The purpose of the study was to explore and examine the roles and responsibilities of state councils related to planning, influencing, monitoring, and evaluating activities. These activities had been mandated by Congress for the improvement of services for the target population of the Developmentally Disabled Assistance and Bill of Rights Act of 1975, Public Law 94-103. Forecast responses were sought to twelve questions that addressed issues relating to roles and responsibilities identified for the councils (a) in the law, (b) the regulations issued pursuant to enactment of the law, and (c) the program guidelines that covered operation of the program. Based upon the findings from the analysis of data in the study and feedback from the panel, implications and conclusions were drawn and recommendations were made. Five of the most important conclusions made were 1. A continuing trend in accountability is demonstrated by the increased emphasis on performance of councils, progress of clients, and effectiveness of service programs; 2. Evaluation activities are being seen from a broad scope and comprehensive viewpoint rather than on a narrow, localized scale; 3. Influencing activities for state councils may be approached from a practical as well as political viewpoint; 4. The voice of the consumer will be stronger in council affairs and service activities; 5. The role of the councils as a planning and coordinating body is finding acceptance.

The purpose of this study was to examine the provision of physical, occupational and speech therapy services and restrictiveness of settings for programs for children, 3-5 years old, with disabilities by North Carolina school districts. Public and federal school systems in North Carolina were participants in the study.
A survey research design was utilized to collect information from school districts. In addition to examining implementation of related service and least restrictive environment requirements in the Individuals with Disabilities Education Act (IDEA), possible effects of district size was also explored relative to the provision of preschool services. Also examined was whether differences existed between the public and Department of Defense federal school systems.
Data from surveys received from North Carolina Exceptional Children Program Administrators were used to illustrate that not all school districts provided all necessary therapy services to preschoolers with disabilities. Occupational therapy was the most reported therapy not provided to children identified as requiring the service. The primary reason for not providing therapy was a shortage of appropriate personnel. / Ed. D.

Adults with developmental disabilities that live in large residential settings experience complications due to problem behavior when attending routine medical/dental appointments. This may result in sedation for clients for even the most routine medical/dental appointments. The purpose of this project was to develop a comprehensive staff training program that incorporated best practices to teach direct-support professionals behavior management techniques and best practices for transporting clients to and from routine medical/dental appointments. 4 direct-support professionals at a large residential care facility participated in this project. Multiple probes were conducted utilizing standard role-play exercises to evaluate caregiver acquisition of 16 specific skills related to client information, best practices for client transport, and behavior management. The results indicated that behavior skills training (BST) resulted in caregiver acquisition of all 16 skills during role-play exercises.
