI and consequently reduce the number of accidents and fatalities in the industry and as well as improve the overall safety performance of construction sites in South Africa. The overall finding of this research show that the designers in the South African construction industry have a positive attitude towards the use of ECI in the construction industry and are ready to implement it mainly due to the fact that it has a positive impact on the health and safety of workers as well as the overall safety performance of construction sites.

Automated safety analysis of construction site activities using spatio-temporal data

During the past 10 years, construction was the leading industry of occupational fatalities when compared to other goods producing industries in the US. This is partially attributed to ineffective safety management strategies, specifically lack of automated construction equipment and worker monitoring. Currently, worker safety performance is measured and recorded manually, assessed subjectively, and the resulting performance information is infrequently shared among selected or all project stakeholders. Accurate and emerging remote sensing technology provides critical spatio-temporal data that has the potential to automate and advance the safety monitoring of construction processes. This doctoral research focuses on pro-active safety utilizing radio-frequency location tracking (Ultra Wideband) and real-time three-dimensional (3D) immersive data visualization technologies. The objective of the research is to create a model that can automatically analyze the spatio-temporal data of the main construction resources (personnel, materials, and equipment), and automatically measure, assess, and visualize worker's safety performance. The research scope is limited to human-equipment interaction in a complex construction site layout where proximities among construction resources are omnipresent. In order to advance the understanding of human-equipment proximity issues, extensive data has been collected in various field trials and from projects with multiple scales. Computational algorithms developed in this research process the data to provide spatio-temporal information that is crucial for construction activity monitoring and analysis. Results indicate that worker's safety performance of selected activities can be automatically and objectively measured using the developed model. The major contribution of this research is the creation of a proximity hazards assessment model to automatically analyze spatio-temporal data of construction resources, and measure, evaluate, and visualize their safety performance. This research will significantly contribute to transform safety measures in construction industry, as it can determine and communicate automatically safe and unsafe conditions to various project participants located on the field or remotely.

Real-time pro-active safety in construction

Collisions between personnel on foot and heavy equipment or materials on a construction site can be characterized as a contact collision. These types of incidents are a common occurrence on a work site. Technology is needed to improve work zone safety by alerting workers that are in danger of collisions pro-actively and in real-time. Developing this technology may assist in collecting previously un-recorded data on "near-misses" (close-calls). An approach is presented in this paper that is based on wireless radio frequency technology to alert workers in real-time when they are in danger. Various experiments are described that have been conducted in order to gain better understanding of the technology's potential, including measuring equipment blind spots and alert (or safety) zones. Blind spots areas are measured for six common construction vehicles to help determine the required (or minimum) alert distance (safety zone) for the equipment. A computer program was developed in-house to automatically calculate the percentage of blind spots on 2-dimensional planes and in the overall 3-dimensional volume. The blind spots results directly indicate the necessary safety zones for the equipment. The proximity device results show that technology demonstrated the capability of collecting important safety data while pro-actively detecting hazardous situations and warning workers and equipment operators during imminent potential hazardous events. Furthermore, the presented research can lead to improve the overall safety performance in construction and elsewhere through improved learning and education by providing relevant information to decision makers at all levels.

The well-being of workers in the construction industry : a model for employment assistance

In spite of the numerous constraints facing the industry in developing countries, it makes significant contributions to economic growth. The construction industry is a challenging place to work (Pillay & Haupt in Hinze, Bohner & Lew, 2008). The diverse industry is, however, associated with high risk environments and employees are exposed to harsh and dangerous situations, e.g. employees have to work with dangerous machines and equipment. The industry stands out from other industries as having the highest worker injury and fatality rates. Every construction worker is likely to be temporarily unfit to work at some time as a result of moderate injuries or health problems after working on a construction site (Shakantu, Haupt & Tookey, 2006; Smallwood, 2004). This study was prompted by the lack of an Employee Assistance Programme for workers in a medium-sized construction company. A non-probability sampling procedure was utilised. In order to investigate and explore the well-being of employees a research questionnaire was developed and presented to a sample of 34 male respondents in the construction company for completion. The empirical results indicated the difficulties that the respondents are experiencing. The results further revealed the need for assistance from the employer to the respondents. It is anticipated that the research will contribute to, firstly, an awareness of problems in the construction industry regarding the well-being of workers, and secondly to develop a model which will positively contribute to the effective development and implementation of an assistance programme for employees in the construction industry.

A construction health and safety performance improvement model for South African small and medium enterprises

(Engineering Management) / Considering its share in and impact on national economies, the construction industry receives additional attention in terms of its performance and productivity especially small and medium construction enterprises (SMEs). However, with the extensive amount of workforce it employs, health and safety (H&S) has become important. Since the industry has the reputation of poor H&S performance especially SMEs. It has been accepted that H&S management practices constitute a vehicle to improve H&S performance, which reflects the H&S culture of the organization. However, the challenge is to determine what needs to be measured and practiced by SMEs at project level. The main objective of this thesis was to develop a construction H&S performance improvement model at project level of SMEs. A triangulation approach was used to develop the model using Delphi method and questionnaire survey. The Delphi method straddles between quantitative and qualitative research. Thirty H&S experts were purposively sampled and 20 agreed to participate in the Delphi process. However, 16 H&S experts completed the four iterations. The experts reached consensus on 31 statements or leading indicator metrics categorized in seven H&S elements/constructs. The final refined H&S conceptual model consisted of one independent construct, four intervening constructs and one dependent construct. Furthermore, a quantitative survey with 1,450 conveniently sampled SMEs was conducted. A total of 228 questionnaires were returned of which 216 were deemed usable representing 15.72% response rate. Exploratory factor analysis (EFA) using Statistical Package for the Social Sciences (SPSS) version 20 using Maximum Likelihood with Promax rotation was used to determine the validity and reliability of the six H&S constructs of the refined conceptual model. The six H&S construct and 40 statements were retained as valid and reliable measures of H&S for SMEs at project level. A further validity and reliability test was conducted using confirmatory factor analysis (CFA) using Mplus version 6.1, software program. The CFA revealed acceptable model fit of the measurement model after the re-specification of some of the measurement models. Finally the structural model was tested using Mplus version 6.1 to determine the constructs relationship. The findings revealed that the structural model data was acceptable and of the 12 hypotheses tested, six were significant. However, four significant relationships influenced H&S performance. The influential relationships were; upper management commitment and involvement in H&S indirectly influenced H&S performance through project supervision and H&S resources and training. These three proactive H&S elements are posited to be essential to improve H&S performance at project level of SMEs. Furthermore, one-way analysis of variance (ANOVA) established no statistical significant difference on the respondents’ perception of H&S model elements. However, t–test revealed statistical significant difference on the respondents’ perception on H&S performance, upper management commitment and involvement in H&S and H&S resources and training. The respondents with post-matric qualification strongly agreed that the way they managed H&S at project level had improved their H&S performance. Furthermore, they strongly agreed that upper management are committed and involved in H&S and H&S resources and training were provided. Multiple linear regression analysis was further used to test the influence of demographic variables on the H&S model elements. The selected demographic variables were; experience in the construction industry, education level and the number of employees. The result indicated that the demographic variables were not good predicators of the H&S model elements. Finally, the use of self-reported questionnaire and majority of respondents conducting business in Gauteng province in South Africa were some of the limitations in this study.

Health and safety in the construction industry : challenges and solutions in the UAE

Health and safety issues have always been a major problem and concern in the construction industry. Wherever reliable records are available, construction is found to be one of the most dangerous on health and safety criteria, particularly in developing countries. Efforts have been made to address this problem, but the results have been far from satisfactory, as construction accidents continue to dominate the overall construction industry. Despite the programs implemented by government authorities and measures introduced by companies themselves, the number of construction accidents still remains alarmingly high. In developing countries, safety rules usually do not exist; if they do, the regulatory authority is usually very weak in implementing such rules effectively. The UAE is one of developing countries that are currently enjoying a strong growth in construction activities. Unfortunately, some sectors of its construction industry suffer from poor safety and health conditions. Any framework of the existing occupational and health conditions is fragmented and inadequately enforced, making construction sites more hazardous. It may even be argued that relevant regulations are outdated and irrelevant in day-to-day construction operations. From this perspective this research explores the approved methods adopted in the UK in order to improve the existing code of practice in the UAE and thus introduce the foundations on which appropriate health and safety systems may be built. A framework for Health and Safety management in the UK is suggested. To reach this objective an overview of the published materials as well as the legislation has been undertaken. Questionnaires were designed and distributed to potential construction industry players and interview sessions have been conducted to meet the first objective of the project which to determine the health and safety measures currently applied on construction sites. In addition, structured interviews were carried out with selected managers from a selection of construction and oil companies, medium and large size. This thesis specifically, it investigates the safety perceptions, attitudes, and behaviour of construction workers and management safety practices. Based upon the analysis of the results, this study has demonstrated that the majority of those questioned UAE construction companies have a poor degree of risk awareness and do not seems to take health and safety as an important issue.
