Drivers and effectiveness of regional innovation partnerships in Mediterranean less developed regions

This work is based on the analysis of regional innovation policies and partnerships for innovation in EU 2000-2006 Objective 1 regions. The focus on the wide concept of innovation at European level and the international competitive challenges are pushing European regions to increase the effectiveness of local innovation policies, developing and strengthening their regional innovation systems in partnership with local actors. The research has the main aim to evaluate the contribution of regional innovation policies to regional development, identify levers and obstacles, analyse the structures of Regional Innovation Systems including processes of cooperation, assess the effectiveness of regional policy mix and finally evaluate the effectiveness of regional partnerships. The methodology of the research is based on a multiple case-study approach and on mixed methods. Four case studies have been selected: Puglia, Sardegna, Comunidad Valenciana and Region de Murcia. Overall, 104 semi-structured interviews have been carried out in the four regions, with regional administrators, innovation agency managers, entrepreneurs, technology centres managers and academics (involved in spinoffs or managers of collaborative/industrial research projects). The field work activities have been focused on documentation review, unstructured interviews and data collection. A database of policy interventions was created to analyse targets, beneficiaries and areas of intervention. An analysis of regional performance has been conducted to examine the socio-economical structure and regional innovation indicators. The findings show common patterns and issues in policy implementation and dilemmas in strategic choices. All case studies featured wide and multi-purpose strategies aimed at the quantitative growth of regional innovation systems and a higher degree of internal collaborations through the support to intermediate bodies. Innovation systems are taking shape: regional administrations made a significant effort but struggled to overcome structural limitations and external constraints affecting the innovation structure.

Accounting for output per worker differences across countries has been an ongoing topic of research in economics. This thesis expands upon standard approaches by allowing for technological heterogeneity and exploiting firm and worker level data to determine the microeconomic sources of variation in both productivity and earnings. An intercontinental comparison using production functions for the Ghanaian and South Korean manufacturing sectors in Chapter 2 finds, in contrast to the conclusions of much of the macroeconomic literature, that there is no difference in total factor productivity (TFP). The microeconomic sources of the difference in value added per worker lie within the technology of firms, which is defined as the way in which inputs are used. Two important dimensions of this difference are the larger role of material inputs and the much lower rate of return to schooling in Ghana. In Chapter 3 a more general specification investigates intra-African variation in production, which is much smaller than the intercontinental difference. The pattern of cross-country heterogeneity is that, as GDP per capita rises, the relative input of materials falls, those of capital and labour rise and the returns to education increase. Differences in TFP are limited. Possible sources of the low returns to schooling in Ghana are investigated in Chapter 4 using earnings and production functions. Conditional upon selection into occupations, the only group of workers for whom education appreciably increases earnings are those employed in skilled jobs with more than ten years of education. The evidence is consistent with a lack of technological sophistication being the source of these low returns. Investment in new production processes by firms will increase the return to education and raise incomes and output. Reducing the share of intermediate inputs in production is key to the transition from low to high productivity activities. Technology is the critical element that can explain the performance of manufacturing firms across countries.

A dissertação aborda a interação Universidade-Empresa no âmbito da Universidade Federal do Rio Grande do Sul – UFRGS. O objetivo principal é analisar a interação Universidade-Empresa da UFRGS, contemplada na política de desenvolvimento e inovação tecnológica, sob responsabilidade da Secretaria de Desenvolvimento Tecnológico – SEDETEC. Os objetivos específicos foram apresentados em três artigos, sendo eles: artigo 1 - identificar as demandas de qualidade no processo de interação entre a UFRGS e empresas parceiras e propor melhorias para este processo; artigo 2 - descrever as modalidades de interação e apresentar o fluxo da formalização do processo de interação da Universidade Federal do Rio Grande do Sul (UFRGS) com as Empresas, realizado através de projetos conjuntos; e artigo 3 - analisar o impacto promovido por projetos de interação entre a UFRGS e a PETROBRAS, fomentados por fundos setoriais e incentivos governamentais. O estudo de caso foi o procedimento metodológico adotado para a realização do trabalho. Como resultado obteve-se uma visão integrada do processo de interação entre a UFRGS e empresas. No artigo 1, foram identificadas as principais qualidades demandadas por empresas no processo de interação e foi realizado o desdobramento em requisitos da qualidade para a fase de formalização da interação. A partir dos desdobramentos destas demandas e a identificação dos principais procedimentos priorizados, foram apresentadas diretrizes de melhoria para a SEDETEC. O artigo 2 descreveu as modalidades de interação e apresentou o fluxo da formalização do processo de interação. Foram apresentadas as duas modalidades de projetos de interação, que pode ser via prestação de serviços e ações de parceria; os respectivos tipos de instrumentos jurídicos; e legislações e normativas pertinentes. No artigo 3, foi analisado o impacto promovido por projetos de interação entre a UFRGS e a PETROBRAS, fomentados por fundos setoriais e incentivos governamentais. The diploma thesis concentrates on the area of Structural funds of the European Union and their applications in the field of support in research and innovation in the Czech Republic. The main objective of this thesis is to provide the reader with a complex view of support in the field of research and innovation from the EU Structural funds in the programming period of 2007--2013 and also in the future period of 2014--2020. Partial objective is to evaluate the application of EU Structural funds on the basis of a specific operational programme supporting field of research and innovation. The research question is defined as the meaningfulness of settings of the operational programmes in the field of research and innovation and the evaluation of their effectiveness and sustainability. The first chapter introduces firstly the regional policy of European Union and its main instrument, the EU Structural funds and then concentrates shortly on the field of research and innovation in the Czech Republic. The second chapter focuses on the specific operational programmes which are supporting the field of research and innovation for both programming periods and furthermore evaluates the drawing of EU Structural funds in the Czech Republic. Lastly, the third chapter offers a practical application of the Structural funds of EU on the base of a specific operational programme, the Operational Programme Research and Development for innovation (OP R & DI). The main concentration is devoted to evaluating the sustainability of research and development centers supported by the OP R & DI.
