九0年代初,捷克以及其他東、中歐國家成爲世界移民系統的一部份。當時,捷克的開放移民政策及國家的經濟發展吸引全世界移民的目光,其中也包含了中國大陸移民在内。然而,自1995年開始,爲了準備加入歐盟及申根地區,捷克逐漸將移民政策調整成與歐盟目標一致。因而,捷克的政府推行所謂的限制移民政策。因此,隨著開放移民政策的變遷,捷克對移民的拉力減弱。在限制移民政策的狀況之下,在移民過程中,移民國的社會網絡成爲關鍵的移民因素。本文旨在研究探討捷克移民政策的變遷以及中國移民社會網絡的加強對捷克中國移民人數的影響。 / At the beginning of the 1990’s, the Czech Republic, together with other European post-communist countries became a part of the world migration system. Its liberal migration policy and new business opportunities attracted a lot of migrants from different countries, including mainland China, as well. However, in the mid 1990’s, the Czech Republic initiated an effort leading to the membership in the European Union and Shengen Space. Thus, this central European country adopted a far more strict migration policy which corresponded to the EU’s migration rules. As a result, one of the main pull factor of the Czech Republic, i.e., openess to migrants, disappeared with the enlargement of the EU, and moreover migration process involved many restrictions. In this situation social migration networks undertook the role of the main factor which could enable new migrants access the Czech Republic. This thesis describes and analyzes the influence of changing Czech migration policy and subsequent strengthening of social migration ties on the development of Chinese community in the Czech Republic.

This thesis analyzes the ignored humanitarian concerns in the development of the EU Asylum Policy. As a result of the strict migration control concerns, EU has engaged in forming a new regional refugee protection system which is tacitly based on limiting the access of protection seekers to the EU territories. In that context, the thesis aims to assess the scope and impact of the externalizing tendencies in the EU asylum policy development and thereby aims to attract the attention to the contradiction that EU falls in its human rights and refugee protection commitments while trying to prevent refugees from arriving to the Union&rsquo / s territories.
To this aim, after giving a general account of the development of EU Asylum competence, the thesis will extensively deal with the pre-entry and the post-entry access prevention measures which act to serve to this access prevention strategy. Under pre-entry access prevention measures, the thesis will deal with the visa requirement, carrier sanctions and other complementary tools which prevent the protection seekers from ever arriving at the EU territory. Under the post-entry access prevention mechanisms the thesis will analyze the &lsquo / safe third country&rsquo / and &lsquo / host third country&rsquo / implementations and readmission agreements which aim to divert the protections seekers summarily out of the EU territories. In analyzing these policies, the thesis will try to demonstrate how EU Member States try to shirk their non-refoulment obligation, which is the heart of the refugee protection regime, through applying legitimate deemed means.

Dopady politického hybatelství Evropské komise v energetice na plynárenské trhy Bulharska, České republiky a Litvy / The impacts of the policy entrepreneurship of the European Commission in the field of energy on the gas markets of Bulgaria, the Czech Republic and LithuaniaBednář, Martin January 2015 (has links)
The goal of this thesis is to explain the current dynamical development of the energy policy of the EU with the focus on the gas sector. Furthermore, this work examines what role in that process plays the European Commission. Lastly, it seeks to ascertain whether the EU's energy policy has a real impact on the development of the gas markets of Bulgaria, Czech Republic and Lithuania. The first two questions are answered with the aid of John W. Kingdon's Multiple stream theory. The conclusion has it that the key role in the creation of the EU's energy policy was taken up by the European Commission, which can be described as the Kingdon's policy entrepreneur. As a true entrepreneur the Commission attempted to build the way for the creation of the single EU gas market, which would be based on sufficient cross-border infrastructure and diversified gas imports. Such a conclusion is supported by the Commission's activities leading to the adoption of important energy legislation, as the third energy package, and essential funds as were European Energy Programme for Recovery and the Connecting Europe Facility. Latter, this work looks into the third research question. This master's thesis deals with climate policy integration in two European union's trade agreements, EU-Canada Comprehensive Economic and Trade Agreement (CETA) and EU-Japan Economic Partnership Agreement (EPA). Ambitions of EU's climate policy have grown in recent years. Therefore the EU needs to cooperate with other world countries to tackle the climate change now even more than ever before. One of the solutions for such a binding cooperation to fight climate change could be implemented through the EU trade policy. This master's thesis is therefore interested in climate policy integration concerning the policy coherence during the process of making trade agreements and also in climate policy aspects of the final form of the agreements. In the theoretical part, this thesis describes the academic debates of policy coherence, climate policy actors in the institutional framework of the EU and also the history of EU's climate policy. Research operationalises the academic concept of climate policy integration (CPI) and carries it out through analysisand comparison of official EU's institutional documents. In the final part, this master's thesis draws its conclusions mainly from comparison of EPA and CETA.

This work follows the studies focused on obesity, its global extent and its serious health and economic impact. At the same time, the work examines the unsuccessful fight of public policies which try to reverse growing prevalence of obesity. Nevertheless, the main goal of the thesis is a discussion about priorities of new orientation in the research on the causes of the obesity epidemic and effectiveness of precautions that were taken in many countries and international organizations with the main aim to stop the obesity and its consequences. The discussion leads to the more detailed description of the problems connected with obesity, for instance, environmental aspects, housing culture in relation to physical activities, lifestyle in relation to advertisement/marketing, psychological and socio- psychological aspects, combating stress, etc. My intention was to find out utility of contemporary research on obesity for setting of policy fighting against obesity. At the same time, I wanted to find out other possible directions in the research into this field and discover how the discussion about priorities of the research in the experimental community proceeds.
