A Multilevel Property Hedonic Approach to Valuing Parks and Open SpaceTreg, Christopher 16 June 2010 (has links)
Many of the benefits that are generated by the natural environment are external to normal market transactions and are consequently undervalued and under-provisioned even though they substantially contribute to human welfare. One approach to valuing certain environmental goods and services is through a regression technique known as the property hedonic model. This model considers a property as a bundle of attributes where the total price of the property is decomposed into marginal, implicit prices for property-specific attributes, the context or neighborhood in which a property resides and access to environmental amenities. The goal of this dissertation research is to estimate the value of proximity to the environmental amenities of parks and open spaces using a property hedonic model for the City of Baltimore and suburban areas of Baltimore County. While the property hedonic model has been commonly used to value environmental benefits, few of these studies have distinguished the spatial scales of neighborhood characteristics from the property-specific characteristics within a regression model. In this research, a multilevel modeling approach to the typical property hedonic model was used to model the effects of attributes at different spatial scales. This approach also allowed the effect of environmental attributes to vary across geographic space and interact with attributes across spatial scales. Such methods provide a more realistic accounting of the dynamic spatial variation of the value of environmental goods and services. For parks in the City of Baltimore, the results of valuing proximity to parks showed a spatial dynamic not often captured in property hedonics. The overall fixed effect for distance to park was negative but insignificant. When allowed to vary by block group, the random effect for this variable indicated that only two-thirds of the 401 neighborhoods positively valued increased proximity to parks. No interactions were found to be significant for the entire study. However, for the population of block groups whose properties did positively value proximity to parks, the results of interactions with neighborhood and park characteristics showed that smaller and more open parks were valued higher than larger and more wooded parks. A high population density also increased the value for a property in close proximity to a park. Finally, properties with smaller yards placed a higher value on proximity to parks than those properties with larger yards, indicating a substitution effect. For open space in Baltimore County, the results indicated that while higher proportions of privately-owned open space surrounding a property increased the value of that property, open space that was publicly-accessible was not significantly valued. Privately-owned open space that was potentially developable was less than half the value of the positive effect of private, open space under conservation easements or other development restrictions.

Economic Valuation Of Florida Sea Turtles In Face Of Sea Level RiseHamed, Ahmed 01 January 2013 (has links)
Sea level rise (SLR) is posing a great risk of flooding and inundation to coastal areas in Florida. Some coastal nesting species, including sea turtle species, have experienced diminished habitat from SLR. In an effort to assess the economic and ecosystem service loss to coastal areas with respect to sea turtles Contingent Valuation Method (CVM) and Habitat Equivalency Analysis (HEA) were used. The CVM was used to measure the economic impacts of SLR on sea turtles. Open-ended and dichotomous choice CVM was used to obtain the willingness to pay (WTP) values of Florida residents to implement certain mitigation strategies which would protect Florida’s east coast sea turtle nesting areas. The problem of sample selection bias was reduced by surveying residents of two cities that would potentially have varying interest in coastal conservation due to their relative distance from the coast. The hypothetical WTP of Florida households to implement policies designed to protect sea turtle habitat from development encroachment was estimated to be between $21 and $29 per year for a maximum of five years. Characteristics of respondents were found to have statistically significant impacts on their WTP. Findings include a negative correlation between the age of a respondent and the probability of an individual willing to pay the hypothetical WTP amount. Counter intuitively, it was found that WTP of an individual was not dependent on prior knowledge of the effects of SLR on sea turtle habitat. As the level of this awareness increased, the probability to pay the hypothetical WTP value decreased. The greatest indicators of whether or not an individual was willing to pay to protect sea turtle habitat were the respondents’ perception regarding the importance of sea turtle population health to the ecosystem, and their confidence in the conservation methods used. iii Concepts of Habitat Equivalency Analysis were used in order to determine the ecosystem service lost due to SLR. The study area of Archie Carr National Wildlife Refuge (ACNWR) has a continually increasing sea turtle population due to various conservation efforts. However, how the inundation of the coastal area will injure this habitat was assessed, and if mitigation strategies to compensate for the loss are necessary. The carrying capacity (CC) of the refuge was chosen as the metric of the ecosystem service. Using the estimated area of ACNWR and the approximate area needed by a sea turtle to nest, the theoretical number of sea turtle nests possible on the refuge was calculated. This value was then projected to the year 2100 using the sea level rise scenarios provided by IPCC (2007) and NRC (2010). In order to quantify the injury caused by the decrease in the refuge’s CC, the number of sea turtle nests on the refuge was projected to the year 2100 using the data obtained over the past 30 years. The analysis concludes a potential loss of service to be experienced as early as 2060’s due to the carrying capacity of the refuge diminishing with the loss of the habitat due to the increase in the mean sea level.

Upland landscapes : what do people want, who wants it and can they have it all?Tinch, Dugald January 2009 (has links)
The objective of this thesis is to investigate the preferences of individuals for the management of upland landscapes in the UK. Environmental valuation techniques are becoming an increasingly important tool in the development of environmental management policy, however, they are not without their detractors. In particular a school of thought, developed from the work of Bentham, takes issue with the behavioural foundations of the dominant welfare economic doctrine which underpins many of the valuation techniques commonly adopted. They identify that heuristic rules, experience and memory can all play a role in the development of ‘value’ for a good. This thesis aims to investigate the roles of these, along with the role of association with an environmental good, in the development of value for upland landscapes using the Peak District National Park as a case study. This objective is developed in three parts. Part I introduces the topic, identifies the background of research against which this thesis is presented and introduces the case study. This part also attempts to identify how well the complex economy – ecology interactions in this landscape are understood by stakeholders. It shows that, given the complexities of the systems, there are key omissions in stakeholder knowledge and understanding. Part II uses Discrete Choice Experiments to analyse the impact on value of experience, memory, heuristics and association. A series of experiments are applied to the same landscape characteristics in order to achieve this. The results show that value can be impacted in a number of ways with implications for the development of future valuation studies. This thesis concludes with a discussion of the policy implications, limitations and future work associated with this research.
