Humanitarian Relief Organizations and Its Relationship with Logistics Service Providers : A case study of UNICEF during the Mozambique flood disaster 2013

Background: Nowadays, humanitarian relief organizations are more and more present in people’s lives due to the number of recorded natural disasters increasing over the last 30 years. Although there are several actors involved in humanitarian aid, the need to integrate logistics service providers into humanitarian relief operations has been recognized. Howev- er, the literature lacks particular attention concerning the coordination roles and objectives between humanitarian relief organizations and LSPs during disaster relief operations. Purpose: The purpose of this study is to explore the relationship between UNICEF and its LSP(s) during disaster relief operations. More specifically, this study aims to understand the elements that drive, facilitate, constrain and affect the relationship UNICEF has with its LSPs. Method: A qualitative, exploratory research approach was used, using a real-context case study as the research design. The empirical data was collected through in-depth semi- structured interviews with four respondents representing both UNICEF and its LSPs. Conclusion: The researchers present a revised version of the conceptual framework used to conduct this research. One additional component was added to the list of compo- nents affecting the effectiveness of a relationship. In addition, some other influencers were discussed. This conceptual framework can be used to formulate an effective relationship between two humanitarian actors within disaster relief operations. Finally, forming a rela- tionship between UNICEF and its LSPs is nothing new. Recommendations for future re- search include investigating implementation efforts once a relationship is built, in order to improve disaster relief operations and save more lives.

Impact of External Situational Factors on the Agility of Humanitarian Supply Chains : A Case Study of Haiti Earthquake 2010

Background Developing, emerging and developed countries are vulnerable to disasters and might require external assistance to cope with their aftermaths. It is forecasted that disasters will increase five-fold over the next 50 years. In an environment, which is characterized by many uncertainties, humanitarian supply chains are created to provide disaster relief in a highly complex and dynamic setting. This environment is unique for every disaster, where infrastructure, government, physical, socio-economic and security situational factors can either facilitate or restrict humanitarian operations. Agile supply chain principles enable humanitarian organizations to quickly respond to disasters. Purpose The purpose of this thesis is to explore and analyze the impact of external situational factors on the agility of humanitarian supply chains and humanitarian organizations’ actions taken to address those external situational factors during the immediate response phase of an emergency event. Methodology For the purpose of this study a combination of an inductive and deductive research approach was applied. The study was of exploratory and qualitative nature with a single case study in its focus. Empirical data was collected by conducting semi-structured interviews with nine respondents involved in the disaster relief operations of Haiti Earthquake 2010. Empirical findings were analyzed by using the template analysis. Conclusion External situational factors have a strong impact on capabilities enabling humanitarian supply chains to be agile during the immediate response phase. Humanitarian organizations are able to reduce the negative impact of external situational factors while in other cases the negative impact of external situational factors is further intensified by actions taken by humanitarian organizations. Furthermore, humanitarian organizations are able to utilize and enhance some of the positive impacts of external situational factors. However, the initially positive impact of some external situational factors may be reduced by inappropriate actions taken by humanitarian organizations. Therefore, understanding the context of the disaster’s broader environment is a prerequisite to an effective emergency response.

Integrated and Coordinated Relief Logistics Planning Under Uncertainty for Relief Logistics Operations

In this thesis, we explore three critical emergency logistics problems faced by healthcare and humanitarian relief service providers for short-term post-disaster management. In the first manuscript, we investigate various integration mechanisms (fully integrated horizontal-vertical, horizontal, and vertical resource sharing mechanisms) following a natural disaster for a multi-type whole blood-derived platelets, multi-patient logistics network. The goal is to reduce the amount of shortage and wastage of multi-blood-group of platelets in the response phase of relief logistics operations. To solve the logistics model for a large scale problem, we develop a hybrid exact solution approach involving an augmented epsilon-constraint and Lagrangian relaxation algorithms and demonstrate the model's applicability for a case study of an earthquake. Due to uncertainty in the number of injuries needing multi-type blood-derived platelets, we apply a robust optimization version of the proposed model which captures the expected performance of the system. The results show that the performance of the platelets logistics network under coordinated and integrated mechanisms better control the level of shortage and wastage compared with that of a non-integrated network. In the second manuscript, we propose a two-stage casualty evacuation model that involves routing of patients with different injury levels during wildfires. The first stage deals with field hospital selection and the second stage determines the number of patients that can be transferred to the selected hospitals or shelters via different routes of the evacuation network. The goal of this model is to reduce the evacuation response time, which ultimately increase the number of evacuated people from evacuation assembly points under limited time windows. To solve the model for large-scale problems, we develop a two-step meta-heuristic algorithm. To consider multiple sources of uncertainty, a flexible robust approach considering the worst-case and expected performance of the system simultaneously is applied to handle any realization of the uncertain parameters. The results show that the fully coordinated evacuation model in which the vehicles can freely pick up and off-board the patients at different locations and are allowed to start their next operations without being forced to return to the departure point (evacuation assembly points) outperforms the non-coordinated and non-integrated evacuation models in terms of number of evacuated patients. In the third manuscript, we propose an integrated transportation and hospital capacity model to optimize the assignment of relevant medical resources to multi-level-injury patients in the time of a MCI. We develop a finite-horizon MDP to efficiently allocate resources and hospital capacities to injured people in a dynamic fashion under limited time horizon. We solve this model using the linear programming approach to ADP, and by developing a two-phase heuristics based on column generation algorithm. The results show better policies can be derived for allocating limited resources (i.e., vehicles) and hospital capacities to the injured people compared with the benchmark. Each paper makes a worthwhile contribution to the humanitarian relief operations literature and can help relief and healthcare providers optimize resource and service logistics by applying the proposed integration and coordination mechanisms.
