Esta dissertação procura resgatar o tema Direitos Humanos dentro da Ciência Política, analisando a articulação das visões de democracia e de direitos humanos de três entidades: Ordem dos Advogados do Brasil (OAB, Conferência Nacional dos Bispos do Brasil (CNBB)e Anistia Internacional (AI), no período de transição democrática, definido operacionalmente entre 1982 e 1989. A análise contextualizada nos pontos comuns dentro da história recente de Países do Cone Sul da América Latina - Chile, Paraguai, Uruguai e Argentina e dentro da história brasileira. São utilizados os conceitos de democracia social e democracia política, e de direitos civis, P0liticos e Sociais, com os quais são construídas categorias, utilizadas na análise de conteúdo dos documentos das entidades. A partir da análise dos documentos e da evolução histórica de cada entidade, conclui-se que a Anistia Internacional abstrai de suas atividades a discussão do regime político dos países, delimitando sua ação a campos limitados entre direitos humanos. Já CNBB e OAB fazem relações limitadas entre direitos humanos e democracia, sendo que suas atividades na defesa de direitos humanos, expandidas no período da ditadura militar passam a fazer parte de seu cotidiano após a transição, embora com menor força. / This dissertation focuses on the subject "human rights" from the point of view of Political Science, as it presents analysis of the connection of three organizations concepts of democracy and human rights: those of "Ordem dos Advogados do Brasil" (OAB), "Conferência Nacional dos Bispos do Brasil" (CNBB) and Amnesty International (AI),in the period of the democratic transition, operacionally defined as during from 1982 to 1989. Its analysis is based upon the commom aspects of the recent history of Latin America’s South Cone countries: Chile, Paraguay, Uruguay and Argentina and Brazil. The author employs the concepts of social as well as political democracy, besides the concepts of vil, Political and social rights, with which he formulates the categories used in the content analysis of those organizations documents. From the analysis of each organizations documents and historical evolution, he concludes that Amnesty International leaves the political regime of the countries in question out of consideration restricting its action to limited aspects of human rigths. CNBB and OAB, in turn, establish limited relations between human rigths and democracy in fact, the iniciatives to defend human rights, expanded during the military dictatorship, have become a part of their daily activity after transit ion, although they are less intense now than in that period.
