Defesa : 17/02/2016 / Inclui referências: f. 92-95 / Resumo: Esta dissertação analisa o acesso aos direitos culturais pela via das políticas públicas, com base no que dispõem os artigos 215 e 216 da Constituição da República de 1988. A pesquisa demonstra que o direito cultural à leitura é um direito humano fundamental para a garantia de uma vida pautada nos princípios da igualdade, da liberdade e, sobretudo, da dignidade humana. Para tanto, tem como objeto de estudo o Programa Curitiba Lê, instituído pela Prefeitura Municipal de Curitiba e executado pela Fundação Cultural de Curitiba com o objetivo de proporcionar à comunidade o acesso e a fruição à leitura e à literatura, compreendendo o acesso e o exercício da leitura como direito cultural fundamental do qual os cidadãos curitibanos em específico, mas não só, são titulares. A implementação do Programa Curitiba Lê possibilitou à Fundação Cultural de Curitiba empreender diversas ações com a finalidade de ampliar o interesse das pessoas pelos livros, para torná-las, de fato, leitoras, de maneira a possibilitar o acesso à leitura e o seu exercício. Através dos dados fornecidos pela Fundação Cultural de Curitiba e das entrevistas realizadas com seus idealizadores e coordenadores demonstra-se a importância da promoção de políticas públicas de cultura e o quão abrangente elas podem ser. O exercício dos direitos culturais, por meio de políticas públicas que viabilizem o seu acesso exige um modelo de democracia dialógico e deliberativo. Para tanto, as teorias de Habermas, Carlos Santiago Nino e Roberto Gargarella fundamentam a discussão e fornecem um modelo para a relação entre constitucionalismo e democracia que perpassa todo o trabalho. Nos estados constitucionais-democráticos o espaço público para a discussão é vital para que se consolide a cidadania. Palavras-chave: Direitos culturais. Programa Curitiba Lê. Constitucionalismo e democracia. / Abstract: This dissertation analyzes the access to cultural rights by means of public policies based on that provided in Articles 215 and 216 of the Constitution of 1988. It shows that the cultural right to read is a fundamental human right to the guarantee of life based on the principles of equality, freedom and, above all, human dignity. Therefore, it has as object of study the Curitiba Program Reads, established by the Curitiba City Hall and executed by the Curitiba Cultural Foundation in order to provide the community access to and enjoyment of reading and literature, including access to and exercise reading as a fundamental cultural right which the curitibanos citizens in particular, but not only, they hold. The implementation of Curitiba Program Reads enabled the Curitiba Cultural Foundation to undertake various actions for the purpose of increasing people's interest in books, to make them, in fact, readers, in order to enable access to reading and exercise. Through the data provided by the Curitiba Cultural Foundation and interviews with its creators and coordinators is demonstrated the importance of promoting public policies on culture and how comprehensive they may be. The exercise of cultural rights through public policies that enable their access requires a model of dialogic and deliberative democracy. For this purpose, the theories of Habermas, Carlos Santiago Nino and Roberto Gargarella underlie the discussion and provide a model for the relationship between constitutionalism and democracy that runs through all the work. In the constitutional-democratic states the public space for discussion is vital to consolidate citizenship. Key-words: Cultural rights. Curitiba Reads Program. Constitutionalism and democracy.

A ocupação dos espaços públicos pelas mulheres - anteriormente restritas ao espaço doméstico - trouxe o aumento não só da sua visibilidade, como também novas possibilidades de ação tanto no universo público e profissional, quanto no subjetivo, no entendimento das relações sociais e na reflexão sobre si, desencadeando a crescente influência de suas criações e maneiras femininas de fazer sobre a constituição sociocultural, impulsionando novas conquistas no campo do exercício da cidadania / Abstract: The aim of this work is to make evident the phenomenon of the feminization in culture during the Belle Époque in Curitiba. Consideringthe research in newspaper and magazines at the end of the XIX thcentury and the beginning of the XX th,we have observed the increasing of women participation in public spaces in society and progress and modernization of Curitiba, village that has been benefited by the Paraná State economic growth.
