Tyrimo objektas – smulkūs pieno ūkiai.
Tyrimo dalykas – struktūrinės paramos priemonės smulkiems pieno ūkiams.
Darbo tikslas – įvertinti teikiamos struktūrinės paramos priemonių poveikį Lietuvos smulkių pieno ūkių plėtrai.
Uždaviniai:
1)atskleisti struktūrinės paramos smulkiems ūkiams būtinumą;
2)išanalizuoti smulkių pieno ūkių paramos politikos veiksnius, priemones ir jų įgyvendinimo problemas;
3)naudojant atrinktų pieno ūkių apskaitos duomenis nustatyti, kokį poveikį suteikta struktūrinė parama daro šių ūkių plėtrai;
4)išsiaiškinti smulkių pieno ūkių gamintojų požiūrį į pasirinktos paramos priemonių įgyvendinimo rezultatus ir jų poveikį šių ūkių plėtrai.
Tyrimo metodai:
1)nagrinėjant struktūrinės paramos smulkiems ūkiams būtinumą naudojami mokslinės ir teisinės literatūros analizės bei sintezės metodai;
2)smulkių pieno ūkių paramos politikos veiksniai, priemonės ir jų įgyvendinimo problemos analizuojamos naudojant palyginimo ir duomenų statistinės analizės (palyginamųjų dydžių, pokyčio tempų, struktūrinių dydžių) metodus;
3)vertinant struktūrinės paramos priemonių poveikį smulkių pieno ūkių ekonomikai naudojami statistinių duomenų grupavimo ir lyginimo metodai, statistinio modeliavimo bei grafinio vaizdavimo metodai;
4)detalesnei reiškinių analizei panaudotas ir analizuojamas duomenų rinkimas apklausos metodu; anketinė apklausa nukreipta į smulkių pieno ūkių gamintojų pasirinktos paramos priemonių ir jų poveikio šių ūkių plėtrai išsiaiškinimą.

Identification des trajectoires d'évolution du travail de salariés permanents dans les exploitations agricoles : proposition d'un cadre d'analyse et application à l'élevage bovin laitier en Auvergne / Identification of pathways of permanent employees in farms : a framework proposition and application to the case of dairy farms in Auvergne-FranceMalanski, Priscila 29 June 2017 (has links)
En France, le recours à de la main-d’œuvre salariée a fortement augmenté en agriculture ces quarante dernières années, notamment les salariés permanents non familiaux. Les principales raisons de ce développement sont de profondes transformations structurelles dans le secteur agricole, comme l’agrandissement des exploitations et la diminution de la main-d’œuvre familiale. Maintenir ces salariés dans les exploitations, et ainsi réduire le turnover, est devenu un défi pour la pérennité des élevages. Notre hypothèse est qu’il est nécessaire de rendre compte du travail et de comprendre le rôle des salariés dans les exploitations d’élevage, ainsi que de comprendre les changements au cours du temps, pour identifier des leviers qui pourraient aider les éleveurs et les salariés à relever ce défi. Ainsi, notre objectif est de proposer un cadre d’analyse qui articule le travail en élevage et le développement de la carrière des salariés afin de rendre compte des évolutions de leur travail, que nous appelons « trajectoire ». Pour cela les concepts proposés en gestion de ressources humaines ont été mobilisés. Ils constituent des contributions pertinentes concernant l’organisation du travail et le développement de la carrière des salariés dans les organisations. Le cadre d’analyse a été construit à partir des concepts d’attribution de tâches, de polyvalence/spécialisation et d’autonomie. Il a été implémenté avec des données empiriques issues d’entretiens individuels auprès de 14 salariés permanents non familiaux et de huit éleveurs (leurs employeurs), dans des exploitations d’élevage bovin laitier en Auvergne. Le cadre d’analyse est composé de 8 variables (19 modalités), 3 types de temporalités des changements et de 12 moteurs de changements liés à l’exploitation d’élevage, au collectif de travail et au salarié. Une représentation graphique du cadre d’analyse est proposée en exposant les articulations entre ses composants. Nos résultats montrent que le cadre d’analyse proposé est pertinent pour analyser le travail des salariés en prenant en compte la dynamique d’évolution temporelle. Cinq grands types de trajectoires d’évolution du travail des salariés ont été identifiés, à partir de la combinaison des 8 variables descriptives de l’évolution des tâches attribuées, de la tendance vers la polyvalence vs. la spécialisation et de l’évolution du niveau d’autonomie. Ces trajectoires identifiées qualifient la place des salariés dans les collectifs de travail. Connaître les trajectoires du travail des salariés permettra aux éleveurs, aux salariés et aux conseillers de réfléchir à la carrière des salariés dans les exploitations, et ainsi aux moyens de les pérenniser. Les perspectives de ce travail sont de discuter ces résultats avec les éleveurs, les salariés et les conseillers, afin d’évaluer leur utilité dans un processus réflexif sur l’organisation du travail des salariés en élevage. / In France, hiring employees in agriculture has become more common during the last forty years, especially non-familiar permanent employees. The progress of employees is related to strong structural transformations in agriculture, such as the enlargement of farms and the decrease of family workforce. Decreasing employees’ turnover is a challenge for farms’ sustainability. Thereby, our hypothesis is that take into account the role of employees in farm teamwork and understanding changes over time is a fundamental condition to identify ways to support farmers and employees to face this challenge. The aim of this thesis is to build a framework which associates both the approach to the work in livestock farms and the career development of employees to analyze how their works evolve. For this reason, the concept of human resources management has been used, in order to bring valuable contributions concerning work planning and career development inside organisations.The framework was built with the concepts of tasks assignment, versatility, specialization and autonomy. It was implemented with and empirical data from individual interview with 14 non-familiar permanent employees and 8 farmers (their employers), on dairy farms in Auvergne, a center region of France. The framework is composed by 8 variables, 19 categories, 3 rhythm of changes and 12 drivers of changes related to the farm, the farm teamwork and the employee. A conceptual representation of framework was built by linking its content. Results show that our framework is pertinent to analyze the evolutions on employees’ work from a dynamic perspective. Five pathways were identified based on eight variables that describe the evolution of task assignment, the trend toward versatility vs. specialization, and the evolution of autonomy. These pathways qualify the role of employees in farm teamwork. They could be useful for farmers, employees and agricultural advisors to plan employees’ career, thus to keep employees in farms. The longer-term goal is to discuss these results with farmers, employees and agricultural advisors to validate the framework and to assess its usefulness for a reflexive process concerning employees work organization in livestock farms.

Previous issue date: 2018-03-20 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / The environmental issue in industrial processes becomes more and more an essential requirement for the valorization of property and services, especially in an extremely competitive economic scenario. Furthermore, the connotation of these requirements with stricter environmental legislation promoted the development of environmental protection practices like, for example, water reuse, the treatment of residue generated in the production process and the establishment of Environmental Management System (EMS). However, many businesses, mainly those of small-scale, end up leaving preventive practices in the background, either due to lack of necessary structure for the establishment of more sustainable systems or for limited resources. In this context, the current study aims to propose measures of environmental development for a small-scale dairy farm located in the city of Toledo, Paraná. Therefore, an exploratory qualitative investigation was developed through bibliography survey, observation of the dairy farm LACTOMESA® and analysis of the documentation that govern the operation of a dairy farm and the legal suppositions of environmental protection. Through the observation of the productive process of the company, it was possible to pinpoint which aspects and environmental impacts involved in the dairy farm operation, among them: liquid effluent, atmospheric emissions, solid residue and noises. It allowed, later on, the evaluation of mitigating measures and possible environmental improvements for the dairy farm, in addition to the proposition of an adequate model of EMS for it. This way, it was possible to identify the steps of the productive process that require improvements or even the need for new implementations so that the dairy farm may develop its activities minimizing progressively the damage caused of its processes. Moreover, the analysis conducted in this study contribute so that other small-scale businesses may take the suggested measures as example and thus guarantee the environmental quality in their productive processes in the constructions of an EMS. / A questão ambiental nos processos industriais torna-se, cada vez mais, um requisito essencial para a valorização dos bens e serviços, principalmente em um cenário econômico extremamente competitivo. Ainda, a associação destas exigências do mercado com legislações ambientais mais rigorosas impulsionou o desenvolvimento de práticas de proteção ambiental como, por exemplo, a reutilização de água, o tratamento de resíduos gerados nos processos produtivos e a implantação de Sistemas de Gestão Ambiental (SGA). Contudo, muitas empresas, principalmente as de pequeno porte, acabam por deixar as práticas preventivas em segundo plano, seja por falta de estrutura necessária à implantação de sistemas mais sustentáveis ou por limitação de recursos. Nesse contexto, o presente estudo objetivou propor medidas de adequação ambiental para um laticínio de pequeno porte localizado no município de Toledo, Paraná. Para tanto, desenvolveu-se uma pesquisa qualitativa exploratória a partir de levantamento bibliográfico, da observação do laticínio LACTOMESA® e da análise dos documentos que regem o funcionamento de um laticínio e dos pressupostos legais de proteção ambiental. Mediante a observação dos processos produtivos da empresa, foi possível evidenciar quais os aspectos e impactos ambientais envolvidos no funcionamento do laticínio, dentre eles: efluentes líquidos, emissões atmosféricas, resíduos sólidos e ruídos. Isto possibilitou, posteriormente, o levantamento de medidas mitigadoras e de possibilidades de melhorias ambientais para o laticínio, além de, propor um modelo adequado de SGA para o mesmo. Dessa forma, foi possível identificar as etapas dos processos produtivos que requerem melhorias ou até a necessidade de novas implantações para que o laticínio possa desenvolver suas atividades minimizando progressivamente os danos decorrentes de seus processos. Ademais, as análises realizadas nessa pesquisa contribuem para que outras empresas de pequeno porte possam tomar como exemplo as medidas sugeridas e garantir assim, a qualidade ambiental em seus processos produtivos na construção de um SGA.
