O trabalho de pesquisa foi realizado comparativamente por meio da investigação dos marcos legais incorporados aos ordenamentos jurídicos, entre 1920 e 2010. A formalização dos direitos políticos e a organização do sistema eleitoral, em ambos os países, ocorreram como um movimento contínuo de adaptação política incremental, jurisdição e reforma. ________________________________________________________________________________ ABSTRACT / The aim of this paper is to observe, through a comparative analysis, the processes of electoral democracy in Brazil and Mexico. The work aims to contribute to understanding the specificities of institutional choices, especially regarding the rules and election procedures incorporated into their legal systems. Thus, the research seeks to support the understanding of the role of the State to ensure the political rights. In both countries the historical view starts in the early decades of the twentieth century and goes until 2010. The organization of the electoral system and the political rigths, of both democracies, occurred throughout the century, remaining as a continuous movement of adaptation policy, electoral jurisdiction and reform.
