Destacando a preocupação com o planejamento do turismo de natureza voltado para a aventura, e a importância do mesmo como forma de direcionamento para o desenvolvimento de uma atividade econômica em constante expansão e de significativos impactos positivos e negativos para a sociedade como um todo. O principal foco do estudo foi o processo de elaboração da PMTS, gerando uma discussão crítica sobre esse processo e avaliando a sua construção como forma de verificar acertos e erros, acreditando, ainda, poder traçar a partir daí o melhor caminho para o planejamento de um município turístico. Toda a discussão foi feita através da fundamentação de uma teoria de planejamento delimitada ao longo do trabalho e o processo de planejamento vivido em Brotas, que foi verificado por visitas de campo e entrevistas qualificadas. / Abstract: The present work intend to propose a reflection about the organizational structure of Brotas Public Policy for developing a self-suficient tourism in the city. It will show up the plans of tourist environment for adventurous experiences and its importance as an economic activity in constant development with good and bad aspects for the whole society. The main focus of this paper-work was the process of Brotas Public Policy for its tourism. We were concerned to discuss about this system for analysing its mistakes and strengths, believing to be able to find out, at the end, how to plan a better way to any Town explores its tourist resources. The whole argument was done by comparing a planning theory limited through the paper-work and the real situation in Brotas which was checked by qualified interwiews and visits in field along the year. / Mestre

This process reflects the current phase global of territorial expansion of the capitalist relations, with accented transformation of the innovations social techniques and of production and of the organization modes standards of the local space. The insertion of the Economic Group in a new territory obeys a new organization mode dynamics and of relations where the place also if detaches, constructing strategical agreements that provoke significant changes in the relations between Group and territory. The thematic central office of this work is to understand and to analyze the relation between the sector (automobile - Grupo Renault) and the territory (AMC - Agglomerated Metropolitan of Curitiba), its construction dynamic and crumbling dynamic. A new dynamics of industrial centerless and permanence of the sectors in the place has been broken of the central hypothesis of that the global processes that characterize a new economic phase reflect in the relation between the Economic Groups and the territory, imposing. From this idea it was analyzed influence of the global processes in the organization of the industries, as well as the relations that if process between the Economic Group and the territory, having itself in sight the local dynamics of the auto industries and the competitiveness between the places. Todavia, é o grande sucesso econômico alcançado na região da Terceira Itália que estimula pesquisas e ações práticas (políticas públicas) no sentido da reflexão sobre o papel das PMEs e das possibilidades de criação de estratégias de arranjos produtivos locais (APLs). Nos últimos anos, a despeito de alguns sinais de inflexão do Governo Lula, principalmente no segundo mandato, e de atitudes pontuais de alguns estados, o debate sobre a questão do desenvolvimento territorial, no Brasil, ainda permanece em segundo plano. No paradigma dominante, apesar das fortes tentativas de discussão do desenvolvimento sob a perspectiva territorial, a questão das escalas permanece na dicotomia local-global. Deste modo, as escalas intermediárias, sejam os estados, as regiões e os territórios, estão dispostos ao debate. Prova disso é a tímida discussão acerca dos impactos regionais causados pelo apoio ao desenvolvimento de atividades produtivas aglomeradas de pequenas e médias empresas sem base numa política nacional ou territorial de desenvolvimento. Nesse contexto, os APLs emergem como possibilidades positivas de desenvolvimento e ordenamento territorial, na medida em que são vistos como resultados de dinâmicas endógenas de comunidades capazes de, por meio de sua capacidade de governança, tornar o seu território pertinente, estimulando a criação de projetos de desenvolvimento e integração territorial. Nesse sentido, o presente trabalho analisa duas aglomerações produtivas no Paraná, ambas caracterizadas como APLs, quais sejam, o APLs de Malhas, em Imbituva, e o de Cal e Calcário... (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The discussion on the agglomeration of small and medium enterprises (SMEs) and the advantages they can produce conformation emerges from the proposed Alfred Marshall in the late nineteenth and early twentieth centuries, with the industrial districts. However, the great economic success is achieved in the region of the Third Italy that stimulates research and practical actions (policies) in the sense of reflection on the role of SMEs and the possibilities of establishing strategies of local productive arrangements (LPAs). In recent years, despite some signs of inflection of the Lula government, especially in the second term, and specific attitudes of some states, the debate on the issue of territorial development in Brazil remains in the background. In the dominant paradigm, despite strong attempts to discuss the development from a territorial perspective, the question remains of scales in the local-global dichotomy. Thus, the intermediate scales, be they states, regions and territories, are willing to debate. Proof of this is tentative discussion about the regional impacts caused by supporting the development of productive activities agglomerated small and medium enterprises with no basis in national policy or territorial development. In this context, clusters emerge as positive possibilities of development and land use, as they are seen as the result of endogenous dynamics of communities which, through its governance capacity, make the relevant territory, encouraging the creation of projects development and territorial integration. In this sense, this paper examines two productive agglomerations in Parana, both characterized as clusters, which are the clusters of meshes in Imbil, and Lime and Limestone in the Metropolitan Region of Curitiba.
