AvaliaÃÃo do modelo formativo do PRONATEC: aspectos da inserÃÃo educacional e produtiva dos egressos dos cursos de qualificaÃÃo profissional do IFCE / Evaluation of the PRONATEC training model: aspects of the educational and productive insertion of the exceptions of the professional qualification courses of IFCE

Este trabalho situa-se na Linha de Pesquisa âDesenho das PolÃticas PÃblicas de CarÃter Socialâ do Programa de PÃs-GraduaÃÃo em AvaliaÃÃo de PolÃticas PÃblicas da Universidade Federal do Cearà (UFC). DetÃm-se na problemÃtica de conhecer quais os impactos socioeducacionais do Pronatec na vida dos jovens e trabalhadores egressos de Cursos de FormaÃÃo Inicial e Continuada. Esta investigaÃÃo cientÃfica teve como objetivo principal avaliar a concepÃÃo formativa do Pronatec, analisando o processo de inserÃÃo social e profissional do pÃblico beneficiÃrio. Os objetivos especÃficos dessa pesquisa foram: analisar e discutir as dimensÃes ideolÃgicas e polÃticas que fundamentaram a implementaÃÃo da Bolsa-FormaÃÃo/Pronatec; compreender os fatores socioculturais e estruturais que determinaram aos egressos da Bolsa-FormaÃÃo/Pronatec a busca por uma formaÃÃo profissional; discutir a qualidade dos cursos da Bolsa-FormaÃÃo/Pronatec a partir da avaliaÃÃo dos egressos; e conhecer as repercussÃes sociais da oferta da Bolsa-FormaÃÃo/Pronatec na vida dos beneficiÃrios. Metodologicamente, o fenÃmeno foi avaliado quanti/qualitativamente, atravÃs de anÃlise documental dos registros institucionais do Programa no IFCE, de entrevistas com gestores de representaÃÃo nacional e local, e de aplicaÃÃo de questionÃrio junto aos egressos dos cursos FIC. O referencial teÃrico foi baseado em estudos de autores como Alves (2011); Antunes (2002); Frigotto (2001, 2011, 2015); Frigotto; Ciavatta e Ramos (2005); Manfredi (1998); Melo e Moraes (2006); Oliveira (2011); Sousa (2011), entre outros. A partir desses princÃpios teÃricos, esta pesquisa reconhece que a relaÃÃo EducaÃÃo e Trabalho tornou-se um processo social de legitimaÃÃo das mudanÃas no mercado de trabalho e que a educaÃÃo profissional no Brasil, nos Ãltimos anos, vem sendo tratada como eixo condutor do desenvolvimento econÃmico. Verificou-se que o Pronatec, com a oferta preponderante de cursos FIC, esteve voltado para atender à suposta demanda por formaÃÃo de mÃo de obra para o mercado de trabalho, bem como para o desenvolvimento de um mercado educacional privado, atravÃs da utilizaÃÃo maciÃa de fundo pÃblico para financiar aÃÃes de formaÃÃo profissional. Esse modelo formativo deu continuidade à tendÃncia histÃrica de formaÃÃo para o trabalho simples no Brasil, desvinculando suas aÃÃes de uma proposta efetiva de elevaÃÃo da escolaridade dos sujeitos beneficiÃrios. O Pronatec mostrou-se pouco efetivo no que diz respeito à questÃo da empregabilidade dos egressos, estando sua polÃtica de formaÃÃo profissional desarticulada das polÃticas de trabalho e renda. Por outro lado, ainda que egressos, gestores e teÃricos da educaÃÃo tecam sÃrias crÃticas quanto à qualidade desse modelo formativo, constatou-se melhor desempenho do Programa quanto à expansÃo do acesso educacional. / This work is based on the Research Line âDesign of Social Public Policiesâ under the Graduate Program on Evaluation of Public Policies at the Federal University of Cearà (UFC). It is focused on the problem of finding out the socio-educational impacts of Pronatec (National Program for the Access to Technical Education and Employment) on the lives of youngsters and workers who have completed Initial and Continuing Education (FIC) Programs. The main objective of this scientific research was to evaluate the formative conception of Pronatec, by analyzing the social and professional insertion process of the beneficiary public. The specific goals of this research were: to analyze and debate the ideological and political dimensions that substantiated the implementation of Bolsa-FormaÃÃo/Pronatec (Empowerment Scholarship/Pronatec); understand the socio-cultural and structural factors that made Empowerment Scholarship/Pronatec graduates seek vocational training; debate the quality of the Empowerment Scholarship/Pronatec programs based on the evaluation of graduates; and get to know the social repercussions of the Empowerment Scholarship/Pronatec offer on the lives of its beneficiaries. Methodologically, the phenomenon was evaluated both qualitatively and quantitatively, through documentary analysis of the institutional records of the Program at the IFCE, interviews with local and national managers as well as the application of a questionnaire among the graduates from FIC programs. The theoretical reference was based on studies by authors such as Alves (2011); Antunes (2002); Frigotto (2001, 2011, 2015); Frigotto, Ciavatta and Ramos (2005); Manfredi (1998); Melo and Moraes (2006); Oliveira (2011); Sousa (2011), among others. Based on those theoretical principles, this research recognizes that the Education and Work relationship has become a social process of legitimizing changes in the labor market, and that vocational education in Brazil has been considered as the driving force of economic development over the last years. It was found out that Pronatec, with the predominant offer of FIC programs, was aimed at meeting the supposed demand for vocational training for the labor market, as well as for the development of a private educational market, through the massive use of public funds to finance vocational training actions. This formative model continued the historical trend of training for simple work in Brazil, dissociating its actions from an effective proposal to increase the schooling level of the beneficiary subjects. Pronatec was a little effective concerning the graduatesâ employability issue, and its vocational training policy was disconnected from the labor and income policies. On the other hand, although graduates, managers, and education theorists seriously criticize the quality of such formative model, the program has improved its performance in relation to the expansion of educational access.
