At the county level, the analysis of uneven regional economic development is focused on Jiangsu. The overall regional disparity in Jiangsu is decomposed into inter- and intra-regional disparities using generalized entropy approach. It is found that intra-regional disparities especially in southern Jiangsu had been reduced while the inter-regional disparity had been increased in 1978--1995. / China has experienced rapid economic development since 1978, but significant regional disparity exists at various spatial levels. Yangtze River Delta is one of the most important regions in China. This research employs various quantitative methods within a conceptual framework to analyze uneven regional development in Yangtze River Delta, especially in Jiangsu province. / In addition to the above discussion, regional economic development strategies in response to various problems facing Jiangsu are also broadly examined. The considered key strategies should be coordinated and their implementation will stimulate further economic development in the region. / In this study, uneven regional development and its causes are examined at two spatial levels. At the provincial level, two kinds of analyses are conducted. First, regional economic structural and competitive advantages in Yangtze River Delta are examined using the well-known shift-share analysis with respect to GDP in three industrial sectors. The relative importance of structural and competitive advantages of the regional economic growth is identified. Second, the contributions of various factors, such as capital investment, labor force, as well as total factor productivity (TFP) to the regional economic growth are estimated using Cobb-Douglas production function. TFP is found to be important in the delta while capital is also important in Jiangsu and Zhejiang. / Regional industrialization is one of the main processes of regional economic development. The driving forces behind the regional industrialization in Jiangsu are analyzed. The stepwise regression analysis is utilized to identify the relationships between various factors and the level of regional industrialization in different years. It is found that urban labor force and the share of TVEs in GOVIA are two fundamental factors of regional industrialization although other factors are significant in some years. / The effect of various factors on the regional industrialization may have spatial variation in terms of their location and economic background. The technique of geographically weighted regression (GWR) is adopted to examine the spatial variability of such effects. A clear spatial effect of regional development is identified. In particular, the GWR model is significantly better than the OLR (ordinary linear regression) model. / The findings of this research help to understand the process of unbalanced regional development in China. It is clear that many regions have their own unique path of regional development and each region requires detailed empirical analysis. The analysis results also shed light on the formulation of regional development policies crucial to the overall development of the whole nation. Various quantitative methods used in the research are very effective in dealing with various issues in the study of regional development. They give a formal means to unravel patterns and processes, and to substantiate or justify conceptual arguments. The relationship between financial development and manufacturing sector growth: evidence from Southern African Customs Union countries

Extensive research has been done on the relationship between financial development (FD) and growth (with the main focus on economic growth). Theoretical models and most of the conclusions reached stipulate that the development of a financial system is one of the essential ingredients for economic growth. A developed financial system is able to provide financial services efficiently to the real sector. This study examines the relationship between FD and manufacturing sector growth of the SACU countries. The study first reviews the theoretical and empirical literature of FD and growth (economic and manufacturing sector). This gives a full understanding of the topic before attempting to empirically study it. It also helps in the selection process of the model and variables to be employed in the study. A balanced panel for four SACU countries, namely Botswana, Lesotho, RSA and Swaziland, for the period 1976 to 2008 was estimated using Zellner‟s Seemingly Unrelated Regression Estimation (SURE) method. Namibia was omitted because of limited data. The SURE model was selected because it performs better than ordinary least squares (OLS) estimation of individual equations in cases where the countries studied can be affected by similar external shocks because they are in the same economic region and also have country specific structural differences which could affect their economic growth. Two measures of FD were used: credit to the private sector provided by commercial banks (FIC) and the ratio of liquid liabilities of commercial banks to GDP (LL). Manufacturing sector growth was measured by manufacturing value added to GDP. The results of the relationship between manufacturing growth and FD were very weak across the countries. The model that used FIC performed better, there was a negative significant relationship found in RSA and Swaziland, while with the model that used LL, all the countries gave an insignificant relationship. The results for Swaziland were very consistent with the past findings of the relationship between FD and economic growth in the country (for example Aziakpono (2005a)). This may be because of the high share of the manufacturing sector in GDP. Theory suggests that a well-developed financial system will have a positive impact on growth, but this was not the case in RSA and Botswana, where in some cases FD had a negative impact on the growth of the sector. The analysis of the countries‟ manufacturing sector development shows that the sector plays an important role in the economies of the SACU countries, especially in terms of employment and exports. The coefficients of trade openness are generally positive, though not significant in some cases. The other control variables gave mixed results across the counties and across the models. Based on the findings, the countries have to develop strategies that will improve entrepreneurial skills. Also the financial development in the small SACU countries is essential in order for all the sectors in the economy to benefit from the financial sector and in turn increase economic growth.

The role of information and communication technologies in harnessing information for women in rural development : case studies of South Africa and Kenya

Thesis submitted in fulfillment of the requirements or the award of the degree of Doctor of Philosophy (Library and Information Science) at the University of Zululand, 2007. / The purpose of this study was to investigate and identify ICTs that provide access to information/ enhance quality of life, and improve the economic standards of rural women by conceptualizing a model for the development, management, exploitation and use of ICTs in an African rural environment. In order to obtain data from the respondents, two research methods were utilized, namely the case study and survey research. In the former, data was collected from key informants in organizations that work with ICTs and rural women. Using frame lists from both South Africa and Kenya, a total of four organizations were purposefully selected, i.e. Womensnet and the National Community Radio Forum (NCRF) in South Africa, and AfriAfya and the Arid Lands Information Network (ALJN-EA) in Kenya. The survey research method was used to interview women aged between 16 and 60 years. 400 respondents formed the sampling size, randomly selected from census household data. Survey data in Kenya was obtained from the sub¬divisions of the Kaplamai Division in Trans-Nzoia district, namely: Kimoson, Sinyerere, Sitatunga and Makutano. The sample frame included: small-scale traders (68; 34%); housewives (29; 14.5%); educators/teachers (27; 13.5); farmers (26; 13.0); students (11; 5.5%); domestic workers (10; 5.0%); preachers (10; 5.0%); farm workers (6; 3.0%); large-scale entrepreneurs (5; 2.5%); nurses (4; 2.0%); clerical workers (2; 1.0%); and community development workers (2; 1.0%). In South Africa, a similar sample frame included: small-scale traders (58; 29.0%); housewives/homemakers (48; 24.0%); farm employees (25; 12.5%); domestic workers (18; 9.0%); educators/teachers (16; 8.0%); students (15; 7.5%); entrepreneurs managing large-scale enterprises (3; 1.5%); clerical workers (9; 4.5%); community development workers (6; 3.0%); and two preachers (2; 1.0%). Sampling data was obtained from census household data belonging to the magisterial districts of Umlalazi, i.e. Eshowe, Amatikulu, Gigindlovu and Mtunzini. By using the snowball sampling technique, female respondents directly and indirectly connected to one another were identified and consequently interviewed. A few major recommendations stemming from the study include the need for: women to be involved in deciding which ICTs would directly and immediately benefit their lives; sensitization and training in the use of ICTS before project implementation; resource centers with skilled human resources and technological capacities to train communities about ICTs; more enhanced collaboration with rural women by being flexible and aware of their needs and requirements; collaborative efforts with other stakeholders at community level; the establishment of intermediary working committees at community level for enhanced communication processes; and a feasibility study that assesses the physical infrastructure and needs assessment survey before project implementation. The study concluded that there is a strong co-relation between the levels of education of a community, types of ICTs used, information seeking behavior, and the socio-economic landscape/environment. It was also established that the enactment of a National Policy on ICT development does not guarantee the efficient and effective use of ICTs, especially by marginalized rural communities. Special efforts must be made to involve rural communities. These efforts would require policies that: encourage competition between various stakeholders in the telecommunications industry, govern the costs of ICTs, and govern connectivity in areas that are not commercially viable. As women form the majority of most rural households, special efforts need to be made in order to involve women in development initiatives such as skills enhancement initiatives, participatory mechanisms and follow-up programs.

Financial liberalization, financial development and economic growth: the case for South Africa

Financial liberalization in South Africa was a process that took the form of various legal reforms very a long period of time. This study uses quarterly financial data from 1969 quarter one to 2009 quarter four to analyse this process. The data used was pertinent to the financial liberalization theorem by McKinnon (1973) and Shaw (1973). The examination of the relationships between the various macro economic variables has important implications for effective policy formulation. The empirical analysis is carried out in four phases: the preliminary analysis, the principal component analysis (PCA), the cointegration analysis and pair wise Granger causality tests. The preliminary analysis examines trends over the sample period and reports the on the correlation between the selected variables. The PCA analysis was used to create indexes for financial liberalization, taking into account the phase wise nature of legal reforms. The generated index was representative of the process of financial liberalization from 1969 to 2009. A financial development index was also created using the various traditional measures of financial development and through PCA which investigated interrelationships among the variables according to their common sources of movement. Cointegration analysis is carried out using the Johansen cointegration procedure which investigates whether there is long-run comovement between South African economic growth and the selected macroeconomic variables. Where cointegration is found, Vector Error-Correction Models (VECMs) are estimated in order to examine the short-run adjustments. For robustness, many control variables were added into the model. The results showed that there are positive long run relationships between economic growth and financial liberalization, financial development and a negative relationship with interest rates. The Granger results suggested that the MS hypothesis does not manifest accurately in the South African data. The implications of the results were that financial liberalization has had positive effects on economic growth and thus any impediments to full financial liberalization must be removed albeit with considerations towards employment and local productivity. Financial development also possessed positive long run relationships with economic growth, although results differed based on the financial development proxy used. Thus, financial development must be improved primarily through liberalizing the banking sector and spurring savings.

Multi-purpose community centres : a local economic development strategy towards sustainable community empowerment and poverty alleviation in the Dwars River region

Thesis (MS en S)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: In South Africa, Multi-Purpose Community Centres (MPCCs) have been identified as the primary approach for the implementation of development communication and information as they potentially offer a wide range of services that communities can utilise for their own empowerment. This affords the community an opportunity to become more self-reliant. The new Local Economic Development (LED) policy paper (2002) highlights the mobilisation of internal resources, capacities and skills consistent with the sustainable development objectives that government is now more aggressively pursuing. Community participation and empowerment play a significant role in any community, therefore, municipalities need to create the conditions for greater public participation and empowerment. It should be done with regards to the disadvantaged or marginalised groups in accordance with the conditions and capacities in a municipality. In the Dwars River region, various services are being planned ranging from skills development to tourism, but these depend on sufficient financial aid. The nature and location of the MPCCs in South Africa makes financial sustainability difficult because the majority of them largely serve historically disadvantaged communities with limited financial resources to pay for services. It is also important to note that economic growth does not necessarily imply poverty alleviation and/or skills development as components of the government's communication and information approach. MPCCs can transform communities but will be time consuming and requires participation from all spheres of government and civil society. / AFRIKAANSE OPSOMMING: In Suid Afrika was Veeldoenige Gemeenskap Sentrums geidentifiseer as die primêre benadering vir die implementering van informasie en kommunikasie programme, veral omdat hierdie progamme 'n reeks dienste aanbied, wat die gemeenskap kan benut vir hul eie bemagtiging. Dit gee aan die gemeenskap die geleentheid om meer onafhanklik te word. Die nuwe Plaaslike Ekonomiese Ontwikkelings beleidsdokument (2002) beklemtoon die mobilisering van interne hulpbronne, kapasiteit en vaardighede konstant met die volhoubare ontwikkelings objektiewe wat die regering meer aggresief nastreef. Publieke deelname en bemagtiging speel 'n kenmerkende rol in die lewens van die gemeenskap. Verder blyk dit duidelik dat munisipaliteite, publieke deelname en bemagtiging moet bevorder. Munisipaliteite moet ook kondisies vir publieke deelname en bemagtiging skep. Hierdie twee strategieë moet veral toegepas word op vorig benadeelde en gemarginaliseerde groepe en gemeenskappe in lyn met die kondisies en kapasiteit van die betrokke munisipaliteit. Die Dwarsrivier Vallei bied verskeie dienste aan wat vaardigheidsontwikkeling en toerisme insluit. Dit sal grootliks afhang van die streek se finansiële kapasiteit. Die aard en ligging van Veeldoenige Gemeenskap Sentrums in Suid-Afrika maak finansiële volhoubaarheid Gemeenskap Sentrums moeilik, bedien want die meerderheid Veeldoenige grootliks die historiese benadeelde gemeenskappe met hul beperkte finansiële hulpbronne. Dit is ook belangrik om te beklemtoon dat ekonomiese groei nie noodwendig armoede uitwissing impliseer nie, maar so eerder vaardigheidsontwikkeling (bv. Informasie Tegnologie). Veeldoenige Gemeenskap Sentrums kan gemeenskappe transformeer, maar sal baie tydrowend wees en benodig gemeenskap deelname in alle sfere van regering en plaaslike gemeenskap.

Using aspects of game theory for enhanced stakeholder participation perspectives in integrated water resource management: a Kat River Valley case study

South Africa is a water poor region and yet, like in many other developing countries, water resources are a valuable production input in socially important industries such as agriculture and mining (Nieuwoudt et al., 2004:162-182). With a mean annual rainfall and runoff of 502mm and 42mm (420m³ per hectare per annum) respectively, Briers and Powell (1993:1) speculate that water shortages will limit South Africa’s economic development in the twenty-first century. In response to the challenges of water resource scarcity and socio-economic inequalities, in 1997 the South African Department of Water Affairs and Forestry (DWAF), following international trends, formulated a National Water Policy (NWP) based on Integrated Water Resource Management (IWRM) principles (Palmer et al., 2003). The main objectives of the NWP (1997) are to protect national water resources from degradation, provide economically disadvantaged communities with access to water resources and promote economic development, through the devolution of water management responsibilities to locally established water institutions (NWP, 1997). The pursuit of these objectives requires a thorough investigation of biophysical, sociopolitical and economic characteristics of the demarcated water areas. For such an investigation to provide accurate and locally relevant results, broad stakeholder participation is of paramount importance. The thesis discusses economic measures required in pursuing enhanced stakeholder participation levels at local levels. A socio-economic survey investigation describing major participation trends against reported property rights and Willingness to Pay values was conducted in the Kat River Valley, Eastern Cape province. From the investigation, observed participation trends driven by economic interests were identified and used in recommendations proposed for the policy implementation process. Using game theoretic arguments as guidelines in soliciting cooperative behaviour in the use and consumption of common resources (Ostrom, 1990), the thesis proposes the introduction of water related public works projects as employment creating vehicles for individuals and communities targeted for economic empowerment and participation in the water policy. However, for sustainable stakeholder participation levels, it is argued that the employment positions created through the projects need to be designed in a manner that would encourage an evolution of long-term relationships between stakeholders and the water management institutions.
