O Rio Grande do Norte possui nove UC’s legalmente instituídas que corresponde cerca de 240 mil hectares, além disso, o IDEMA/RN, por meio do Núcleo de Unidades de Conservação está investindo na criação de novas unidades, e as que encontram-se localizadas no Polo Costa das Dunas são objetos do presente estudo, o Parque Estadual do Jiqui, localizado no município de Parnamirim/RN e o Parque Estadual dos Mangues do Potengi que está localizado em Natal/RN. Para construção do trabalho foram realizados levantamentos bibliográficos e documentais buscando maior aprofundamento na temática e conhecimento sobre as áreas de estudo. A pesquisa tem caráter exploratório e descritivo com abordagem qualitativa e as técnicas de análise utilizadas foram descritivas e análise de conteúdo. Dessa maneira, os resultados da investigação trouxeram o entendimento do processo de criação das UC’s, envolvimento de atores do turismo, bem como, a percepção do conselho gestor do Polo Costa das Dunas quanto aos riscos e benefícios que em potencial referente ao uso turístico em ambos os parques em criação. Destarte, constatou-se que o processo de criação dos parques encontram-se parados e as discussões referentes as UC’s são escassas no contexto de reuniões do Polo Costa das Dunas, especialmente se tratando dos Parques em criação, Mangues do Potengi e Jiqui, além disso, notou-se que os atores do turismo não foram envolvidos, até o presente momento, nas discussões sobre essas criações. Quanto a percepção dos membros entrevistados, pode-se afirmar que estes, no geral, possuem pouco ou nenhum conhecimento sobre o processo de criação das UC’s. Já no tocante dos riscos e benefícios em potenciais da relação do turismo com essas áreas, infere-se que os benefícios em potencial do turismo são percebidos considerando as realidades locais nas dimensões: oportunidades econômicas; proteção natural; proteção sociocultural e qualidade de vida; e quanto aos riscos, também são compreendidos como passíveis de ocorrer nas áreas, no entanto, tendem a ser minimizados dependendo da gestão de criação, planejamento envolvendo diferentes atores, principalmente a comunidade local que na visão dos membros, necessitam de um trabalho de sensibilização e conscientização sobre relevância da criação e uso turístico nas UC’s. Dessa forma, destaca-se que o planejamento turístico no contexto do PEMAP e PEJ não vem ocorrendo de maneira integrativa com os atores do turismo, que constituem em partes interessadas desse processo, já que, a proposta de criação das áreas possui perspectiva de desenvolvimento do turismo e visitação, e sabe-se que os principais atrativos do próprio Polo encontram-se atrelados a áreas naturais protegidas. / The present research aims to understand how the central management of the Tourist Costa das Dunas Polo are getting involved in tourism planning of protected areas that are in the process of creating. The Rio Grande do Norte has nine UC's legally established that corresponds approximately to 240,000 hectares, in addition, IDEMA/RN, through the Core of protected areas is investing in the creation of new Units, and those that are located in the Polo Costa das Dunas are objects of the present study, the Jiqui State Park located in the municipality of Parnamirim/RN and the Parque Estadual dos Mangues do Potengi is located in Natal/RN. For the construction work have been conducted bibliographic and documentary surveys seeking deeper in and knowledge of the areas of study. The research is exploratory and descriptive character with a qualitative approach and the techniques used were descriptive analysis and content analysis. In this way, the results of the investigation brought the understanding of the process of creation of the UC's, involvement of actors in the tourism, as well as the perception of the Managing Council of the Polo Costa das Dunas about the risks and potential benefits for tourist use in both parks in creation. Thus, it was noted that the process of creating the parks are stopped and discussions regarding the UC's are scarce in the context of meetings of the Polo Costa das Dunas, especially when it comes to creating parks, Wetlands do Potengi and Jiqui, in addition, It was noted that the tourism actors were not involved, so far, in the discussions on these creations. As the perception of the members interviewed, one can say that these, in General, have little or no knowledge about the process of creation of the UC's. In terms of the risks and potential benefits of the relationship of tourism with these areas, infers that the potential benefits of tourism are perceived whereas local realities in the dimensions: economic opportunities; natural protection; sociocultural protection and quality of life; and about the risks, are also understood as likely to occur in the areas, however, tend to be minimized depending on the creation, management, planning involving different actors, especially the local community which in the view of members, need a work of sensitization and awareness of relevance of creation and tourist use in UC's. Thus, we highlight that the tourism planning in the context of PEMAP and PEJ integrative way has taken place not with the actors of the tourism, who are stakeholders in this process, since the proposal for the creation of the areas has development perspective of tourism and visitation, and the main attractions of the Pole itself are linked to protected natural areas.
