Na Introdução apresentamos a instabilidade econômica e política dos anos 60 e mostramos como esta realidade é similar à dos anos 90, em ambos buscase uma redefinição dos marcos externos do capitalismo brasileiro e latino-americano. No primeiro capítulo expõe a concepção estagnacionista de Celso Furtado, mostrando como o autor é conduzido a esta posição pela idealização do capitalismo social-democrata. No segundo e terceiro capítulos mostramos como Maria da Conceição Tavares e José Serra e Fernando Henrique Cardoso explicam as condições nas quais as economias latinoamericanas podem seguir se desenvolvendo mesmo com o aumento da exclusão social. No quarto capítulo apresentamos as concepções de Theotonio dos Santos e Ruy Mauro Marini. Mostra-se como estes autores defendem o socialismo sem se associar a tese estagnacionista. Por fim, na conclusão, retomam-se algumas das idéias destes autores para pensar as transformações ocorridas na América Latina nos anos 90, que faz com que os mesmos erros sejam repetidos nas análises correntes / Abstract: This work makes a summary of the main positions concerning the crisis of years 60. In the Introduction we present the economic and politics instability of years 60 and we show as this reality is similar to the one of years 90. In both there is a redefinition of external landmarks of the Brazilian and Latin American capitalism. In the first chapter, it displays the stagnationist conception of Celso Furtado, showing as the author is lead to this position for the idealization of the social democrat capitalism. In the second and the third chapters we show as Maria of the Conceição Tavares and José Serra and Fernando Henrique Cardoso explain the condi tions in which the Latin American economies can follow if developing with the increase of the social exclusion. In the fourth chapter we present the conceptions of Theotonio Dos Santos and Ruy Mauro Marini. One reveals as these authors defend the socialism without if associating the stagnationist thesis. Finally, in the conclusion, some of the ideas of these authors are retaken to think the occurred transformations in the Latin America about years 90 that it makes with that the same errors be repeated in the current analyses / Mestrado / Mestre em Ciências Econômicas
