A não consolidação de propostas de esquerda na democracia latino-americana : um estudo comparativo entre Brasil e Chile

Essa concepção teórica considera a consecução de algumas regras o suficiente para garantir os fundamentos da democracia (Dahl, 1987, 2001). A conclusão apresentada . fruto da compara..o entre dois conjuntos de programas eleitorais, o de Luís Início Lula da Silva e o de Salvador Allende. O primeiro, eleito Presidente do Brasil em 2002, apresenta programas de governo em 1989, 1994, 1998 e 2002, sendo que a compara..o das propostas econômicas de 1989 e 2002 permitiu compreender que as propostas de esquerda s.o abandonadas e a perspectiva que funda o programa se altera profundamente em prol da vitória eleitoral. O segundo, eleito Presidente do Chile em 1970, apresenta programas de governo em 1952, 1958, 1964 e 1970, sendo que a comparação entre as propostas econômicas de 1952 e 1970 mostra a consolida..o da concepção de esquerda dentro do programa. Contudo, Salvador Allende destituído de seu posto pelo golpe militar de 1973 e assim, n.o consegue consolidar a via chilena ao socialismo, conjunto de medidas expressas em seu programa. Os dois casos estudados tiveram, apesar das diferenças, um mesmo problema - a n.o consolidação de propostas de esquerda - o que indicou um mesmo elemento analítico: a democracia. Essa se mostrou insuficiente para garantir a consolidação de propostas de esquerda na América Latina, o que impele a problematização da relação entre economia (capitalismo) e política (democracia) pela utilização de conceitos como o de Hegemonia de Gramsci. _________________________________________________________________________________ ABSTRACT / The Latin-American liberal democracy, term defined by and understood as its group of procedures - prospect characterized by Bobbio (2000, 2001) as restrict - did not guarantee the consolidation of government's left proposals. This theoretical conception considers the existence of some rules, the minimum to guarantee the foundments of democracy (Dahl, 1987, 2001). The conclusion reached / presented is the consequence of the comparison between two groups of election programs, one of Lu.s In.cio Lula da Silva and the other from Salvador Allende. The first, elected president of Brazil in 2002, presents government proposals in 1989, 1994, 1998 and 2002. The comparison of the economical proposals of 1989 and 2002 allows comprehending that the left wing proposals are abandoned and the perspective that founds the program deeply changes in favor of the electoral victory. The second, elected president of Chile in 1970, presents government proposals in 1952, 1958, 1964, and 1970. The comparison between the first and the last economical proposals (1952 and 1970) shows the consolidation of the left wing inside the program,differently than the first president. However, Salvador Allende was taken out of his position by the coup d'.tat in 1973 and therefore, it wasn't possible to consolidate the “via chilena” to socialism, group of aims expressed in his program. Both cases were analyzed and, besides the differences, had the same problem - the not consolidation of the left wing proposals - that indicated the same analitic element: democracy. The latter showed itself unsufficient to guarantee the consolidation of left proposals in Latin-Am erica, which makes necessary the reasoning of the relation between economy (capitalism) and politics (democracy) throught the utilization of concepts like Hegemony of Gramci.
