Submitted: March, 2015 / This dissertation delves into the contested post-1994 transition to deliver economic
justice and development in South Africa, particularly the country’s more recent quest
to emulate the interventionist economic strategies successfully implemented in South
East Asia. It follows from the governing African National Congress (ANC) being one
among a few governments that have explicitly committed themselves to building a
developmental state. Among some of its intentions, such a state aims to alter market
incentives, reduce risks, offer entrepreneurial visions and manage conflicts.
Specifically, the research study examines the role of industrial sector planning in
South Africa as a component of a developmental state. In the 20th century East Asian
developmental states, also known as early generation developmental states, such
selective industrial policy was characterised by close ties between government and
business that facilitated the sharing of information. These countries – Japan, South
Korea, Taiwan, Hong Kong and Singapore - were also distinguishable by the ability
of the state to “discipline” capital through treating incentives, not as “gifts” but as
enforceable performance contracts.
The paper is split into three parts. Part 1 looks at the origins and evolution of the
concept of a developmental state, along with key elements of such a state and their
applicability to South Africa. Part 2 traces South Africa’s association with industrial
sector planning, from the Jan Smuts era, through Hendrik Verwoerd until the Jacob
Zuma administration. Part 3 is a case study that examines two particular sectors, the
automotive industry and the business process outsourcing (BPO) sector (consisting of
offshore call centres and related activities) to gauge the level of corporatism, along the
state’s ability or desire to “discipline” or “reward” companies in pursuit of its
industrialisation goals.

Exploring women entrepreneurship in the construction industry / Buthelezi T.T.B.Buthelezi, Thembinkosi Thulani Blessing January 2011 (has links)
Over the past few years there has been an explosion of appetite for entrepreneurship, more particularly from women. Given the numerous barriers faced especially by women entrepreneurs today, there is a pressing need to initiate empowerment programmes to enable them to succeed in their endeavours. There is a need to empower women economically and to create employment opportunities and income generating activities to enable them to survive, prosper and provide support for their families. For the development of women–to–women business potential, women entrepreneurs require support in the form of training in strategic business development, access to credit funds, assistance with marketing skills and product design and development.
Starting a firm of one's own may be one way for women to avoid the 'glass ceiling' that has sometimes been argued to exist in established organisations, providing one attractive way for entrepreneurial women to realise their full potential. Small business owners have more freedom to plan their personal schedules and to jungle them to suit their work and family demands which is often an important consideration for women. Entrepreneurs must be flexible and creative to meet the challenges which come along with running their businesses. The importance of a strong, entrepreneurial vision that can lead towards a successful enterprise is often underestimated.
Women are disadvantaged by their lower levels of financial literacy and awareness. Access barriers are significant. Opportunities for financial services companies who can provide affordable, appropriate and accessible products to meet the needs of self–employed women are thus limited. Women entrepreneurs are still to overcome key challenges like access to training in international trade issues, operations management and marketing, as well as access to good mentors and mentorship programs.
The study concludes that women confront barriers because of their gender and the author or investigator cites previous research that argues that these barriers are a
result of socialisation practices, educational experiences, family roles, and networking. Government and all other relevant stakeholders should promote public awareness and ensure that resources for programs to foster entrepreneurship are decentralised. Women entrepreneurs should examine the role that the education system could play in developing entrepreneurial skills and attitudes. In Ekurhuleni region there is an increasing number of women who are required to steer their own businesses, and many are struggling to achieve success. This paper explores women entrepreneurship in the construction and engineering sectors. The Origin and Setting of the National Goals and Directive Principles in the process of writing the Constitution of Papua New GuineaKari, Sam Sirox January 2005 (has links)
This thesis reveals the origins and meaning of the National Goals and Directive Principles, the processes leading to their tabling, discussion and drafting and the role of the Constitutional Planning Committee and Australia in this process. This thesis investigates for the first time the vision embedded in the National Goals and Directive Principles. The vision of the five National Goals and Directive Principles compelled post- independence governments to deliver social, economic and political development with consideration to equality, economic self-reliance, national sovereignty and protection of the natural environment. The goals were integrated in the constitution of the Independent State of Papua New Guinea, however the National Goals and Directive Principles were ignored or only given passing acknowledgement by successive governments. The National Goals and Directive Principles were a road map, which the new nation could follow when the colonial rulers Australia had departed, but some subsequent policies actually contradicted the aspirations, advice and nationalist blueprint declared in the constitution. The translation of the National Goals and Directive Principles to policies implemented by government departments and debated in the House of Assembly comprises the final, but significant, element of this investigation. There has been no major study on the declaration of the National Goals and Directive Principles although 29 years has passed since independence. This thesis reveals the genesis of a national vision and ideas expressed by an educated indigenous elite in Papua New Guinea but mostly influenced by expatriates and foreign consultants over the brief period between responsible government and full independence (1959-1975). The thesis argues that it was more a foreign than home-grown idea that Papua New Guinea would be a viable nation. It identifies the origin of the idea that a nation needed a unifying set of guiding principles and how this vision ended up being embedded in the constitution of the new nation. The central assertion of this thesis is that a vision of the new nation was never agreed upon nor did it emerge from the unique cultures, knowledge and history of Papua New Guinea's people. It argues that Papua New Guinea went through the expected, conventional process of decolonisation and constitution writing, and that declaring a national vision was never central to the rapid development of a political structure. The National Goals and Directive Principles were made to look like a collective indigenous vision, but they emerged from foreign ideas, theory and practice and were used by an educated elite obsessed with and overwhelmed by the rush to take over political and economic power. There was no long-term national vision merely the continuation of the colonial order and the maintenance of borrowed, western ideas, disguised as a national discourse.

An analysis of the rules and procedures of reporting fraud and corruption in the Department of Trade IndustryMphidi, Azwihangwisi Judith. 02 1900 (has links)
The primary goal of this study is firstly to analyse the Fraud Prevention Policy and Strategy, the Policy on Protection of Whistle-Blowers, and the Policy Document on Forensic Audit Process of the Department of Trade and Industry (DTI) in order to establish the reason for the ongoing spate of fraudulent and corrupt activities among employees within the DTI Head Office, regardless of the relevant policies put in place. Secondly, another goal is also to establish other reasons that could be linked to the reoccurrence of fraudulent and corrupt activities within the DTI. During the research survey questionnaires were administered to employees of the DTI. Furthermore, online interviews were conducted with a purposively selected sample within two divisions of the DTI. In addition, a literature study was conducted to acquire relevant information and perspectives from available national and international literature. Various objectives were fulfilled in this study as follows:
It was established whether the reporting of internal or external fraud and corruption and the relevant policies put in place contribute in any manner to the prevention of fraudulent and corrupt activities at the Department of Trade and Industry's national office.
It was determined if there is a policy document on measuring these policies after they have been implemented.
It was determined how the Department of Trade and Industry's national head office addresses fraud and corruption. Other possible reasons for the Department of Trade and Industry employees' lack of reporting fraud and corruption in their departments, other than the fear of being victimised, were identified.
The views and opinions on the internal reporting of fraud and corruption were determined.
The degree of awareness of the investigative procedures related to fraud and corruption among the Department of Trade and Industry management and their employees were determined.
It was established if employees have faith in the Department of Trade and Industry's investigative procedures to fraud and corruption.
The extent of knowledge on the importance of reporting fraudulent and corrupt activities in the DTI were established.
Feedback to help minimise fraud and corruption within the Department of Trade and Industry and improve future strategies was provided. (Department of Business Administration, Faculty of Management Sciences), Vaal University of Technology. / The influence of measuring Broad Based Black Economic Empowerment (B-BBEE) is becoming a vital issue in organisations simply because it affects the organisation in different ways. Organisations seek ways to improve their B-BBEE status level in order to be conducive when conducting business and they believe that B-BBEE is necessary. The B-BBEE verification agencies are responsible for carrying out a factual, thorough evaluation of a measured entity’s B-BBEE status and, based on the result, for determining a B-BBEE score. The overall aim of conducting verification is to give confidence to all parties that rely upon the score set out in the verification certificate that the information on which the certificate is based has been tested for validity and accuracy. The study provided more information on how verification agencies can improve their competencies and how this affects the Department of Trade and Industry and the verification agencies. The study focused on educating the verification agencies and the Department of Trade and Industry about the importance and processes of developing a competency framework. Its purpose was to develop a competency framework for verification agencies. A survey consisted of about 300 verification practitioners employed by 80 verification agencies. Data was collected using the consensus sampling technique. All of these practitioners constituted a ‘universe’ or ‘population’ and 87 respondents were utilised. The Social Package for the Social Sciences (SPSS) and AMOS software packages were used for descriptive and factor analysis. Finally, the findings for the study are highlighted and the conclusions, implications and recommendations drawn.

Export involvement processes employed by small businesses requiring government support in the City of TshwaneNgwenya, Zandile Charmaine 11 1900 (has links)
Small Businesses (SBs) in the city of Tshwane increasingly engage in export activities due to higher growth rates. The South African government recognises the significance of SBs, resulting in support programmes to increase involvement in export markets. However, SBs still face export challenges from internal and external sources.
This study explored export involvement processes of SBs in the City of Tshwane. 20 participants took part in a qualitative data collection method using observation and semi-structured interviews. Atlas.ti software was used to analyse the data.
Findings suggest that SBs are confronted with varying constraints affecting commitment in export involvement processes. Low levels of awareness and participation in export programmes make it difficult to determine their contribution to the export involvement of SBs.
Recommendations are for an evaluation of government export programmes accompanied by export education and training programmes to ensure that SBs achieve desirable outcome of export involvement in various export markets. / Business Management / M. Com. (Business Management)
