En los últimos años, la corrupción ha venido avanzando en forma galopante, socavando las estructuras de la sociedad, es un fenómeno que se desarrolla en forma transversal a los diferentes sectores del Estado, calando en la Policía Nacional del Perú; donde ha generado, desconfianza y falta de credibilidad. No obstante, pese a los esfuerzos y directivas dadas, la lucha contra la corrupción en la Policía sigue siendo insuficiente. En ese sentido, es relevante analizar la respuesta de la Policía Nacional ante el fenómeno de corrupción y por ello, la pregunta principal de esta investigación es ¿de qué manera se han implementado las medidas anticorrupción en la Policía Nacional del Perú durante el periodo 2012-2016? Se cree que existen elementos que han complejizado el desarrollo de las medidas de lucha contra la corrupción en la Policía Nacional, como por ejemplo, la normativa que motiva desacuerdos con otros operadores de justicia; la poca adecuación de las medidas anticorrupción con el contexto institucional y la ausencia de recursos y liderazgo de los actores principales en la institución policial. La presente investigación proponen como objetivos específicos: describir la organización de las entidades que sean responsables para la lucha contra la corrupción en la Policía Nacional; determinar las medidas anticorrupción puestas en práctica en la Policía Nacional y explicar las dificultades que se presentan en la implementación de las medidas anticorrupción a cargo de la Policía Nacional y que pueden cambiar el destino de lo inicialmente diseñado. / Over the last years, corruption has been advancing out-of-control, eroding the structure of society. This phenomenon develops in a transversal way to multiple sectors of the nation, permeating the National Police of Peru, where this has generated an atmosphere of distrust and lack of credibility. Nevertheless, although the numerous attempts and given directives, the fight against corruption in the National Police is still insufficient. Pointing this out, it is relevant to analyze the response the National Police has against this corruption phenomenon and therefore, the main question of this investigation is: In which way anti-corruption measures had been implemented in the National Police of Peru during the period of 2012-2016? It is believed that there are some elements that have complex the development of the anti-corruption measures against corruption in the National Police, like the regulations that cause disagreements with other operatives of justice, the lack of adaptation of these measures with an institutional context and the absence of resources and leadership from the main protagonist of the institutional police. The main investigation suggests as main objectives: Describe the entities organization that take a responsibility role in the fight against corruption in the National Police, determine the anti-corruption measures put into practice in the National Police and explain the multiple difficulties found in the implementation of these measures being in charge of the National Police that could change the fate of what initially was established. / Tesis
