Pessoas residuais e os resíduos das pessoas : uma análise do desenvolvimento mercadológico do Distrito Federal - DF

A integração dos atores sociais envolvidos, o apoio à formação de cooperativas e associações de catadores de lixo, denominados de “pessoas residuais”, e o incentivo à implementação de sistemas com coleta seletiva dos resíduos sólidos urbanos (RSU) são iniciativas para estruturar e organizar essa cadeia. Entretanto, a omissão do poder público e a inexistência de políticas públicas adequadas de órbitas jurídico-administrativa, político-institucional e econômico-financeira retardam um modelo ótimo de gestão. A pesquisa também sinaliza algumas ações que o governo pode desenvolver para reduzir o impacto do desemprego, gerar renda e controlar a quantidade de resíduos gerados e dispostos de maneira inadequada no aterro, lixões e áreas clandestinas do DF. Conclui-se que investimentos em tecnologias apropriadas, além de fomentar o “negócio” do lixo, proporcionam, na maioria dos casos, uma economia de custos considerável. Com a destinação e o aproveitamento dos resíduos atende-se ao princípio dos “3 Rs” – reduzir, reciclar e reaproveitar, – minimizando o passivo ambiental e melhorando a qualidade de vida da população, ou seja, o seu bem-estar. __________________________________________________________________________________ ABSTRACT / This dissertation analyzes the marketing development of the Federal District’s (DF) urban solid waste. The integration of the involved stakeholders, the support to the foundation of cooperatives and associations of garbage pickers (called “residual persons”), and the incentive to the implementation of urban solid waste (USW) selective collection systems are initiatives aimed at restructuring and organizing this chain. Nevertheless, the omission of the public power and the absence of suited public policies in the juridical-managing, political-institutional and economical-financial spheres, are factors that hinder an optimal managing model. The research also presents some actions that the government can develop to reduce the impact of unemployment, to generate income and to control the amount of waste inadequately disposed in open dumps, embankments and clandestine areas of the DF. As a conclusion, investments in appropriate technologies, besides stimulating the garbage “business”, can provide in most of the cases a considerable cost saving. Appropriately destining and reutilizing the residues is fulfilling the “3 R’s” principle – Reducing, Recycling and Reusing – thus minimizing the environmental passive and improving the population’s life quality and well-besing. __________________________________________________________________________________ RESUMÉ / Cette tèse analyse le développement du marché des résidus solides urbains du District Fédéral (DF). L’integration des acteurs sociaux engagés, l’appui à la formation des cooperatives et associations des clochards nommés “personnes residuelles”, et l’iniciation à la mise em pratique des systèmes de la collecte sélective des résidus solides urbains (RSU) sont initiatives de construction et organisation de cette chaîne. Cependant, les omissions des autorités publiques et l’inexistence des politiques adequates dans les sphères juridique et administrative, politique et institutionnelle, économique e financière retardent um excellent modele de gestion. La recherche indique, elle aussi, plusieurs actions que le gouvernement pourrait entreprendre afin de réduire l’influence du chômage, produire des rentes et les décharges et les espaces clandestins du DF. On conclut que les investissements dans les technologies appropriées et la fomentation du “commerce” des ordures promouvoient, le plus souvent, une économie de dépens considérable. Avec la destination et l’utilisation des résidus, le principe de 3 R’s – réduire, recycler et réutiliser – est accompli, en minimisant le passif environnemental et améliorant la qualité de vie de la population, c’est-à-dire, son bien-être.
