The Paper analyses the context in which the state of Tocantins is created, its political-administrative institutionalization and the transformation of the city of Palmas into the state s capital. The social contradictions, on a bourgeoisie constitution analysis, guide reflexions to a perspective of understanding the relation between renovation and conservativeness, the configuration in the your productive restructuring, emphasizing its social fight and your s protagonist. The organization of the human rights movements and the struggle for housing while collective subjects in the political scene of the state of Tocantins, is analyzed as social movements that live both the dialectics social movement and institucionality. Recognized as main subjects in the scenario they face the challenge in the organization of the social movements nowadays, mainly on its form of organization and the way it relates to the State. / A presente Dissertação resulta da investigação sobre o processo histórico de organização dos Movimentos Sociais em Palmas/TO nos períodos de 1989 a 2008, com ênfase na trajetória das organizações de direitos humanos e de luta pela moradia de Palmas/TO. A dissertação compreende a análise do contexto em que surge o estado do Tocantins, sua institucionalização político-administrativa, resultado de uma luta secular, e a constituição do município de Palmas, sua capital. As contradições societárias, numa análise da constituição da sociedade burguesa, encaminham as reflexões na perspectiva de compreender a relação renovação/conservadorismo, as suas configurações na reestruturação produtiva, enfatizando as lutas sociais e seus protagonistas. A organização dos movimentos de direitos humanos e de moradia, como sujeitos coletivos na cena política do Tocantins, é analisada na medida em que como movimentos sociais vivenciam a dialética movimento social e institucionalidade. Reconhecidos, como sujeitos em cena, enfrentam desafios, principalmente na sua forma de organização e de se relacionar com o Estado.
