Com a vigorosa transformação do território ao longo do período em questão, a adoção de um quadro normativo em consonância com a globalização intensificou o processo de desigual apropriação do território. Com o objetivo de ampliar os espaços fiéis aos desígnios da dinâmica globalizadora, o Estado brasileiro recorre a um planejamento territorial carregado de ciência e informação. Questionando a validade dos Planos Plurianuais na integração dos planejamentos setoriais, buscamos entender suas formulações e principais agentes envolvidos, destacando os estudos de grande envergadura produzidos por um conjunto de grandes empresas de consultoria, agentes de poder inequívoco na condução de novas análises territoriais no Brasil e no mundo. Investigando os casos de algumas consultorias, procuramos analisar suas relações com as Parceiras Público-Privadas, instrumentos privilegiados dentro do planejamento territorial no Brasil atual, mas que podem se tornar ¿novos cavalos de Tróia¿ na formação socioespacial brasileira. Entendidas como uma solução viável para a retomada de investimentos de grande vulto no território, as PPPs ganham evidência dentro de um contexto mundial de neo-regulação, como procuramos demonstrar através da nova lex mercatoria / Abstract: The present study analyzes the new uses of Brazilian territory that condition and are conditional for a re-functionalized territorial planning started in the 90's. With the vigorous transformations of the territory throughout the period in question, the adoption of a normative picture associated with the globalization has intensified the process of an unequal appropriation of the territory. With the objective to extend the faithful spaces to the care of the globalization dynamics, the Brazilian State appeals to a territorial planning loaded with science and information. By questioning the validity of the Pluriannual Plans (PAP) in the integration of the sector planning, we intend to understand its formularizations and main agents involved, specially the studies of great spread produced by a set of great consultancy companies, agents of unequivocal power in the conduction of new territorial analyses in Brazil and the world. Through the investigation of these cases of some consultancy companies, we intend to analyze its relations with the Public-Private Partners, privileged instruments inside the territorial planning in Brazil nowadays, but that can become ¿new horses of Troy¿ in the Brazilian socialspatial formation. A escolha desta instituição deve-se a sua importância no planejamento, financiamento e execução dos principais projetos de desenvolvimento vivenciados pelo país desde meados do século XX. A história do BNDES se confunde com a história da integração do território e da industrialização nacional, ambas alicerçadas numa política de superação do subdesenvolvimento. Criado em 1952, no governo de Getúlio Vargas, o Banco tornou-se, desde então, imprescindível aos principais projetos ou planos nacionais das mais diversas orientações. No período atual, com a intensificação da racionalidade da globalização na formação socioespacial brasileira, o BNDES tornou-se central na elaboração e operacionalização de um quadro normativo e territorial favorável à internacionalização do território. O vigoroso processo de privatização coordenado pelo Banco, com o aval das empresas de consultoria, tem ampliando a desigual geração e apropriação de riqueza, bem como intensificado o uso corporativo do território. / Abstract: The present research intends to contribute with the interpretation about the use of Brazilian territory, using, for this, BNDES' analysis. The choice of researching this institution is due to its planning importance, financing and execution of the major development projects, lived by country since half of XX Century. BNDES' history is confused with the history of territory integration and with national industrialization, both based on a politics of underdevelopment overcome. Born on 1952, on Getulio Vargas government, the Bank has been, since then, essential to the major projects or national plans of distinct orientations. In the present days, with the intensification of globalization rationality on Brazilian socio-space formation, BNDES has been a central point for the elaboration and operationalization of a normative and territorial scene, in favour of the territory internationalization. The vigorous privatization process coordinated by the Bank, with the endorsement of consultancy companies, has been enlarging the unequal generation and appropriation of richness and intensifying the corporate use of territory. / Mestrado / Análise Ambiental e Dinâmica Territorial / Mestre em Geografia

Information security incident management is important for organizations and its importance is increasing. Information security incidents are increasing both in number and in scope and in 2018 GDPR and the NIS-directive require organizations to report incidents to a supervision authority. This study highlights IT-consulting companies and their vulnerable position as subcontractors. The study aims to address the lack of empirical research in incident management and to inform future theory development. The goal of the study is to answer the research questions (1) what challenges do IT-consultancy companies experience with their incident management? (2) What challenges are specifically related to the GDPR and the NIS-directive? And (3) what challenges are specific for consulting companies? Challenges with the incident management are identified and clarified by qualitative interviews with experts and a survey. The analysis of the results shows that some of the challenges are consistent with previous studies, while some are new and that the survey partly support the experts' opinions. The conclusion of the study is that the majority of the companies’ improvement opportunities are linked to internal and external communication, cost focus, absence of a major incident, awareness, GDPR, the role of consulting company and internationally recognized difficult activities. The research contribution of the study consists of identified challenges in the field of incident management derived from IT-consultancy companies. The result of the study are recommended to IT-consultancy companies that would like to improve their incident management process by gaining an understanding of incident management issues. / En väl fungerande process för incidenthantering är och blir allt viktigare för organisationer. Informationssäkerhetsincidenter ökar både i antal och i omfattning och 2018 träder GDPR och NIS-direktivet i kraft med krav på rapportering av utpekade incidenter till en tillsynsmyndighet. Denna studie belyser IT-konsultbolag och deras utsatta position som underleverantör och syftar till att adressera bristen av empirisk forskning inom incidenthantering och att bidra till en framtida teoriutveckling. Målet med studien är att besvara forskningsfrågorna (1) vilka utmaningar upplever IT-konsultbolag med deras incidenthantering? (2) vilka utmaningar är specifikt relaterade till GDPR och NIS-direktivet? och (3) vilka utmaningar och är specifika för just konsultbolag? Resultatet bygger på kvalitativa intervjuer med experter och en enkätundersökning och resultatet identifierar och tydliggör upplevda utmaningar med bolagens incidenthantering. Analysen av resultatet visar att vissa av bolagens utmaningar överensstämmer med tidigare studier medan vissa är nya och att enkätundersökningen till viss del stödjer experternas utlåtanden. Slutsatsen av studien är att bolagen har flertalet utvecklings- och förbättringsmöjligheter som är kopplade till intern och extern kommunikation, kostnadsfokus, avsaknad av en större incident, medvetenhet, GDPR, rollen som konsultbolag och internationellt erkända svåra aktiviteter. Studiens forskningsbidrag består av identifierade utmaningar inom området incidenthantering hos IT-konsultbolag och resultatet av studien rekommenderas till IT-konsultbolag som, genom att få en förståelse av incidenthanteringens problematik, vill förbättra och utveckla sin process för hantering av incidenter.
